Miami Dade College Kendall Campus is now accepting applications for Assistant Vice Provost, Emergency Management. The Assistant Vice Provost for Emergency Management is responsible for the overall management of the College’s Emergency Management functions; Life Safety/Security & Fire Protection in accordance with State and Federal laws/codes to include all college security systems; supervise Office Sexual Violence Prevention, and chief compliance officer for federal laws: Jeanne Clery Act and VAWA.

Duties and Responsibilities:

  • Develops and maintains all emergency management and business continuity plans for the College; coordinates all emergency response and recovery
  • Identifies emergency management training needs, conducts vulnerability assessments and develops and implements comprehensive emergency management training programs; organizes and implements conferences on emergency planning and preparedness
  • Serves as a key member of the district executive decision team and the College’s emergency response team before, during, and after an emergency or disaster; under the supervision of the College President, Provost and VP, Facilities/Operations
  • Directs all technical, administrative, and fiscal functions of the College’s Emergency Management and Preparedness program and related units
  • Applies for and assists in administering state, federal and local grants relating to homeland security and emergency preparedness
  • Serves as the College's representative on Florida's Regional Domestic Security Task Force, and other federal, state and local homeland security/police and emergency preparedness policy-making bodies
  • Maintains the Colleges building Life Safety and Fire Protection Systems (Fire Alarms, Panels, and Sprinkler Suppression) and manages and oversees the College Security Systems (Access Control Management system(s) and CCTV), software and devices; develops and implements plans for meeting future needs as part of the College’s CIP process
  • Oversees the College’s advance planning & preparations for annual SREF third-party inspections to eliminate findings in the first place; timely and proactively develops and oversees plans to address any annual findings to avoid reoccurrence of the finding
  • Ensures the College is in full compliance with federal, state, and local laws related to the Clery Act/VAWA & all reporting requirements
  • Maintains relationships and fosters liaisons with the College’s School of Justice, Campus Public Safety Departments and all local and regional first responder agencies and governmental emergency operations centers, including the U.S. Department of Education, U.S. Department of Justice, Department of Homeland Security, Florida Department of Law Enforcement, Florida Division of Emergency Management, Florida Department of Education, and Florida Department of Health. Coordinates with the College’s eight campuses on the development, implementation, and facilitation of best practices and initiatives in emergency preparedness
  • Researches state and federal laws, regulations, and guidelines regarding the implementation of homeland security programs, and ensures College compliance with such regulations
  • Develops and implements Standard Operating Procedures for areas of responsibility and disseminates College program information for Emergency Management and Preparedness functions
  • Serves on Campus and College Committees relating to emergency preparedness, safety, & security and Chairs the College Behavioral Intervention Team (BIT)
  • Maintains timely, appropriate, and effective communications in cases of emergencies/disasters with College leadership and all internal and external stakeholders
  • Oversees the development, implementation and updating of College policies, procedures, and guidelines related to all areas of responsibilities (safety, risk and emergency situations)

Requirements:

  • Master’s degree (MA or MS) from an accredited college/university in a related field of study such as Disaster Management, Business, Engineering and six (6) years of directly related experience; or Bachelor’s degree in a related field of study and ten (10) years of experience in a related field with large organization
  • FEMA’s Professional Development Series (PDS) Certification
