PUBLIC HEALTH EVALUATION SPECIALIST

Salary:

Minimum $58,000 ANNUAL (12 months)

Job Summary:

This position is located in the Department of Health Services (DHS), Division of Public Health (DPH), Bureau of Environmental and Occupational Health (BEOH), Environmental Epidemiology and Surveillance Section and is maintained through a contract and ongoing partnership with the UW School of Medicine and Public Health's Department of Population Health Sciences (PHS). This position is split evenly between program evaluation and bureau-level strategic planning/evaluation work. The evaluation specialist is responsible for program evaluation activities for the Wisconsin Asthma Control Program, the Asthma-Safe Homes Program, and the Wisconsin Environmental Public Health Tracking (EPHT) Program. The Asthma Control Program works to improve the reach, quality, effectiveness and sustainability of asthma control services and to reduce asthma morbidity, mortality and disparities by implementing evidence-based strategies. The new Asthma-Safe Homes program provides self-management education, home assessment, and remediation of asthma triggers to Medicaid-eligible children and pregnant women with uncontrolled asthma. The Environmental Public Health Tracking Program is a leading source for environmental public health data in Wisconsin and provides a data portal hosting over a dozen topics to inform public health decision-making and action at the state and local levels.

Specific activities include revising and implementing programs' comprehensive strategic evaluation plans; using evaluation findings for continuous program quality improvement, making business case, and/or informing decisions and actions; providing evaluation technical assistance to funded EPHT mini-grantees to implement projects at the local level; and assisting with annual usability testing of the EPHT data portal. Using qualitative and quantitative methods, the evaluation specialist will lead asthma-specific process and outcome evaluations focused on enhancing strategic partnerships; developing the business case for quality improvement interventions in clinical care settings; expanding asthma home-visiting and workforce development; and building capacity to implement asthma self-management education in schools. Additionally, the evaluation specialist will contribute to Bureau-wide efforts related to building evaluation capacity within programs to plan, conduct and use evaluation findings for program improvement and will work with the Bureau's strategic initiatives coordinator to construct, implement, and evaluate the Bureau's strategic planning activities.

Responsibilities:

Develops assessments and performs analysis of program activities, makes recommendations for improvement, and assists in the implementation of recommendations to promote sustainable relationships between the university and community.
  • 30% Evaluates existing activities across outreach programs and makes recommendations to outreach program leadership for program enhancement
  • 30% Identifies opportunities for program improvement or new program development across outreach programs
  • 10% Assists program staff in incorporating improvement recommendations into existing outreach programs based on feedback, institutional need, or new developments in pedagogy
  • 20% Designs and implements assessment plans to solicit feedback and gather data from program participants and other stakeholder groups for program evaluation
  • 5% Contributes to evaluation components of grant applications and progress reports.
  • 5% Contributes to collection and reporting of annual performance measures for grant-funded programs

Qualifications:

Requirements:
- Minimum of three years of experience working in the field of program evaluation.
- Knowledge and experience in conducting process and outcomes program evaluations, using both qualitative and quantitative methods.
- Ability to develop and implement evaluation plans for public health initiatives.
- Excellent verbal and written communication skills.
- Technical expertise in standard Microsoft Office applications.

Preferred:
- MPH or Master's degree in related environmental or social sciences field.
- Knowledge of the principles, practices, and objectives of public health with a focus on environmental health and/or chronic diseases, the social determinants of health, and health equity.
- Knowledge and experience developing ROI or business case.
- Evidence of collaborative work with multiple stakeholders in public health.
- Ability to establish and maintain effective collaborative relationships with a wide-variety of statewide, regional and local agencies, organizations, community groups and individuals.
- Experience working with diverse audiences (such as epidemiologists, researchers, policymakers and the public), particularly in relation to health disparities in communities of color, health equity, and social determinants of health.
- Ability and willingness to travel occasionally (in Wisconsin and out of state).
- Experience demonstrating characteristics including self-awareness, self-management, social awareness, and relationship management.
- Experience with strategic thinking and planning, and creative problem solving.
