Barclay Program Manager

The Johns Hopkins University has an initiative to strengthen 10 neighborhoods around the Homewood Campus called the Homewood Community Partners Initiative (HCPI). A key component of the work is to support local public schools. At Barclay Elementary/Middle School, The Johns Hopkins Whiting School of Engineering is more than half through a 10-year partnership to develop and maintain a STEM Engineering focus flagship program.

We are seeking a Program Manager (Academic Program Administrator) for the Barclay Elementary/Middle School - JHU Whiting School of Engineering partnership will report to the Baltimore Programs Director of the Center for Educational Outreach (CEO) in the Whiting School of Engineering. Project leadership includes the President’s office, the Vice President for Economic Development, the Engineering Dean, the Assistant Dean for Engineering Educational Outreach and the Principal and Assistant Principal of Barclay. This Program Manager will work full time on implementing the Barclay Hopkins STEM Partnership to continue the transformation of Barclay into a university-assisted PK-8 STEM community school with arts integration. Program elements include curriculum, professional development, out of school time (OST) and summer programming. The program manager will build, maintain, modify and/or sustain the internal and external infrastructure and relationships to expand STEM education and outreach for Barclay Elementary/Middle school students.

This is a complex, important, demanding and highly visible position. The Program Manager provides planning and project management including budget management. Annually, the Program Manager will work with project leadership to review and update roles and responsibilities, protocols, procedures and communication strategies and to plan, implement and monitor the activities of the partnership. The Program Manager will work to meet the mission of the CEO by integrating JHU faculty, staff, and students in outreach opportunities.

Specific Duties & Responsibilities:

Professional Development & Coaching

  • Serve as an instructional coach to all Barclay teachers with science teaching responsibilities PK-8
  • Work closely with the assistant principal and STEM resource teacher to plan science team and/or instructional goals for each year
  • Participate in Barclay science team meetings
  • Work with Barclay teachers and leadership to identify future professional development needs, develop the professional development plan and deliver

School Day Curriculum & Programming Support

  • Work with teachers and school leadership to ensure that all necessary curriculum kits and supplies are ordered and distributed in a timely manner
  • Work with teachers, leadership and support staff to plan and implement curricular enrichments to include:
  • Engineers Week (eWeek) Activities (annually in February)
  • Campus visits (grades 3-8 annually)
  • Collaborates with STEM Outreach Advisor, as needed, to ensure Intersession course (JHU course for undergraduate students for 5th grade Barclay hands-on engineering with faculty involvement) is integrated into a Barclay classroom
  • Out of School Time (OST) Programming & Partnership Management

      Recruit and train JHU faculty and students to deliver afterschool and summer programming or coordinate outreach integrating it into their classroom Work closely with the Community School Coordinator to ensure afterschool and summer programs are coordinated and systems are aligned and families are made aware of these opportunities Work with the afterschool provider and other partners to develop, implement, and/or expand out of school time (OST) programming- weekend, afterschool and summer programming – which may include direct service with PK-8 students, parents and families. Events may include: Family Engineering Day (typically hosted each November) Barclay Science & Engineering Expo
      Work closely with the CEO’s Baltimore Programs Team and other staff to coordinate their continued efforts at Barclay
    • Supervise student workers, as needed, and hire/train Barclay summer STEM academy staff

    Communication, Evaluation & Reporting

      Provide information and content to internal and external partners doing communications about the project (to parents, community, partners and funders) Monitor the plan, providing status updates and other requested reports and bringing issues to leadership Coordinate with partners to develop evaluation instruments, procedures, and plans to measure success metrics of improved academic performance
    • Collect attendance of PK-8 students, parents, JHU faculty and students and other volunteers for all Barclay programs and events. Enter data into GivePulse and provide reports to Director for CEO after each event or program, but not less than 3 times a year
    • Compile evaluation results for Barclay-related programs and events
    • Update CEO websites as needed to keep up to date about upcoming events and highlight news from recent events
    • Contribute to Barclay newsletter
    • Contribute to the CEO newsletter for MD teachers
    • Contribute to CEO social media accounts

    Minimum Qualifications (Mandatory):

    • Bachelor’s Degree in a STEM discipline or STEM education required
    • Five years progressively responsible experience in program management/administration in an academic or out of school time environment required, preferably in STEM educational outreach
    • Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula

    Preferred Qualifications:

    • Master’s degree in a STEM discipline or STEM education
    • MSDE Teacher Certification or Administration Endorsement

    Special Knowledge, Skills & Abilities:

    • Experience coaching science and STEM teaching and developing and delivering professional development for PK-8 teachers and informal STEM educators both online and in person
    • Knowledge of science and engineering content and research-based pedagogy for teaching STEM to PK-8 grade students, particularly women and underrepresented minorities
    • Experience teaching hands-on STEM curriculum or projects (formal education) and the engineering design process, SABES and IQWST experience preferred both online and in person
    • Experience creating, delivering and/or sourcing effective informal STEM curriculum for PK-8 grade students
    • Works well under pressure
    • Skilled at proactive problem-solving
    • Strong communication (written and oral), organizational, customer service and interpersonal skills
    • Time management skills, attention to detail and follow through
    • Knowledge of Baltimore City and Baltimore City Public Schools (City Schools)
    • Experience relating to students, parents/families and teachers of similar demographics to Baltimore City
    • Consensus building and integration of the voice of all stakeholders to reach cooperative solutions and promote partnership success
    • Takes direction and also takes ownership to meet partnership goals
    • Proficient with the Microsoft Office 365 Suite, particularly Outlook, Word, Excel, PowerPoint
    • Proficient with team collaboration platforms (One Drive, MS Teams, One Note, Google Docs, Sheets, and Forms)
    • Proficient with operating virtual meetings (Zoom, Google Classroom, etc.)
    • Experience with Word Press, preferred
    • Knowledge of GivePulse or other volunteer management system, preferred

    Technical Qualifications/Specialized Certifications:

    • MSDE Teacher Certification or Administration Endorsement, preferred

    JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
