About this Opportunity

Ball State University is seeking an experienced Retiree Benefits professional to support our retirees with their benefit needs. This position will assist with the administration of insurance and retirement programs through research, analysis, and administration of the university’s health insurance and retirement plan benefits.
As part of the benefits team, this position will have strong communication skills and an understanding of insurance and retirement programs. Duties may include overseeing the University’s health/life/dental/disability insurance, retiree health insurance, retirement plan administration, benefit orientation, open enrollment, phased retirement program, and maintaining benefits compliance.

Position Function

Responsible for administering all benefit and retirement plans, provide benefit and retirement communications, conduct benefit and retirement presentations and training events, provide customer service and resolve benefit and retirement issues; ensure accurate accounting of insurance expenses, manage special benefits-related projects.

Minimum Education

Bachelor’s degree from an accredited institution; or in lieu of a Bachelor’s degree, an Associate’s Degree plus an additional 2 years of related experience, or High School diploma plus an additional 4 years of related experience.

Minimum Experience

At least one year of experience in a benefits, human resources, or related position.

Minimum Other

Proficient with Microsoft Excel; excellent oral and written communication skills; ability and commitment to create a culture of service excellence; ability to easily and effectively communicate complex information in a meaningful manner; ability to develop positive working relationships with partners and customers and and work collaboratively with peers; highly organized with attention to detail; ability to prioritize, manage projects, follow strict deadlines, and maintain confidentiality.

Authorization to work in the US

Candidates for searches must have current authorization to be employed in the U.S. without employer sponsorship.

Preferred Education

Bachelor’s degree in human resources, business administration, management, finance or related field.

Preferred Experience

Over three years of experience in a benefits, human resources, or related position. Knowledge of federal and state regulations including ERISA, COBRA, and IRS Regulations.

Job Duty

Administer retiree benefit plans in compliance with University policy and procedures. Serve as subject matter expert on plan documents and benefit administration systems while consistently developing policies, procedures and guidelines for benefit processes. Ensure existing benefit policies and programs are in compliance with federal, state, and/or local benefit laws and regulations.

Ensure retirement plans are administered in accordance with plan documents and BSU policy; counsel employees ready to retire on the retirement process and retiree insurance options; counsel new employees on retirement savings plan options; provide assistance with retirement plan selection, conduct group retirement presentations to educate employees on retirement plans; ensure employees make plan selections within 60 days of eligibility if required.

Advise employees considering retirement on retiree benefit policies, practices, and procedures. Provide guidance on benefit options, required documentation for retiree insurance, and responsibilities for Medicare eligibility.

Investigate and resolve benefit issues for retirees and their dependents; partner with benefit vendor(s) and/or third party administrator(s) to resolve issues on behalf of retirees. Authorize overrides and exceptions as necessary while maintaining compliance with regulations. Develop and maintain strong partnerships with benefit vendors.

Job Duty

Manage the insurance premium billing process for retirees and employees on disability; ensure that billed premiums are correct in Banner and properly loaded into the Accounts Receivable system. Calculate and process journal vouchers for retirees and employees on disability to ensure appropriate benefit chargeback to the correct budgetary accounts.

Manage the past due accounts process for insurance premiums to include the distribution of delinquent account notifications and determine and authorize benefit terminations when needed due to nonpayment. Negotiate, authorize, and monitor payment arrangements with employees on disability and retirees with past due accounts.

Serve as liaison with funeral homes and grieving families through the life insurance claim process for retirees covered by the University life insurance plan. Review, approve, and submit documentation to ensure appropriate claim payment is made by the vendor.

Review employee appeal requests and make determinations in accordance with University procedures. Work with the Lead Benefit Specialist, Director and AVP on escalated exception requests. Communicate final resolution to the employee.

Communicate retiree billing changes to Payroll to facilitate the adjustment in Banner. Verify that data is accurate and ensure that arrears and appropriate premiums are being billed. Process manual retiree benefit updates in vendor portals.
