Job Summary

Reporting to the Director of Budget Planning and Operations, the Division Budget Analyst works as administrative and analytical support for the Division of Academic Affairs on all budgetary and fiscal affairs. The incumbent works independently to facilitate the allocation and coordination of the division’s budgets, including State, Revenue, Auxiliary, and Trust Funds; gather data and conduct studies in support of the budget development process; develop budget scenarios that include a variety of inputs; provide budget and financial reports to management; assist with the development of budget and financial processes, standards and procedures for the division; conduct reconciliation and financial projections; handle extensive financial, enrollment, and position data compilation; and maintain various division budget databases. The Budget Analyst supports and provides consultative services to all budget staff within the division on budgetary and financial matters. As a part of Academic Business and Strategic Operations, the Analyst leads and coordinates the division budget and financial management training program.

Key Responsibilities
  • Implement and maintain current year operating budgets for the division including reviewing and processing budget transfers and journal entries in budget ledgers
  • In support of the mission of the division, analyze anomalies and reserve balances and determine actions to be taken to balance accounts
  • Perform quarterly and year-end projections for assigned programs and units
  • Contribute to the preparation of budgetary reports, including but not limited to annual base submission, division budget plan, business plans, and presentations to stakeholders
  • Calculate permanent and current year personnel costs and manage salary savings and other one-time funds, when applicable
  • Oversee and maintain the Faculty RSCA and Start-Up budgets and allocations
  • Review budget/financial reports to identify, research, and rectify discrepancies
  • Conduct periodic high-level and detailed analyses of division cost factors
  • Gather data and apply appreciable ingenuity and innovation to identify new approaches and solutions to address complex financial and budgetary problems and issues
  • Develop and produce high-quality reports and present data with reliable recommendations and conclusions
  • Perform budgetary analysis involving metrics such as FTE/F, FTE/S, Student-Faculty Ratio, assigned time, etc. that assist the division’s financial allocation decisions
  • Serve as the subject matter expert for query development, maintain local databases, and produce reports that support financial and workforce planning/recruitment decisions
  • Lead and coordinate the Division’s budget and financial training program, including content and training materials development and course delivery
  • Develop budget and financial processes, workflow, standards and procedures
  • Provide guidance to all budget staff within the division on budgetary and financial matters and train division users on financial reporting systems
Knowledge, Skills & Abilities
  • Thorough knowledge of budgetary principles, including position control, activity-based costing, and budgetary alignment.
  • Knowledge of campus systems including CFS, Financial Transaction Systems (FTS), PeopleSoft Query, and Finance Data Warehouse
  • Working knowledge of research techniques and of statistical principles and procedures
  • Advanced financial analysis skills sufficient to develop budget scenarios that include a variety of inputs
  • Ability to work with mathematical concepts in the preparation of complex financial analyses and reports
  • Ability to create or design new ways to display financial information or concepts in graphical formats for leadership
  • Strong knowledge of Microsoft Excel, DocuSign, Google Drive applications, database management, and query tools
  • Ability to take initiative, demonstrating resourcefulness and attention to detail
  • Ability to handle multiple work priorities, and organize and plan work and projects.
Required Qualifications
  • A bachelor's degree and/or equivalent training
  • Four years of administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs    
Preferred Qualifications
  • Bachelor’s Degree in business, economics, finance, mathematics, statistics, or in a related field
  • Three years of progressively responsible analytical and budgeting experience
  • Experience working in higher education or the California State University system
  • Experience with financial management and forecasting
  • Advanced proficiency with Microsoft Excel and experience working with query tools and data warehouse


Compensation

Classification: Administrative Analyst/Specialist – Exempt II
Anticipated Hiring Range: $6,500/month - $7,000/month
CSU Salary Range: $5,022/month - $9,083/month
