We are seeking a Instructional Design Manager. The Instructional Design Manager for Internal programs is a leading member of the Johns Hopkins University School of Medicine’s Office of Online Education. The Instructional Design Manager will provide vision, leadership, and coordination in designing, developing, and delivering fully online courses and technology-enhanced instructional materials for courses delivered by the Johns Hopkins University School of Medicine (SOM). Additionally, they will provide strategic input, support, and training for our portfolio of education technology platforms. They focus on policy and strategy implementation and control for internal programs. The Instructional Design Manager will work closely with the Director for Online Education and other members of the online education team, as well as faculty, staff, and vendors. The Instructional Design Manager will supervise a team of Instructional Technologists and Designers dedicated to internal programs. The Instructional Design Manager reports to the Director for Online Education.

Specific Duties & Responsibilities

Instructional Design

  • Influences the larger learning design strategy decisions as they affect internal programs.
  • Lead the analysis, design, development, implementation, and evaluation of complex courses, ensuring competency alignment among courses to achieve program objectives.
  • Sets design, branding, and consistency standards for internal programs.
  • Collaborate with faculty on the effective use of online resources, multimedia technologies, and instructional strategies to develop or revise their courses.
  • Evaluate stakeholder satisfaction levels.
  • Maintains appropriate records and data to produce performance and external reports.
  • Oversee the development of instructional materials that are functional, informative, engaging, and consistent with sound instructional design principles, including alignment of educational objectives with content, activities, and assessments.
  • Provide recommendations for interface design, sequencing of instruction, use of assessments, and online interactive activities.
  • Research and evaluate new and emerging technologies, instructional design theories, and approaches and policies for potential application to instructional opportunities. Study and evaluate instructional design theories for application to a variety of course and program needs.
  • Manage teams of writers and subject matter experts to ensure instructional integrity of the course development projects through a method of systematic design and clear course standards and outcomes.
  • Ensure compliance with federal 508 disability regulations. (Section 508 is a part of the Rehabilitation Act of 1973, which requires that electronic and information technology developed, procured, maintained, or used by the Federal government be accessible to people with disabilities.)
  • Determine project timelines and monitor team members and partners in order to meet project deliverables.
  • Identify risks to project timelines and design strategies to mitigate risks.
  • Set a example for effective communication skills to collaborate with various project contributors.
  • Create supporting materials and media: case studies, simulations, etc.
  • Utilize multimedia technology to author interactive and engaging instructional resources for use in online courses and websites including video, audio, and graphics. Collaborate with multimedia team as needed.
  • Evaluate the instructional effectiveness of programs, courses, and training products.
  • Develop reports to analyze instructional design processes and recommend improvements.
  • Develop and analyze data to provide regular reports on courses, faculty, and student needs.

Training
  • Develops train the trainer programs that deliver faculty/SME professional development opportunities.
  • Plan, develop and implements workshops and other activities that will promote teaching, learning, and assessment in areas related to learning strategies, instructional strategies and technology, and student learning outcomes.
  • Track and analyze issues raised by faculty.

Internal and External Contacts

  • Serve on executive teams for SOM programs, providing instructional design leadership and constructive feedback.
  • Represent the OOE at university-wide functions and serve on groups and committees.
  • Develop innovative OOE initiatives and projects to present at external meetings and industry conferences.
  • Act as a leader within the JHU Instructional Design group to share best practices throughout the Hopkins community.
  • Partner with Office of Information Technology, the Office of Medical Student Curriculum, Center for Educational Resources, Library Services, and other groups to share best practices, support training needs, and support faculty.
  • Work with faculty to author content for applications, grants, and publications.

Supervisory

  • Supervise instructional designers and instructional technologists, both regular, who are working on internal programs.
  • Supervisory responsibilities include interviewing, hiring, training, motivating, evaluating, and initiating disciplinary action (in coordination with the co-supervisors and the Administrator of the Office of the Vice Dean for Education) as needed, according to Human Resources policies and procedures.
  • Support the recruitment process for internal program staff.

  • Demonstrated ability to train one-on-one and in a group setting in a collaborative and professional way using multiple modalities.
  • Knowledge of current and emerging instructional technologies and proven ability to adapt and learn new procedures and software programs.
  • In-depth knowledge of multimedia (audio, graphics, and video).
  • Familiarity with copyright laws and creative commons.
  • Knowledge of pedagogical issues related to online teaching and learning.
  • In-depth understanding of learning theories and instructional design models.
  • Knowledge of various course assessment techniques and methods.
  • In-depth Knowledge of and demonstrated ability to apply Instructional Design.

  • Knowledge of cognitive theories of learning and motivation theories, (e.g. ARCS).
  • In-depth understanding of Section 508, UDL and applicable accessibility standards relating to online courses.


Minimum Qualifications
  • Graduate Degree in Instructional Design, Instructional Technology, Education, or a related field required.
  • Five (5) years of professional experience in course design and development, faculty training, or program/course assessment/evaluation strongly required.
  • Significant additional related experience may substitute for advanced Degree.
  • Supervisory or demonstrated lead experience required.


Preferred Qualifications
  • Familiarity with graphic design elements appropriate for online instruction.
  • Basic knowledge of streaming audio and video, compression methods, file types, and formats.
  • Experience with web-based course management tools (such as Blackboard, Canvas, Course Plus, LearnShare, Docebo, or other LMS) and online conferencing software (Zoom, Microsoft Teams).
  • Knowledge of SCORM and other standards for online course delivery.
  • Advanced Microsoft PowerPoint and Word skills.
  • Competency with Microsoft Excel, basic HTML editing, and image manipulation software, such as Photoshop.
  • Experience with course authoring tool such as Articulate Storyline and Rise or Adobe Captivate.
  • Experience with Mac and PC and familiarity with various web browsers.

Starting Salary Range: $72,940 - $100,380 (Commensurate with experience)
