This position requires the availability to work a hybrid in-office/remote schedule.

The mission of Sponsored Research Contracting and Compliance (SRCC) is to ensure timely and effective contract negotiations when working with public agencies, other universities, nonprofit organizations, and private industry. SRCC is responsible for initiating the subcontracting process for grants and contracts and is involved in the subrecipient monitoring process. The department works closely with Sponsored Research Development and Sponsored Research Administration, as well as with SDSU's Division of Research Affairs, to ensure that we adhere to sponsor, university, and SDSURF policies, particularly in compliance areas such as human and animal subjects, conflict of interest, cost sharing, export controls, responsible conduct of research, and environmental health and safety.

The SRCC Analyst Iis responsible for the receipt, review and processing of sponsored awards, including analyzing the terms and conditions for possible compliance and subagreement requirements. Duties will also include the tracking and documentation of compliance and subagreement preparation components, as well as data entry of key components into the Banner Finance and internal tracking systems. This position bridges pre and post award administration processes for a large volume of complex awards funded from a variety of sponsors. A major focus of the position will be on the technical and analytical aspects of sponsored program review, subagreement preparation, and processes analysis. The analyst shall possess the necessary skills essential to coordinate with all departments within the Foundation, as well as Project Directors and their staff.



Responsibilities
The SRCC Analyst I is responsible for but not limited to:

Award Processing - 40%
  • Responsible for internal processes related to the receipt, review, and processing of awards, including review of standard language terms and conditions and implementation of authorization to spend funds.
  • Assist in the review and implementation of procedures for awards processing.
  • Collaborate with the office of research support services to verify that researchers have completed any applicable protocols related to animal and human subjects, conflicts of interest, financial disclosures, environmental health and safety, and other requirements.
  • Input award data into SDSURF accounting systems and conduct data reviews to ensure accuracy.



Subagreements - 40%
  • Draft subagreements and amendments using approved templates for a variety of subrecipients. Communicating with faculty, staff and subrecipients to obtain applicable scopes of work, budgets, subrecipient information and other items as needed.
  • Review requested revisions and confer with the Director in order to respond appropriately.
  • Verify that subagreements comply with applicable compliance requirements related to animal and human subjects, conflicts of interest, financial disclosures, environmental health and safety, and other requirements.
  • Input subaward data into SDSURF accounting systems and conduct data reviews to ensure accuracy of subagreement activity data.
  • Route documents for authorized signatures.


General Support and Analysis - 20%
  • Reviews procedures and suggests streamlining measures as appropriate.
  • Participate on task forces, special projects and committees related to SDSURF systems, as needed.
  • Other duties and responsibilities as assigned.


Qualifications
Required Knowledge and Abilities
  • Knowledge of standard office procedures, using MS Office, MS Word, Excel and other applicable software to create memos and documents
  • Excellent knowledge of English grammar, spelling, punctuation, written and oral communication skills
  • Attention to detail with strong planning and organizational skills
  • Ability to act on critical issues in a timely manner and meet deadlines
  • Ability to follow directions from a supervisor and work with direct supervision under multiple deadlines and fluctuating priorities
  • Ability to identify, analyze and solve standard problems and refer more complex problems to appropriate staff
  • Ability to interact effectively with co-workers, faculty and project staff and to demonstrate a high level of cross-cultural sensitivity.
  • Ability to display motivation and strong interpersonal skills



Required Experience/Education
  • Completion of sufficient college coursework to successfully perform the required duties of the position and two years of progressively responsible related experience. One year of full time progressively responsible related experience may be substituted for college coursework requirement.
  • Two years of progressively responsible experience in an institution of higher education, research institution or non-profit organization, or related contract review experience.



Preferred Qualifications
  • In-depth knowledge of SCT Banner, as well as Nolijweb workflow processes.
  • General knowledge of governmental accounting principles, sponsor reporting requirements and audit policies, OMB circulars A-133, A-110 (2 CFR Part 215), and A-21 (2 CFR Part 220).
  • Familiarity with the preaward proposal process.
  • Previous experience working in sponsored programs related compliance, award review and processing, and sub-agreement preparation.
  • Previous experience interpreting and applying regulations and requirements.
  • Experience using software for research administration such as Banner or InfoEd, or other internal award tracking systems.
