Primary Purpose of Position:
The primary purpose of this position is to provide support in the functional areas of classification and position management, and compensation, including consulting with all levels of leadership within the University to provide technical advice, policy interpretation and assistance on organizational structure, design, position design, position creation, and position reclassification to ensure all positions are classified correctly (EHRA and SHRA).The position provides advice and guidance to campus constituents and other key stakeholders for the position management module of the People Admin 7 (PA 7) system, including providing training and expertise on system use, working with University departmental contacts to ensure proper use and application of system capabilities, and providing feedback and recommendations for system enhancements; ensure accurate and timely submission of classification and salary actions to external constituents for review and approval (OSHR andUNC-System Office, EHRA HRAB and BOG pre-approval); evaluate and assign of FLSA / Wage-Hour exemption statuses; participate in OSHR, UNC System Office, DHR and departmental initiated studies of identified positions and/or classifications.

The HR Consultant is responsible for implementing and maintaining the classification and compensation systems for all EHRA (Exempt from the State Human Resources Act) and
SHRA (subject to the State Human Resources Act) positions. For SHRA positions, NCCU
implements the Office of State Human Resources career banding system to classify positions and compensate employees. Career banding serves as a resource for employee career development, classification, and compensation for SHRA positions. Relative activities entail conducting position classification studies for both new and existing positions, preparing the analytical documentation, determining appropriate compensation, and formulating recommendations for the appropriate career band and level based on duties and demonstrated competencies.

Minimum Education/Experience:
Bachelor’s degree and two years of progressively responsible professional human resources management experience; or an equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.

Required Knowledge, Skills, and Abilities:
In-depth knowledge of classification and compensation administration (e.g., position analysis, workflow assessment, market pay/compensation, related policies) preferably UNC or comparable higher education system) for SHRA career bands and EHRA non-faculty.
Working knowledge of Banner HR and People Admin 7 or equivalent HR systems.
Knowledge of Microsoft Office Suite (Word, Excel, PowerPoint and Access).
Knowledge of federal, state and university regulations, policies, procedures and guidelines pertaining to employment, classification and compensation.
Ability to work with sensitive confidential data and information.
Ability to work independently to develop, monitor, and complete projects and assignments.
Ability to interpret and analyze information to make appropriate decisions.
Ability to consult with various University constituents, including senior managers and professional peers, etc.
Ability to work independently without direct supervision.
Ability to take initiative to develop, monitor, and complete projects and assignments within designated timeframes.
Ability to learn, interpret and analyze diverse information to make necessary decisions.
Ability to exercise judgment and discretion in identifying issues and related problem solving.
Ability to plan, prioritize and organize workflow.
Excellent analytical and organizational skills.
Ability to conduct training and make presentations.
Excellent written, oral communication and interpersonal skills to interact effectively and collaboratively with a wide range of individuals to provide support, manage projects, negotiate, and explain information.
