UMBC is seeking an Associate Vice President of Administrative Services (AVPAS) to provide leadership for core administrative university services. This position is responsible for a variety of functions and teams that are integral to the daily functioning of the university but also its long-term strategic growth and development. We are looking for a candidate with broad administrative experience, the flexibility to grow the role as the mission of the university evolves, and who is excited to lead a large and diverse team. The Associate Vice President, reporting to the Vice President for Administration & Finance, has six direct reports including an executive assistant, and has a total team of 46 (excluding outside contractors). The AVPAS will provide leadership and ensure high quality and efficient delivery of administrative services to the University. This role is dynamic with a broad scope of responsibilities likely to evolve to meet the continuing needs and mission of the University. 

Responsibilities:

  • Real Property: Responsible for all real property matters for the University inclusive of negotiation of leases and license agreements, acquisitions, easements, rights of entry, etc. and coordinating with the Office of the Attorney General, as applicable
  • Procurement and Strategic Sourcing: Review and sign all delegated contracts on behalf of the University which include facilities rental agreements, contracts as a result of procurement action over a specific dollar threshold, and leases and license agreements, as well as approval of all intercollegiate athletic contracts prior to signing by Athletic Director
  • Auxiliary Services: Responsible for campus bookstore, campus card/mail services, dining services (provided by outside contractor), vending services, Chesapeake Employers Insurance (CEI) Arena (managed by outside contractor)
  • Enterprise Risk Management: Coordinate the development of the Enterprise Risk Management processes for identification, assessment, mitigation and monitoring of risks to the University to achieve its mission of teaching, research and service.  
  • Management and Advisory Services: Responsible for campus audits, evaluating policy, and procedures.
  • Environmental Safety and Health: Responsible for overall health and safety through technical support, informational training and consultation as well as audits of environmental health and safety practices.
  • In conjunction with the Associate Vice President for Facilities Management, provide leadership as the University plans for the long-term development of the Spring Grove property and coordinate with the Maryland Department of Health.
  • Oversee Columbus Center - a University System of Maryland multi-functional research facility in Baltimore’s Inner Harbor
  • Recruit, develop and retain a diverse team of highly talented professionals committed to serving the institution, with specific expertise in areas of responsibility. Mentor staff and provide an exemplary leadership example. Conduct staff performance evaluations and provide consistency through a proactive leadership style.

Required Minimum Qualifications

  • Bachelor’s degree
  • 10 years of administrative management and leadership experience in a large organization to include:
    • Real property
    • Contract negotiation
    • Management  Budgets  
    • Financial reporting
  • Significant supervisory experience with demonstrated ability to build and lead team
