Job Description

Over the two decades after the end of World War II, leaders in government, business, professional sectors, and academia had called for a new approach to providing educational opportunities. A key concern was Virginia’s ability to develop a skilled and knowledgeable workforce to expand the state’s economy. Today our community colleges allow every Virginian to gain a quality education. With 23 colleges on 40 campuses located throughout the state, Virginia’s Community Colleges are committed to serving Virginia families, helping them acquire the knowledge and skills to seize the opportunities of today and tomorrow.

The Virginia Community College System seeks an Assistant Vice Chancellor for Strategic Communications to lead and implement a strategy for all internal and external communications and system-level marketing to support the mission of the VCCS. The Assistant Vice Chancellor will report to the Senior Vice Chancellor for Academic and Workforce Programs. The position will be an integral member of the organization and will work closely with executive and senior staff at the system office and the colleges to tell Virginia’s Community College story.

Responsibilities

  • Develop and maintain a relationship with state and national media outlets; identify and develop compelling stories and utilize the best medium to engage target audiences
  • Research and report to VCCS and others on strategies to increase awareness of the VCCS value proposition for businesses and industries, students and families, and workforce development in the commonwealth.
  • Coordinate and oversee statewide branding and marketing strategies and initiate media campaigns to increase awareness and promote enrollment in high demand programs
  • Regularly engage presidents, system office staff, and college public information officers in marketing strategy development
  • Manage the development, distribution, and maintenance of print and electronic materials including newsletters, websites, news feeds, press releases, and reports.
  • Develop and update visual and written content in support of VCCS strategic goals to be used as talking points, speeches, and presentation materials to support the Chancellor and executive staff
  • Manage all media contacts; respond to media and public inquiries
  • Serve as the Freedom of Information Act (FOIA) Officer for the VCCS System Office
  • Oversee VCCS website development and graphic design
  • Manage social media content
  • Research, develop, and implement innovative media and tools to increase communication effectiveness
  • Supervise Internal Communications Coordinator, Web Designer, and part-time staff

KSA’s/Required Qualifications:

  • Demonstrated understanding of the Virginia Community College System mission, the students we serve, and the value of community colleges to their local communities and to the commonwealth
  • Demonstrated knowledge of national and state media outlets for higher education
  • Exceptional communication skills with high attention to detail and ability to adapt a message for all media and audiences
  • Exceptional interpersonal skills and the ability to collaborate with others to strategize, plan, and execute projects
  • Record of success developing and executing communication programs to support organizational goals
  • Skilled at planning, project management, time management, decision-making, and organizational relationships
  • Strong work ethic, accountable and high integrity; ability to maintain discretion and confidentiality.
  • Master’s degree, Bachelor’s degree in English, public administration, communications, or related field
  • 7+ years of relevant experience; demonstrated knowledge of Public Relations best practices
  • 3-5+ years of experience managing a team of PR/marketing/communications professionals
  • Experience with crisis PR
  • 3 -5 years of experience developing and managing written and visual content

Preferred Qualifications:

  • Experience working in public administration or higher education preferred.
  • Knowledge of the Freedom of Information Act preferred.
