PEOPLE MADISON ASSOCIATE DIRECTOR

Salary:

Minimum $70,000 ANNUAL (12 months)

Job Summary:

The PEOPLE Program is seeking an individual for the role of Precollege Associate Director - Madison. This leadership position provides day-to-day administrative oversight and operations for precollege services located in our Madison precollege administrative office at UW-Madison and partnership sites. This position has direct oversight of staff managing several program areas including: program recruitment and admissions, orientation programming, after-school tutoring sites (Academic Centers for Excellence- ACE), college preparation, advising, academic support, and summer residential programming.

The Precollege Associate Director - Madison is part of a team of leaders who support the educational aspirations of first generation, low income, and underrepresented students with the goal of college attainment and degree completion. PEOPLE currently serves over 1,100 students across the educational pipeline (middle school to college) in the state of Wisconsin.

Program Management:
1. Provide strategic oversight for precollege enrichment and college success services for PEOPLE Precollege Program Madison
2. Supports the successful execution and delivery of college readiness services (i.e., college preparation, academic enrichment, summer camp, college advising, and student support services)
3. Collaborate with the PEOPLE Program Director to monitor and implement ongoing program assessment to meet targeted key performance indicators
4. Develop and implement stakeholder engagement and education strategies highlighting program services, expectations, policies, procedures, and program philosophy
5. Works with staff to maintain accurate and relevant program internal information (e.g., handbooks, manuals, policies, program literature) and public facing program communications (e.g. advertising, newsletters, social media)
6. Assist the PEOPLE Program Director in crafting annual performance reports for the DDEEA and University as requested, chronicling organizational success
7. Identify opportunities for improvement, allocating staff and financial resources based on defined strategic priorities

Budget Oversight and Management:
1. Responsible for the program-level budget for PEOPLE Precollege Program Madison. This includes the plan, allocation, forecast, and reconciliation of expenses of mixed funding source budget (state dollars, grants, foundation funds, and donations
2. Ensures compliance with federal and state regulations in addition to campus and UW-system policies and procedures, ensuring expenditures are consistent with the organization's and division's financial priorities and strategies

Personnel Management and Supervision:
1. Exercise supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of Administrative Office staff (PEOPLE Precollege Program Madison ), MMSD ACE Sites, and PEOPLE Summer University staff in Madison
2. Determines assignments to maximize short- and long-term results
3. Ensures that staff have current position descriptions and are given frequent feedback and coaching in their performance as well as annual performance evaluations
4. Creates and maintains an environment where high morale, cooperation, and employee satisfaction may be achieved in a dynamic and demanding academic environment, effectively supervising staff to achieve strategic priorities
5. Develop, promote, and facilitate staff training programs to ensure compliance with youth protection, FERPA, Clery Act, and Title IX policies

Policy Development and Oversight:
1. Work closely with PEOPLE Program Director and DDEEA to develop and ensure program policies, procedures, and staffing are in alignment with appropriate federal, state, and institutional laws
2. Responsible for effective communication, training, and facilitation of changes in policies and procedures related to youth and minor protection, youth and pre-college programming, FERPA, Clery Act and Title IX
3. Ensure program is operating in alignment with MOU guidelines and established grants, partnerships, or agreements

Partnership Development and Fundraising:
1. Responsible for building, sustaining, and expanding partnerships among key constituencies who support academic programming for PEOPLE Precollege Program Madison, including but not limited to: UW-Campus, local school systems, and institutional and private entities who support academic programming
2. Work closely with PEOPLE Program Director to develop strategic development opportunities to achieve annual fundraising goals
3. Collaborates with PEOPLE Program Director and UW Foundation to design and implement project campaigns to strengthen alumni and donor engagement

Supporting Organizational Excellence:
1. Support and mentor staff to directly elevate the profile of the PEOPLE program and the DDEEA through strategic communication efforts (e.g., internal/external presentations, publications, social media) aligned with a vision of becoming national leaders supporting student success
2. Serves on institutional and divisional committees
3. In collaboration with PEOPLE Program Director, establish a strategic organizational direction and set priorities that align with the strategic directives of the DDEEA
4. Promote respect and the practice of civility in the workplace, by promoting diversity of gender, ethnicity, race, ability, religion, sexual orientation, age, culture, position, job function, and years of service as crucial components in the pursuit of excellence

Responsibilities:

Assists in the development, supervision, and delivery of quality outreach programs. Maintains strategic partnerships to support growth and execution of programs. Promotes stable and productive relationships between the university and community. Supervises and trains staff.
  • 10% Directs long-range and short-term strategic plans and initiatives to further the growth of the outreach program
  • 15% Develops organizational and operational policies and procedures and monitors performance to ensure alignment with strategic objectives
  • 25% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees
  • 20% Serves as the unit liaison to internal and external stakeholder groups providing organizational information and representing the interests of the unit
  • 10% Assists with developing and monitoring the budget
  • 10% Implements and evaluates best practices in recruitment, retention, and engagement of marginalized, underrepresented, and targeted minority student populations, leveraging data, assessment, and technology to drive outcomes.
  • 5% Serves on institutional and divisional committees, including the precollege council, and managers/directors meeting, as needed.
  • 5% Ensure program compliance and staff training on the policies and procedures set forth for minor protection and safety in alignment with UW-Madison Precollege Program Licensure, and State & Federal laws.

Education:

Required
Master's Degree
Higher education, student services, youth development or related field.

Qualifications:

Required:
- Minimum of three years of experience leading, developing and/or facilitating engagement, retention, and/or academic support programs for diverse populations in higher education, public K-12 education, and/or the government or non-profit sectors
- Demonstrated experiences working with academic support programs and services serving underrepresented ethnic/minority and socially/economically disadvantaged undergraduates
- Experience in planning and implementing overall leadership, vision, and cohesiveness for an organization
- Supervisory experience (preferably with large staffing) and familiarity with mentoring practices to create a healthy work environment to achieve strategic priorities
- Demonstrated competency in budget management
- Previous experience working within a diverse community and demonstrated ability to promote an understanding and respect of cultural and human diversity and abilities
- Demonstrated ability to create and maintain relationships with program stakeholders
- Manage a workload in a fast-paced, high traffic area and the ability to multitask
- Demonstrated excellence in oral and written communication skills
- Excellent problem-solving, interpersonal and organizational skills

Preferred:
- Familiarity with academic programming and resources focused on student retention in K12 and/or higher education
- Knowledge and understanding of trends in college readiness and youth development and protection
- Ability to exercise initiative and creativity to enhance programming for precollege services
- General knowledge of quantitative and qualitative measures for program evaluation
- A highly motivated, self-starter and enthusiastic personality
- Familiarity with curriculum and co-curriculum development, planning, and execution

About the Precollege Enrichment Opportunity Program for Learning Excellence (PEOPLE):

The Precollege Enrichment Opportunity Program for Learning Excellence (PEOPLE) prepares Wisconsin students to succeed in college with an emphasis on enrollment at UW Madison. The program recruits students in 8th grade and provides a support infrastructure dedicated to achieving the goals of college attainment and degree completion. PEOPLE consists of two programs: one specific to precollege students and one specific to college scholars at UW-Madison. PEOPLE differs from other pre-college programs by working with students, families, teachers and counselors to provide the sustained individual attention critical for being academically, psychologically and culturally prepared to succeed at the college academic level. Students who enroll at UW-Madison may be eligible for a four-year tuition scholarship. PEOPLE currently serves over 1,100 students across the educational pipeline (middle school to college) in the state of Wisconsin.
