About Extension:
UW-Madison's Division of Extension serves the people and communities of Wisconsin by addressing local, statewide and national issues, improving lives through research-based education, fostering partnerships and action, and facilitating positive impacts.

About the Health & Well-Being Institute:
The Health & Well-Being Institute works to catalyze positive change in Wisconsin residents through evidence-based and community-engaged health promotion programs to improve health, build community capacity to identify and address health inequities, engage in collective action, and achieve greater health equity.

About Covering Wisconsin:
As a vital piece of the Health & Wellbeing Institute, Covering Wisconsin focuses on educating people about the importance of health insurance and help them understand and sign up for publicly available health coverage.

The Workforce and Affiliates Liaison is responsible for:
- regularly communicating with, monitoring contracts, performance, and reporting of, and overall providing guidance to Consortium subrecipient Navigators;
- serving as a primary conduit between the Office of Commissioner of Insurance, Centers for Medicare and Medicaid Services, and Navigators and other enrollment assisters in regards to training, certification, and licensing requirements;
- ensuring all Consortium Navigators are aware of and comply with privacy and security requirements and address mitigation;
- maintaining careful awareness of current Marketplace, state Medicaid/BadgerCare, and federal Navigator requirements and expectations.

Responsibilities:

Organizes the development and delivery of outreach programs, including the responsibility for staffing. Assists with policy development and organizes resources to promote stable and productive relationships between the university and local community. Strives to expand and ensure access to programs, facilities, and educational services to diverse audiences.
  • 20% Directs the implementation of program policies and procedures
  • 40% Identifies, promotes, and maintains internal and external partnerships to promote the outreach program
  • 10% Schedules and secures logistics and resources in support of an outreach program
  • 10% Identifies opportunities for program improvement or new outreach program development
  • 10% Develops and implements new and revised operational policies and procedures relating to specific compliance laws or regulations
  • 10% Serves as the subject matter expert and a main point of contact for internal and external stakeholders

Qualifications:

Required:
- Two (2) or more years of experience in project management or managing programs or initiatives as part of other job duties
- Detail-oriented with highly effective time management skills
- Proactive problem-solver with ability to work independently towards project deadlines
- Strong written and oral (including formal presentation) communications skills
- Dedication to understanding barriers to insurance coverage and health care access, and to promoting access through outreach and education efforts

Preferred:
- Knowledge of BadgerCare/Medicaid, Healthcare.gov, and other health insurance programs and policies
- Previous or current experience as a Certified Application Counselor (CAC), Navigator, or health insurance agent/broker
- Familiarity with state and federal agencies involved in health coverage policy, programs, and governance, including a general understanding of their processes for routing, reviewing, and finalizing public policy
