Overview
The South Bay Latino Research Center (SBLRC) seeks to promote and expedite research that improves cardiovascular disease outcomes in low-income Hispanic/Latinos living in the border region of San Diego. The SBLRC is considered the community-based clinical research field site within San Diego State University (SDSU) where research activities are conducted. The SBLRC primarily focuses on epidemiologic, behavioral, and genetic research in an effort to improve the care being delivered to Hispanic/Latinos at risk for having cardiovascular disease (CVD).

As it pertains to this position the SBLRC Network comprises local area network servers, share printers, computers and communications equipment. The network hosts data from projects funded by the National Institutes of Health (NIH), and American Heart Association through grants and contracts.
PURPOSE OF THE POSITION
Under the general supervision of the SBLRC Principal Investigators and the SDSU IT Division, this position is responsible for ensuring compliance with federal and university information security policies and guidelines. Additional core responsibilities include systems security and control; planning, implementation, management, and analysis of the SBLRC Network System; provide IT technical support, maintenance, integration, configuration, and user support and training.



Responsibilities
The position is responsible for but not limited to:

Systems Administration 35%

Install, configure, maintain and support servers and workstations, operating systems, network environment. Ensure proper maintenance and support of equipment and network systems. Use utility and file programs to recover and back up data; reinstall damaged or deleted software; troubleshoot errors in system operation and initiate repairs. Configure media components and/or local area networks (LAN); administration of site LAN including maintenance of related hardware and software; review device logs for potential issues; maintain file/network servers and all workstations. Respond to and resolve system crashes and work in collaboration with SDSU IT Department in commonly developed protocols and implement university policy; addresses data management systems problems as needed.

Information System Security (ISS) 30%

Control the network activities to ensure sound and secure operations. Secure sensitive information from inappropriate access; maintain network security and integrity of data; ensure compliance with industry regulations; monitor network traffic, usage, and performance; run diagnostics to forecast performance thresholds; review physical access and physical hardware access; utilize information security tools to run regular vulnerability assessments of all devices within network space utilized by the projects and assist with identifying action plans to resolve detected vulnerabilities; research new security threats; create, and provide staff Information Technology (IT)/Information Systems Security (ISS) training. In coordination with the SDSU Security Office, create, and implement the best known practices for IT procedures and policies; assist with the development and implementation of the center's ISS Plan, Disaster Recovery Plan and Business Continuity Plan. Assess system and physical changes for potential impact to the ISS Plan.

Perform routine antivirus monitoring on the servers and manage the third party software that tracks data access and user activity to ensure use complies with specific SBLRC Data Use Agreement. Create and maintain user accounts for the SBLRC network. Conduct routine password changes for users and deactivate user logins upon separation of employment. Troubleshoot network problems and be available to resolve issues for the projects housed at the SBLRC during data collection times of the day as well as after hours. Assess network traffic for malicious activity and block / unblock machines in the center's routers and authentication systems. Act as the primary point of contact during security events by assisting the SDSU Security Office during the investigation and remediation activities.

Develop reports and data security policies for the SBLRC. Coordinate communication and serves as liaison between the Center’s directors, Information Security System Consultant and SDSU IT Department. Coordinates and monitors yearly network security audits. Manage logs of security issues/resolutions and keep current in IS security trends and issues.

Technical and User Support 30%

Provide technical support to large groups of users to include but not limited to creating user logins; troubleshoot PC equipment, printers, and other equipment. Diagnose equipment and/or network system malfunctions and perform corrective action. Performs appropriate test structures; pre-test and configure equipment and/or network systems following service procedures. Research system/equipment malfunction history; analyze and adjust equipment to restore proper operation; responsible for establishing network connections and telephone lines.

Ensure that equipment and systems in assigned areas are in good condition and are properly maintained. Perform preventative maintenance, equipment alignment and calibration. Replace or repair worn parts; evaluate replacement alternatives. Perform equipment and system set up (including necessary interconnections) and performance monitoring; maintain and repair media/video production equipment systems and facilities; provide technical set-up of teleconferencing systems; maintain technical shop facilities, inventory, repair logs and/or work order systems; maintain licensing agreements and operations manuals. Coordinates repair or maintenance through vendor resources; repair voice and data circuit problems. Respond to work orders submitted by project staff.

In collaboration with SDSU network team, dDesign and engineer network installations to meet information processing and traffic needs. Develop systems and/or network configurations including hardware, software, and integration requirements; plan, design, and engineering of assigned networks. Determine network architecture, topology, and transmission media appropriate for the installation;

Develop/recommend network standards and protocols; design networked facilities (e.g., suites facilities).

In consultation with the project leadership and campus IT, Evaluate user needs, systems, and new technologies to recommend the most effective communication and transmission of systems. Research and evaluate network/systems, performance capacity, and compatibility with existing systems. Analyze information-processing, transmission, and data movement needs; analyze system elements such as system cabling and software and expansion capacity. Evaluate software/hardware network features; coordinate and implement network development activities with systems as appropriate; server as the technical liaison for network product or system vendors.

Other Duties and Responsibilities as Assigned 5%

Attend research team meetings and contribute to the work of data management working groups, and participate in conference calls as it relates to research meetings. Attend training conducted by University departments to stay current on external security threats and changes in the field to ensure the security of the SBLRC Network System.

  • Knowledge of SDSU, and NIH Network Security; and related Federal Information Security Management (FISMA) laws and HIPAA requirements.
  • Knowledge of network security to ensure compliance with industry regulations.
  • Knowledge of the principles and methods of project management for information systems and security development.
  • Knowledge of Information Technology industry trends and standards.
  • Knowledge of ISS standards, ISS/IT risks assessments, and security certification and accreditation processes
  • Knowledge of network systems to include the latest version of Windows Operating Systems.
  • Knowledge of file sharing procedures and set ups, backup services, active directory, and network storage area networks (SAN) switches, routers and firewall.
  • Knowledge of file and backup servers, dynamic host configuration protocols (DHCP) and Domain Name Service Server (DNS).
  • Knowledge of security software (in particular Microsoft O365 Defenderand JAMF).
  • Knowledge of computer software programs such as Microsoft Office, Access, Excel, Word, email and internet.

  • Ability to troubleshoot PC equipment, printers, and diagnose equipment and/or network system malfunctions and perform corrective action

Qualifications
  • Bachelor's degree in computer science, information systems, educational technology, communications, or related field or similar certified coursework in applicable field of study.
  • Two-years of progressively responsible work experience.
