Working Title: Budget Planner Official Title: Budget Planner II Employment Class: Non-Instructional Academic Staff FTE: 1.0 Compensation: 60,000 to 65,000 Terms of Employment: 12 Month Annual, Fixed Term Renewable Position Summary:

Under the general direction of the Budget Director in the central Office of Finance and Administration, the incumbent in this position is responsible for providing detailed policies and analyses to support operating budget planning, development, and modeling. The incumbent will focus on development and delivery of essential data to assist University divisions and units with decision-making. Additionally the incumbent will play a critical role in increasing efficiency and effectiveness in budget and fiscal management.

The incumbent in this position will acquire knowledge of the University of Wisconsin Board of Regents’ policies; University of Wisconsin System’s guidelines and policies; UW Oshkosh and its divisions’ policies, procedures, and guidelines that impact the University; and federal and Wisconsin state laws and regulations. The incumbent will be required to utilize this knowledge in her/his decision-making processes, and make recommendations to the campus divisions and units.

Responsibilities
  1. Strategic Priorities Development (50%)
  • Collaborate with the Budget Director, and divisional/unit staff, to identify trends, make recommendations, and aid in the development of strategic priorities in line with campus budget priorities.
  • Work with campus units to provide leadership and guidance in budget planning, development, and implementation of operating budgets; short and long-term budgetary projections; and development of unit goals and initiatives.
  • Develop financial resource allocation recommendations based on budget projections, alternative funding arrangements, and overall budgetary constraints.
  • Interpret applicable rules and regulations for all funding sources.
  • Provide business analyses consultancy across multiple functional areas.
  • Review and understand policies, analyze the data, and provide information in presentation format to various audiences.
  • Financial Systems Knowledge, Analyses, and Compliance (40%)
    • Develop and provide business data analyses through reports for units to leverage the value of, and provide an understanding of UW Oshkosh financial data.
    • Serve as a resource and provide necessary budgetary training to unit staff.
    • Use WISDM, Plan UW, and other systems to manipulate data, design queries and forecasting to meet the requirements of budgetary reporting.
    • Understand and interpret financial policies and procedures of the University of Wisconsin Board of Regents, University of Wisconsin System, UW Oshkosh, and relevant federal and state of Wisconsin authorities.
  • Budget-Related General Activities (10%)
    • Collaborate with units to develop and update materials to support reporting requirements, e.g. budget preparation, UW System Balance reporting, etc.
    • Prepare additional analyses and reports as required.
    • Participate in professional development opportunities.
    • Accomplish miscellaneous duties as requested.
    Qualifications Required:
    • Bachelor’s degree
    • Accounting/fiscal management/budget development experience
    • Demonstrated analytical skills
    • Proven ability to maintain confidentiality
    • Commitment to the highest standards of customer service, for both internal and external stakeholders
    • Proficiency in such computer applications as Microsoft Office Suite (e.g., Excel, Word, etc.), email and calendaring
    • Demonstrated commitment to diversity, equity, and inclusion
    Preferred:
    • Master’s degree
    • Knowledge of and experience with complex computer-based financial accounting management systems, e.g. PeopleSoft-Shared Financial System (PS-SFS), Wisconsin Data Mart for PeopleSoft Financials (WISER), etc.
    • Experience working in higher education
    • Ability to remain flexible when planned daily goals and priorities are changed as unexpected University budgetary needs arise
    • Ability to build trust and consensus with University constituents including faculty, staff, and students
