About Clatsop Community College 
Clatsop Community College is a public community college with facilities in Astoria and Seaside, OR. The college's service area includes Clatsop County, portions of Columbia and Tillamook counties and Pacific and Wahkiakum counties in Washington state. 

CCC was established under the direction of the Astoria Board of Education in 1958 and constitutes Oregon's first community college. The original curriculum included two years of classes that could be transferred and two-year sequences in Electronics, Business, Automotive and Building Construction. In 1962, Clatsop County residents voted to form a county-wide education district and separate the College from the school district. Renovation of the former Astoria High School began in June 1962 and this facility became the home of CCC. 

CCC's main campus in Astoria is located on a hillside overlooking the Columbia River. In addition, the college operates a maritime, fire and technical programs at its Marine and Environmental Research and Training Station (MERTS campus) located east of Astoria on the Columbia River. As part of its maritime program, CCC maintains and operates the training vessel Forerunner. Small business and economic development services, along with other classes, are conducted at the South County Campus in Seaside. 

CCC is accredited by the Northwest Commission on Colleges and Universities (NWCCU). 

Astoria, OR is a coastal city with Victorian-era homes etched into the hills overlooking the Columbia River, and is considered the oldest picturesque settlement west of the Rockies. Sounded by forests, boasting three rivers and situated close to the Pacific Ocean, Astoria is a fishing village with forts, and museums, steeped in Scandinavian flavor. Nearby cities include, Warrenton, Hammond, Gearhart, Seaside and Cannon Beach. 

About the Position 
Reporting to the President, and working in collaboration with the Executive team, faculty, students and staff, the Vice President, Finance and Operations will serve as a strategic, transparent, and thoughtful leader who is first and foremost dedicated to Clatsop Community College's mission of Enriching Lives, Inspiring Learning, Creating Opportunities. 

The VP, Finance and Operations has the overall responsibility and authority for controlling and reporting on the business and financial activities of the college. With major decision-making authority, often guided by Board policy or Presidential direction, and is empowered to commit the College to significant expenditures, and contractual commitments, with errors in judgement causing serve impact on college business and reputation. Key responsibilities include developing and implementing the business and financial control policies, processes, and procedures for the college, managing overall business and accounting functions, budgeting and reporting, auditing, purchasing, procurement, contracting, grants, property, document control and records management to programs and or departments; as well as participating in planning at the strategic level and coordinates the development of a business plan and a budget that enable the strategic goals and objectives of the college that establishes the controls necessary to manage the business plan and oversee budget expenditures effectively and efficiently. 

The incoming Vice President, Finance and Operations must have effective and open-minded leadership skills to sustain and enhance the success of their team and the campus through a time of unprecedented change. In doing so, the successful candidate will:  

 

Partner across campus to ensure ongoing, sustainable financial success for Clatsop Community College in joining the leadership team at CCC, the Vice President will serve as a strategic and collaborative partner across campus, developing productive relationships with partners in other units that will advance the college's goals, including the strategic planning process currently underway. The Vice President will facilitate progress and buy-in on a number of initiatives, including upcoming ERP implementation, capital projects, balancing of funding sources, budget allocation processes, addressing deferred maintenance, and strategizing around space allocation in the post-pandemic landscape, all while maintaining an overarching focus on the success and advancement of the College. In this way, the Vice President will play a key role in supporting the efforts of every department on campus, providing the resources and operational support that underpins the success of the college in the short- and long-term. 

Build a culture of trust, mutual respect, and transparency within functional area and the larger college community by being transparent and forthcoming in communicating complex financial information in accessible terms and in sharing the rationale behind critical financial decisions. The VP must be thoughtful in their communication style, open to feedback, and strategic in their approach, tailoring messaging appropriately for any given audience. In addition, the Vice President will be able and willing to engage stakeholders in a shared budgeting process that allows all voices to be heard. The Vice President will model respectful, consultative decision-making in a shared governance environment and will build trust around a shared commitment to the college's mission. 

Lead, empower, and support the Finance and Operations team by understanding the importance of maximizing the contributions of their talented staff to effectively achieve goals. Through accessible and supportive leadership, clarity of purpose, and ongoing opportunities for professional development, the Vice President will enable the team to continue to effectively serve the needs of the campus. A key element to success will include the ability to work effectively in a collective bargaining environment, while creating meaningful opportunities for growth, impact, and advancement for Finance and Operation staff. In addition, the Vice President will bring experience recruiting and retaining a diverse staff by fostering an inclusive sense of belonging and teamwork, upholding the college's commitment to diversity, equity and inclusion.  

 

Qualifications and Characteristics 
A bachelor's degree is required; a master's degree or higher in a related field is preferred, especially an MBA. A minimum of 7-10 years of directly related experience in progressively responsible financial and operational management positions is required. 

To best serve Clatsop Community College, the ideal candidate will have many of the following professional qualifications and personal characteristics: 
 

Leadership experience in comparable higher education institutions;  In-depth knowledge of the full range of issues addressed by a finance and operations executive in a public and or governmental setting and or higher education;  Excellent interpersonal, written, and oral communication skills;  Demonstrated ability to work effectively with faculty, staff, students and the external community;  Demonstrated commitment to diversity, equity and inclusion.
