Job Summary

The Director, Emergency Management directs all activities related to the University’s all-hazard disaster planning, preparedness, response, recovery, and mitigation efforts.

Job Description

Typical duties may include but are not limited to:
  • Plans, develops, implements and monitors emergency management policies, programs, plans, procedures and related initiatives.
  • Assists in the development and management of the department operating budget to ensure program alignment with fiscal allocation.
  • Serves as primary emergency management liaison with local, State, and Federal agencies, to include the Florida Division of Emergency Management, Federal Emergency Management Agency, county and municipal emergency management agencies.
  • Represents the University, as appropriate, to regulatory and government agencies, community groups and external partners and/or the public.
  • Develops and implements the Continuity of Operations Plan (COOP) and the Comprehensive Emergency Management Plan (CEMP).
  • Oversees the emergency and disaster preparedness, response, recovery and mitigation efforts.
  • Coordinates with University units and external parties to develop, negotiate, administer and evaluate appropriate contracts and agreements, including mutual aid and memoranda of understanding.
  • Develops and maintains a comprehensive emergency preparedness education program.
  • Conducts training and public awareness presentations University-wide.
  • Develops, coordinates, implements and evaluates emergency exercises and drills.
  • Manages and operates the University emergency notification systems such as FGCU Alerts, text messaging, code blue poles, siren system, Axis TV, and social media.
  • Serves as essential personnel and provides assistance in the event of an emergency on campus.

Additional Job Description

Required Qualifications:
  • Bachelor’s degree from and accredited institution in Emergency Management, Public Administrations, Business Administration, Emergency Medical Services, Fire Services, or closely related field.
  • Eight years of professional full-time experience in emergency management or disaster preparedness.
  • Any appropriate combination of relevant education, experience, and/or certifications may be considered.
  • Completion of or ability to complete FEMA Independent Study Courses IS-100, IS-200, IS-700 and IS-800 within twelve months of employment.
  • Completion of or ability to complete FEMA Professional Development Series courses IS-120, IS-230, IS-235, IS-240, IS-241, IS-242, and IS-244 within twelve months of employment.
  • Experience operating a personal computer and proficient with Microsoft Office (Word, Excel, Publisher and Outlook).
Preferred Qualifications:
  • Master’s degree from and accredited institution in Emergency Management, Public Administrations, Business Administration, Emergency Medical Services, Fire Services, or closely related field.
  • Experience in the development and evaluation of Continuity of Operations Plan (COOP) and Comprehensive Emergency Management Plan (CEMP).
  • Experience working with National Incident Management System (NIMS) and Incident Command System (ICS) protocol.
  • Florida Professional Emergency Manager (FPEM) or Certified Emergency Manager (CEM) designation.
  • Completion of FEMA Emergency Management Institute courses ICS-300 and ICS-400.
  • Leadership role experience within a local government or higher education emergency setting.
Knowledge, Skills & Abilities:
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources.
  • Knowledge of federal, state and local laws, statutes, regulations, codes, and standards related to the area of responsibility.
  • Excellent interpersonal, verbal and written communication skills.
  • Skill in preparing clear and concise reports, and other written materials.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Ability to work collaboratively and build strategic relations with colleagues, vendors, and other stakeholders.
  • Ability to implement new systems and procedures and to evaluate their effectiveness.
  • Ability to develop and manage a budget within fiscal allocations.
  • Ability to take initiative to plan, organize, coordinate and perform work in various situations when numerous and diverse demands are involved.
  • Ability to develop and implement policies, procedures, goals and objectives.
  • Ability to utilize data and information to make decisions and projections.
  • Ability to effectively plan and delegate the work of others.
  • Ability to conduct short-range and long-range project planning studies.
  • Ability to differentiate emergency and non-emergency situations and address crisis and sensitive information effectively.
  • Ability to interpret and apply laws, guidelines, directives, policies and procedures consistently.
  • Ability to work evenings, nights and weekends as necessary.
Salary: $72,100 - Negotiable
