Senior Construction Manager - Capital Planning and Construction
PRIMARY OBJECTIVE: Under general supervision, this position plans, directs and coordinates the design and construction of assigned capital projects on the City Colleges of Chicago campuses from conception to completion. This position assists the Associate Director - Facilities Planning with managing and completing special projects as assigned.
DUTIES & RESPONSIBILITIES:
- Provides management control over project estimate, budget,
schedule, design consultant selection, design development,
construction and quality control issues. Provides technical advice
and service as required to faculty, staff and the Facilities
Management Department
- Attends project planning meetings to understand the project,
location, and schedule for completion. Performs site reviews and
investigates the overall nature of the project to develop the scope
of work for each one.
- Develops schematic designs of projects and/or cost estimates to
determine a preliminary budget.
- Recommends outside consultants to perform the necessary work of
the projects by developing public notices, Requests for
Qualifications (RFQs), Requests for Proposals (RFPs), and Board
Report items.
- Develops bidding and construction documents including final
cost estimates, and specifications and drawings for construction
projects.
- Coordinates consultants’ work by furnishing available
information on existing facilities to them, and reviewing drawings
and specifications so that all projects can be completed within
timeframes and estimated budgets.
- Attends pre-bid and bid-opening meetings; analyzes bids; and
assists in developing Board Report items with the Purchasing
Department.
- Reviews contractor’s work performed to ensure that it meets
contract requirements; informs them when work needs to be corrected
to comply with contract requirements.
- Maintains and upgrades reference library and drawing archives,
and assists District personnel by responding to questions and
inquiries.
- Adheres to CCC Customer Service Excellence standards.
- Performs other duties as assigned.

QUALIFICATIONS:
- Master’s degree in Architecture, Engineering, Urban Planning,
Construction Project Management or a related field preferred
supplemented by ten years of professional experience in
architecture, planning, engineering, and construction management. A
combination of educational and professional experience may be taken
into consideration at the discretion of management.
- Must possess thorough knowledge related to building code
requirements, construction methodologies and practices, and
construction contract administration.
- Must be able to prepare preliminary designs, working drawings,
and specifications for new construction work or for remodeling
projects.
- Excellent writing and verbal communication necessary. Must be
able to engage in public speaking activities.
- Must be self-directed and innovative, able to assess current
operations to move the District closer to meeting the Key
Performance Indicators. Must be able to meet deadlines in a timely
manner.
- Must be able to work well with employees at all levels of the
organization, in addition to students of the City Colleges. Proven
experience in managing and directing a diversified work staff. Must
be able to handle all situations with tact, persuasiveness, and
diplomacy.
- Advanced software skills, specifically MS Word, PowerPoint,
Outlook, Database and Project Management software experience
preferred.
- Must be able to travel around the City to the various Colleges
and Satellite Campuses in an efficient and timely manner.
