Salary and Benefits

The salary range will be from $82,000 - $95,000 per year.

This position is a Management Personnel Plan (MPP) position in the CSU, and serves at the pleasure of the President.

The CSU enjoys a generous benefits program with employer paid life insurance ($100,000), as well as health, dental, and vision insurance with the monthly premium largely paid by the CSU. Additionally, we offer a broad range of other benefits which includes dependent and health care reimbursement accounts, tuition fee waiver, 401k, 457 and 403(b) plans.

The CSU belongs to the CalPERS retirement plan in which medical and dental insurance continues in qualified retirement.

The CSU has 14 paid holidays and the position earns 24 days of vacation and 12 days of sick leave per year.

About the Position

Reporting to the Associate Vice President, Equity & Belonging/Dean of Students, the Director of Student Conduct, Rights and Responsibilities (SCRR) exercises leadership and management responsibility over the areas of community standards/judicial affairs, ethics, and on and off campus student behavior. They are instrumental in leadership of alcohol and drug education. The Director of SCRR serves as the lead in the training, advisement, and education of students, faculty, administrators, and the larger California State University East Bay community with regard to judicial procedures, student rights and responsibility, and community standards. The Director of SCRR is responsible for monitoring and maintaining budget controls, assessing and evaluating policies and practices, and providing leadership to the division's strategic planning process. They also provide direct supervision for professional staff members and indirect supervision of student assistants.

The incumbent: Interprets University policy and regulations governing the conduct of the student community, investigates alleged student misconduct, provides training for University Hearing Officers, coordinates and implements the disciplinary hearing process, levies, manages and oversees sanctions, prepares reports and correspondence, recommends appropriate action in support of the discipline process housed within the Division of Student Affairs, serves as a student conduct resource to all campus constituents, assumes the maintenance of the SCRR website and represents SCRR, designs a student development curriculum for all students (including special populations such as freshmen, Greeks, International and Residential students), meets on a regular basis with the Director for Student Housing & Residence Life and/or housing staff who report to the Director on housing matters, makes a determination regarding whether matters will be referred to the Office of SCRR, and on the resolution of such matters, assumes the leadership role in the organization of the annual Academic Integrity and Ethics Week, assumes the leadership role in the compilation and filing of the biennial report regarding campus compliance with federal and state statutes and alcohol and drug education programs, assumes the leadership role in updating and revising the campus policy on alcohol and other drugs, makes presentations to faculty on issues of student conduct and classroom behavior management, as well as presentations to faculty and staff on issues such as conflict resolution and employee motivation, works with various campus resources to provide support to students with special problems or issues, is responsible for vetting applicants and incumbents in student leadership to ensure they are in compliance with the CSU and CSUEB grade and unit load requirements, serves as a member of the Student Care Team Committee and Threat Assessment Team.

Responsibilities

Programmatic Direction and Strategic Planning for Student Conduct, Rights & Responsibilities
  • Provides leadership, guidance and support to department staff to ensure a full complement of services and activities for the student community.
  • Conducts research of other university programs to ensure the formulation of appropriate business practices and the latest trends with student conduct behavior.
  • Establishes short and long-term goals and objectives for the department, including any related budget implications.
  • Works collaboratively with supervisor to establish short and long-term goals and objectives for the department.
  • Collaborates with other campus areas/departments (Academic Affairs, Title IX, etc.) to ensure a well-rounded approach to student discipline practices.
  • Oversees research and investigation of new and relevant organizational models and tools for the department.
Administer Student Discipline Process
  • Directs the implementation of student discipline policies, procedures and sanctions in accordance with Title V, California Administrative Code, Section 41301 and related sections and Executive Order 1098 – Student Disciplinary Procedures for the CSU.
  • Ensures compliance with all University policies, procedures and requirements for student disciplinary matters.
  • Advises student rights to request hearings, remain on campus and be referred to other campus resources.
  • Investigates alleged violations of student discipline that are reported to SCRR.
  • Consults with police, district attorneys, alleged perpetrators and victims, legal representatives, faculty, staff and other relevant individuals regarding disciplinary investigations and sanctions.
  • Directs, coordinates and presents information on behalf of the University at disciplinary hearings.
  • Recommends appropriate disciplinary sanctions in hearings.
  • Issues appropriate disciplinary sanctions to students found to be in violation of University disciplinary codes.
  • Monitors ongoing sanction requirements, settlement agreements and other disciplinary actions.
  • Formulates recommendations regarding substantive changes in law and policies impacting students and the campus community.
Provides Proactive Educational Programming
  • Serves as a resource in matters pertaining to student discipline, student rights and responsibilities.
  • Educates the campus community regarding student rights and responsibilities.
  • Informs campus community regarding the expectations for student behavior and policy and procedures regulating student conduct on campus.
  • Designs and delivers student development content to students and the University community.
  • Consults with Student Life staff to discern conduct issues of student group behavior from that of individual behavior.
  • Provides appropriate information to assist students in identifying, evaluating and accessing available resources.
  • Provides legal referrals for students as requested.
  • Interprets and applies federal, state and University policy, regulations and directives as they apply to student matters.
  • Works closely with University personnel in response to student crisis.
Staff Supervision
  • Provides direct supervision of professional staff member and graduate assistant.
  • Plans work, trains, advises, sets expectations, determines what results have been accomplished, and evaluates resulting work product of department staff.
  • Collaborate with Human Resources to ensure compliance with collective bargaining agreements, including but not limited to progressive discipline process.
  • Completes annual and probationary performance reviews for professional direct reports in a timely manner.
  • Oversees absence management for direct reports and ensures timely approval of monthly department student payroll.
  • Ensures department two-week orientation for all newly hired direct reports.
Department Administration
  • Maintains disciplinary files and compiles data on discipline matters to meet legal reporting requirements.
  • Verifies student discipline records as appropriate
  • Provides reports (year-end and otherwise) as requested by Chancellor’s Office and/or University.
  • Prepares cost-benefit analysis of special programs or projects.
Other Duties and Support Functions
  • Verifies student eligibility for holding office and/or student leadership positions.
  • Reviews status of job tasks and responsibilities with supervisor and/or designee on a regular basis. Prepares and updates position calendar and procedures.
  • Assists in documenting department policies and procedures and trains department staff in their implementation.
  • Responds to routine requests for information.
  • Serves on University committees as appropriate.
  • Participates on task forces and committees as designated.
  • Performs other duties as assigned
Required Qualifications
  • Experience working in student discipline, including topics of academic dishonesty, alcohol and drug use, and sexual violence prevention and intervention.
  • Experience with student development practices, including mentorship, advising, coaching, and supervising.
  • Requires three to five years of progressive responsibility in student service environment.
  • Training in restorative justice practices.
  • Experience developing and presenting leadership trainings and programs.
  • Experience developing and evaluating student learning outcomes.
  • Demonstrated ability to work independently as a self-motivated, highly productive professional.
  • Demonstrated ability to work effectively with a diverse community.
  • Ability to develop and set goals based on overarching University vision, mission, values, and goals.
  • Ability to manage and direct during a period of crisis.
  • Ability to handle sensitive information and maintain confidentiality.
  • Experience managing a budget.
  • Strong interpersonal, verbal, and written communication skills.
Minimum Qualifications
  • Bachelor’s Degree.
  • Three years of progressively responsible management experience, including but not limited to supervising professional staff.
Preferred Skills and Knowledge
  • Experience working on multidisciplinary team of higher education professionals, including administrators, faculty, staff, and student leaders.
  • Understanding of CSUEB Student Code of Conduct, academic policies, alcohol and tobacco policies, and Executive Orders 1095/1096/1097 and 1098.
  • Proficient in MS Office, database entry, and electronic record keeping.
