Position Summary:

The Associate Vice President for Decision Support and Institutional Research serves the system as the strategic planning and policy leader on matters related to data-informed decisions, research, and innovation. This individual provides vision and direction for the CSCU Decision Support System and in the collection, analysis, and refinement of research about the state national policy environment, institutional performance, and benchmark data for use by the BOR and CSCU senior management in strategic planning and decision making. This leadership also includes providing sound and useful advice and guidance on appropriate and effective uses of the data toward achievement of the goals and mission of CSCU.

Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.)

Minimum Qualifications:

A Master’s degree from an accredited institution

Successful Candidate must have or must possess:

  • Ten (10) years of experience in higher education administration or related complex organizations is required.
  • Demonstrated success leading, managing, and representing a Decision Support and Institutional Research office or an equivalent entity.
  • Demonstrated success designing, implementing, and/or leading a Decision Support System.
  • Demonstrated experience in tools related to data analysis and data management such as Tableau, Power BI, SAS, SPSS, Python, Stata, and languages such as SQL.
  • Demonstrated ability to create and maintain strategic direction.
  • Demonstrated ability to conduct policy analysis and to develop strategy in complex organizational settings.
  • Experience delivering and maintaining innovative and user-friendly data tools for use by internal and external constituents.
  • Demonstrated ability to conceptualize and carry out qualitative and quantitative research projects.
  • Demonstrated ability to present complex information to institutional boards, legislative committees, or similarly assembled leadership groups.
  • Demonstrated ability to collaborate with other state agencies and sectors in analyses.
  • Experience in the use of technology as analytical tools.
  • Evidence of understanding current issues and trends in higher education.
  • Demonstrated understanding of diversity, equity, and inclusion, especially in terms of the development of data tools and reports.
  • Demonstrated ability to apply analytical tools and methods to convert complex data into useful information in a consultative role.

  • Doctorate from an accredited institution in data analytics, data science, mathematics, higher education or a related field.

Example of Job Duties:

Under the direction of the Vice President of Student Success and Academic Initiatives, the Associate Vice President for Decision Support and Institutional Research is responsible for effective performance in these essential duties:

  • Provide leadership in the development and implementation of the CSCU Decision Support System as well as data-informed and research-based initiatives that span the enterprise. The Decision Support System supports strategic goals in CSCU by gathering data from the six CSCU institutions as well as other state, regional, and national sources and generating visualizations, reports, infographics, and other products that serve as pillars of the decision-making process for CSCU administrators, staff, and faculty.
  • Lead the development of data products and research in collaboration with the institutional research and related staff of CSCU institutions. This accountability includes design and development of information systems required to support research studies, policy analysis, and management decision-making, as well as assuring the continuing integrity of institutional research data files. It also includes directing interagency studies, data sharing, and participating in Connecticut’s multi-agency statewide longitudinal data system.
  • Collaborate extensively with the CSCU Provost and their team, the CSCU President and their team, and other internal and external leaders with a focus on developing tools and information that enables an analysis of continuous improvement in student access and success, contributing to long-term planning in alignment with the strategic plan, the educational master plan, and the goals and objectives of the CSCU system.
  • Collaborate regularly between state agencies, including the Office of Higher Education, State Department of Education, and the Office of Policy and Management.
  • Lead and participate in partnerships with national organizations such as the State Higher Education Executive Officers Association (SHEEO), Complete College America (CCA), Jobs for the Future (JFF), and others including leaders at comparable systems and institutions to advance innovation in CSCU, represent the CSCU system on data-related topics to national audiences, and enhance the reputation and networking of CSCU on the national stage.
  • Design and conduct research studies on a variety of management and policy issues. This accountability includes providing interpretation and analysis of data and preparation of reports in support of management planning, decision-making, and policy formulations. The accountability also includes coordinating and facilitating cooperative research projects among CSCU institutions.
  • Lead the development of CSCU policies and procedures regarding student data, institutional effectiveness, data privacy, research, and related compliance topics.
  • Analyze the impact of proposed or existing policies on current and future operations. This accountability includes reviewing policy environment at the national level and other states, engaging with national and state policymakers and experts, analyzing data, preparing reports, and providing guidance to the BOR and its management in developing policies and programs to promote effective operations.
  • Support data privacy functions in CSCU as needed.
  • Provide useful data and assistance to the Board and institutional staff in preparation of information for program reviews, studies of institutional effectiveness, and assessments of academic, administrative, and student affairs effectiveness.
  • Oversee and contribute to a variety of system level councils and task forces, as charged by the CSCU president or provost.
  • Oversee the budget for Decision Support and Institutional Research.
  •  Participate in legislative sessions and reporting as needed.
  • Participate in meetings of the CSCU Board of Regents and its committees as needed.
  • Support all reporting, including accreditation and substantive change documentation to the New England Commission of Higher Education (NECHE) and other accreditors.
  • Assure that planning projects and recommended strategies are consistent with sound fiscal and budget management considerations.
  • Perform special research projects for and provide sound strategic planning recommendation to the Office of the President.

Starting Salary:

$128,862-$161,078 (midpoint) approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits.
