Department Specifics
The EOPS suite at Orange Coast College consists of five support programs:
EOPS (Extended Opportunity Program and Services) is designed to provide additional support to students with economic and academic barriers to their education. The Goal of the EOPS program is to increase the number of underrepresented students enrolled in community colleges. EOPS provides "over and above" services to eligible full-time students that assist in reaching their academic, personal, and career goals.
CARE (Cooperative Agencies and Resources for Education) is an additional support program for EOPS students who meet the following qualifications for single parent head of household who are 18 years of age or older and have a child or children under 14 years of age. To be eligible, students must receive TANF/CalWORKs monetary benefits. Services for CARE students include supportive counseling, textbooks/supplies, transportation assistance, and a meal program.
In partnership with Orange County Social Services Agency (OCSSA), the College's CalWORKs Program (California Work Opportunity and Responsibility to Kids) provides specialized services to student-parents who are applying for or currently receiving CalWORKs/TANF benefits. Additional services for qualified student-parents may include legislated priority registration, attendance/progress reporting, academic counseling, advocacy, subsidized on-campus work-study, workshops, transportation assistance, and referrals to community-based organizations.
Orange Coast College's Guardian Scholars Program is committed to supporting ambitious college-bound students who are current or former foster youth/wards of the court. The Guardian Scholars' mission is to provide a comprehensive program that contributes to the quality and depth of the student's college experience. It serves as a resource for young adults by assisting in their development and equipping them with the skills necessary to transfer to a four-year university or the vocation of their choice. The Guardian Scholars Program aims to be a "One Stop Shop" that provides caring and personalized assistance with educational goals and practical day-to-day needs to ensure that students take full advantage of college life both inside and outside the classroom. Services include academic advising, textbook grants, and referrals to community resources.
Umoja is a state-wide student success program open to all students and specifically designed to increase African-American students' retention and success rates. The Umoja Program is a Learning Community that offers student success classes, English, Math, Communication, Sociology, and History classes which strives to educate the whole student, informed by an ethic of love and its vital power. Academic success is also achieved through educational planning with a Umoja/EOPS counselor, workshops, cultural events, mentoring, and personal development. The learning experience within Umoja will deliberately and intentionally provide each individual the opportunity to add their voice and story to the African Diaspora's collective voices and stories.

Summary

Conditions of Employment
This is a permanent contract, full-time, general-funded, 12-months per year, Educational Administrator position. The work schedule is Monday through Friday from 8 a.m. to 5 p.m. Flexible schedule and weekends might be necessary to address the needs of programs and job duties. In addition, an annual stipend of $3,000 is offered for possession of an earned doctorate from an accredited institution. - Administers and manages student services programs: EOPS, CARE, CalWORKs, UMOJA, and Foster Youth programs, ensuring they meet California Education Code Title 5 guidelines in recruiting, supporting, and retaining underrepresented students and supporting the College's mission for access and diversity.
- Supervise EOPS/CARE, CalWORKs, UMOJA, and Foster Youth office staff to include faculty, classified staff, hourly staff, and student assistants and assist categorical counseling staff as needed.
- Recommend policy and procedures for all components related to the EOPS/CARE, CalWORKs, UMOJA, and Foster Youth programs including, but not limited to, program-specific instruction, counseling, eligibility, outreach, cultural awareness, retention, transfer, and ongoing program maintenance. Develop new services and programs for the department in compliance with state and local policies and guidelines to expand and increase services to students.
- Advocates, promotes, and informs local high schools, other College outreach programs, and student services about the programs and administrative compliance. Participate in workshops, meetings, and conferences, at the district, local, regional, and state levels as appropriate to the assigned areas of responsibility. Serves as the College's EOPS, CARE, CalWORKs, UMOJA, and Foster Youth liaison with the California Community Colleges Chancellor's Office, Region 8, and county social workers.
- Sets up best practices for referring participating students to services on and off-campus. Collaborates with other student services areas such as, and not limited to, Financial Aid, Disabled Student Programs (DSPS), Associated Students, Equity, Counseling, and Assessment to contribute to student success and student work opportunities.
- Manages, researches, and maintains budgets for assigned programs; administers approved budgets and directs preparation and maintenance of detailed and comprehensive reports, records, and files supporting program operations and activities. Coordinate the preparation, submission, and administration of assigned student support services operating budgets and grants. Supervise the preparation and submission of timely and accurate reports to meet college, state, and federal requirements.
- Responsible for submitting all annual plans and year-end reports related to EOPS,/CARE, CalWORKs, UMOJA, and Foster Youth programs. Ensure program compliance with applicable laws, rules, regulations, and requirements; analyze, interpret, and apply laws and District policies and procedures.
- Maintains communication with District and college staff as well as various agencies to coordinate program services, exchange information, and refer participating students. Initiates communications to pass on trends and new legislation and regulations for working with targeted student populations.
- Serve as a liaison for EOPS, CARE, CalWORKs, and Foster Yout program with other District divisions/programs/departments and outside agencies; serve as a representative on campus-wide committees, work groups, and shared governance committees.
- Organizes advisory committees with local K-12 school districts, businesses, and parent representatives to establish effective networks for identifying targeted students and coordinating delivery systems for identified student needs. Work cooperatively and provide leadership as a member of the college management team consistent with the mission and function of the College and District.
- Learns and applies up-to-date knowledge of college curriculum, instructional methods, online services/resources, and technologies when working with committees and students. Serve as the lead on Program Review, Student Learning, and Service Area Outcomes for Student Services Programs.
- Lead or participate in district-wide or College committees, initiatives, teams, or ad hoc groups as assigned.
- Coordinate the development of programmatic publications and promotions.
- Develop, implement, and evaluate assigned student support programs and planning strategies, integrating planning with budgeting.
- Participate in the program hiring, evaluation, performance intervention, and retention of faculty and staff members in areas of supervision.

one year of formal training, internship, or leadership experience

- OR, have a combination of education and experience that is at least equivalent to the above. (Candidates making applications on the basis of equivalency must submit the Application for Equivalency in addition to all other required materials.)
- AND, within the last four years, two years of full-time experience or the equivalent in the management or administration of educational programs, community organizations, government programs, or private industry in which the applicant dealt predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages; OR two years experience as a community college EOPS counselor or EOPS instructor; OR have comparable experience in working with disadvantaged clientele.
- AND, must have completed a minimum of six units of college-level course work predominantly relating to ethnic minorities or persons handicapped by educational, language, or social disadvantages.

Selection Procedure
- All online applications received by the application deadline will be screened to determine which applicants meet the minimum qualifications as stated in the job announcement. Please note: Possession of the minimum qualifications does not ensure an interview.

- During the interview, candidates may be asked to conduct a short teaching demonstration/presentation on a previously announced topic as well as participate in a writing exercise, or hands-on practical.
- Consideration will also be given to factors in addition to education and experience, including but not limited to professional development, ability to work with others, and commitment to meet student needs.
- The search committee will rate the candidate's responses to the interview questions, the demonstration/presentation, and the applicable writing exercises and/or hands-on practicals. Based on this rating, a number of candidates will be recommended to move forward and will be invited for a second-level interview.
- The hiring manager will conduct reference checks on the final candidate. The district reserves the right to contact the current or most recent employer and to investigate past employment records of applicants selected for interviews.
- The campus President will make the final recommendation for employment to the Board of Trustees.
- The successful candidate will be offered the position and placed on the current salary schedule based on their education and experience.
- The start date will be determined by the hiring manager depending on the needs of the campus and the conditions of employment as posted in the job announcement/recruitment.
- Applicants who are eliminated from consideration will be notified by email. All applicants are requested to provide an email address in their online application. Candidates should not expect official notification of the status of their candidacy until the Board of Trustees has acted upon the College's recommendation for employment.
