Description:
The Director of Distance Education is a faculty position, reporting to the Associate Vice Chancellor for Academic Affairs (AVCAA). The assigned teaching load for this position is one three-credit course per semester (i.e., six credits per academic year). The Director of Distance Education oversees the Office of Distance Learning (ODL) and advances the University’s goal to support equitable student success through expanding access to online courses, certificates, degrees, and programs. The Director of Distance Education collaborates with others such as instructional and student affairs faculty and staff and campus administrators to identify, create, deliver and evaluate post-secondary academic programs, and provide professional development via multiple delivery formats (distance, face-to-face, flipped, hybrid and online).
 
Duties and Responsibilities:
1. Providing leadership, direction, management, and support for the institution’s distance education initiatives, including:

a. articulating a vision for distance education aligned with the institution’s mission.

b. developing and implementing of a university-wide distance education marketing strategy in concert with programs based in academic units and student affairs.

c. developing policies and procedures related to distance education. 

d. integrating distance education into the academic and operational processes of the institution as appropriate.

2. Operating the Office of Distance Learning and ensuring the maintenance of its business hours and the effective delivery of its services, particularly in support of faculty members and lecturers. This includes in-person oversight of the office and direct supervision of four ODL staff members.
3. Addressing and ensuring equity in online class accessibility for students.
4. Assisting the Office of Admissions and faculty with inquiries from prospective distance education students.
5. Assisting the Office of the Vice Chancellor for Academic Affairs (OVCAA) integrating distance education planning into the larger academic development plan.  
6. Implementing, assessing, and evaluating outcomes of the Office of Distance Learning Tactical Plan as well as regularly assessing ODL services (instruction, academic support, operations).
7. Working to ensure that distance education degree and certificate programs are regularly and consistently assessed and compared to their onsite counterparts.
8. Providing professional development for staff and faculty involved in distance education in collaboration with the Office of Professional Development and Academic Support.

Other duties include:
9. Collaborating with departmental faculty, UH campuses, UH System-level offices, and external agencies (e.g., business, government and industry) to develop and provide high-quality distance education opportunities.
10. Representing UH West O‘ahu at System-level meetings and assisting with System-level initiatives, as requested.
11. Serving as the primary institutional contact for the National Council for State Authorization Reciprocity Agreements (NC-SARA).
12. Identifying emerging trends and conducting needs analyses that offer opportunities for new programs and services, including the possibilities of microcredentials and digital badging.
13. Securing and managing financial resources for the Office of Distance Learning, including comprehensive unit budget, as well as program budgets including fee revenues, grants and other funding sources.
14. Participating in regular Academic Affairs meetings, including service on the Academic Leadership Council, monthly OVCAA staff meetings, and regular meetings with the AVCAA.

Assistant Professor Minimum Qualifications
1. Earned doctorate or equivalent terminal degree in any discipline from an accredited university.
2. Experience teaching college-level courses at an accredited institution.
3. Demonstrated ability to develop and deliver technology-enhanced face-to-face courses, hybrid courses, and entirely online courses using both synchronous and asynchronous modes of delivery.
4. Demonstrated ability in effective program development, implementation, and evaluations.
5. Excellent communication skills using a variety of media, traditional and digital.
6. Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Associate Professor Minimum Qualifications
In addition to the minimum qualifications listed above for the Assistant Professor level, candidates for Associate Professor require:
1. At least five years of higher education leadership experience with online teaching, instructional design, instructional technology, technology operations, and faculty/staff development in a higher education environment.
2. Demonstrated high-quality teaching performance at an accredited college or university.
3. Demonstrated knowledge and understanding of applicable institutional, state, and federal laws, rules, regulations, policies, theories and systems associated with post-secondary distance education.

Desired Qualifications
1. Demonstrated excellence and innovation in teaching and mentoring at the post-secondary level.
2. Evidence of scholarly and applied research activities related to the areas of teaching and learning.
3. Experience with external grants including writing successful grant applications, managing, documenting, and reporting grant projects.
4. Experience with interpreting and applying accreditation guidelines related to distance education.
5. Knowledge of principles, practices and techniques in student support services in post-secondary distance education.
6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals, especially from a variety of cultural and socio-economic backgrounds.
7. Commitment to, knowledge of, and/or experience with the mission and purpose of the University of Hawai‘i to position the university as a leading indigenous-serving higher education institution
8. Experience writing formal reports for various purposes and audiences.
9. Experience as a public speaker, especially on topics related to higher education, institutional change, and/or digital learning.
