Special Information

This is a 40 hour/week position with a limited appointment period of 7 months. The position is subject to the availability of funding with the possibility of extension through 2025. The incumbent is not eligible for Classified Staff layoff or recall status.

Job Description

The Program Manager is responsible for providing oversight of the Substance Abuse Block Grant at NAU and will work fairly autonomously to execute a comprehensive strategy for substance misuse prevention. This exciting new project is focused on the provision of evidence-based primary prevention strategies to prevent substance misuse and abuse among college students. Prevention strategies include, but are not limited to, creating large scale messaging campaigns, hosting substance free alternative events, facilitating educational workshops and coordinating capacity building trainings for staff. The Program Manager will oversee day to day activities and operations for the project, including supervision of grant personnel, submission of project reports and liaising with funders, AHCCCS. The Program Manager will have oversight of successfully executing the project vision, budget and deliverables with a focus on planning, implementing and evaluating prevention efforts. The position conducts needs assessments and oversees data collection to monitor outcomes. The position will work closely with key campus partners to mobilize the community to reduce risk factors and increase protective factors to reduce unwanted outcomes related to substance misuse and abuse.

This position reports to the Director of Health Promotion.

Job Duties

Project Administration and Leadership - 55%
  • Supervise project personnel.
  • Provide direct oversight of project budget, monitor expenses and approve disbursement of funds.
  • Assist in hiring project personnel.
  • Provide direct supervision and support for project personnel.
  • Provide vision and leadership for the project.
  • Oversee data collection and program evaluation activities.
  • Create timely project reports and submit to funders.
  • Serve as the main point of contact for the funding agency.
  • Work with the Director to ensure the grant is meeting stated goals and deliverables.

Program Planning, Implementation, and Evaluation - 40%
  • Lead planning, implementation and evaluation of effective primary prevention strategies to reduce student alcohol misuse.
  • Lead coordination of prevention events, strategies and educational workshops that are shown to reduce substance misuse and abuse.
  • Oversee development of effective health education materials and campaigns.
  • Review scientific literature and choose evidence-based strategies.
  • Monitor program fidelity.
  • Assist in creating data collection systems and monitoring program outcomes.
  • Build and maintain effective working relationships with campus partners.
  • Ensure prevention activities are implemented with fidelity and per funding specifications.
  • Apply principals of diversity and inclusion when implementing prevention programs.
  • Collect and analyze data to inform strategies.
  • Partner with campus and community agencies to enhance prevention efforts.
  • Ensure health promotion materials are up to date and accurate.
  • Builds effective partnerships across campus and collaborates on programming that promotes health and success.

Other - 5%
  • Assist with identifying new procedures and processes within the unit.
  • Perform other duties as assigned.


Minimum Qualifications

  • Bachelor's degree in related field.
  • 2-4 years of relevant experience.
  • 1-2 years of project management experience.
  • Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.


Preferred Qualifications

  • Masters or advanced degree in Public Health, Health Promotion, Healthy Psychology or related field.
  • 5-7 years of relevant experience.
  • Certified Health Education Specialist.

  • Ability to critically review health related professional literature and apply findings for improved outcomes.

  • Ability to apply components of motivational interviewing.
  • Proficiency in Microsoft Office Suite.

Background Information

This position has been identified as a safety/security sensitive position. Therefore, per AZ Revised Statute, Northern Arizona University requires satisfactory results for the following: a criminal background investigation, employment history investigation, degree verification (in some cases) and fingerprinting. If you are applying for a job that requires a CDL, you will be required to register with the Federal Motor Carrier Safety Administration Drug & Alcohol Clearinghouse and adhere to the clearinghouse requirements. Additionally, as an employer in the state of Arizona, NAU is required to participate in the federal E-Verify program that assists employers with verifying new employees' right to work in the United States. Finally, each year Northern Arizona University releases an Annual Security Report. The report is a result of a federal law known as the Clery Act. The report includes Clery reportable crime statistics for the three most recent completed calendar years and discloses procedures, practices and programs NAU uses to keep students and employees safe including how to report crimes or other emergencies occurring on campus. In addition, the Fire Safety Report is combined with the Annual Security Report for the NAU Flagstaff Mountain Campus as this campus has on-campus student housing. This report discloses fire safety policies and procedures related to on-campus student housing and statistics for fires that occurred in those facilities. Salary

Anticipated salary range is $62,996 - $78,745 (position is 40 hours/week for 7 months). Salary commensurate with candidate's qualifications and related experience.

FLSA Status

This position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and therefore will not earn overtime or compensatory time for additional time worked.

Benefits

This is a Service Professional (SPF) position. NAU offers an excellent benefit package including generous health, dental and vision insurance; participation in the Arizona State Retirement System or the Optional Retirement Program; 22 days of vacation and 10 holidays per year; and tuition reduction for employees and qualified dependents. Service Professionals are hired on a contract basis, renewable each 6 months according to terms of the Conditions of Professional Service. Employees offered a position will be eligible for state health plans (including NAU's BCBS Plan). New employees are eligible for benefits on the first day of the pay period following their enrollment, after their employment date. Employees will have 31 days from their start date to enroll in benefits. If a new employee chooses the ASRS retirement option, participation in the Arizona State Retirement System, and the long-term disability coverage that accompanies it, will begin on the first of the pay period following 6 months after the new employee's start date. New employees who choose to participate in the Optional Retirement Plan (ORP), which is an alternative to the ASRS plan for faculty and other appointed staff, will begin to participate on the first day of employment.
