The position serves as administrative lead responsible for the coordination of IT database planning, portfolio management, project management and DBA staff responsibilities. Position works with IT Director and appropriate campus units to understand campus priorities and needs. Position seeks to maximize database efforts and develop University standards as it relates to all aspects of data management. A keen understanding of the overall data architecture and roadmap is required to ensure that careful investments into appropriate data systems, application services and data movement products support or establish agreed-upon University standards and maximize ROI.
 

Responsibilities include the management of database technical staffs. Careful planning is required to ensure that resource investments meet the most pressing and important University needs. A good understanding of applying structured methodologies regarding coding solutions and products is essential. Position will help establish standards regarding data related services including document management services, data capture forms development, ETL (Extract, Translate and Load), migration services, data governance, security and acceptable use policies for data access.

Essential functions will include:

  1. Establishes and maintains the portfolio of database projects for the University. Works with key business unit representatives and the IT team to identify needed data systems, services, needed refinements, reports and policies. Ensures portfolio is optimized in terms of scope, cost and schedule constraints as well as the level of value to the University
  2. Ensures project management standards are followed. Demonstrates the effective use of project management procedures; ensures DBA team follows University standards as established within the IT department.
  3. Ensures database support staff are adequately trained and equipped to support their role. Coordinates activities of the DBA team to ensure proper balance regarding divisions of labor by unique skill level and focus; ensures adequate cross-training to reduce potential for single points of failure as it relates to key processes and end-user support.
  4. Serves as principle data governance and security coordinator for the University. Understands overall data architecture and roadmap; develops data dictionary of elements in key systems and ensures data owners are identified and empowered in the systems required to effectively orchestrate accurate and secure data practices, flow and administration. Develops data security audit process for Colleague and related services.
  5. Establishes and maintains dataflow procedures, policies, practices and standards. Minimizes the inventory of tools and data management products used to move data throughout the NDMU data enterprise or to third-party partners. Encourages introduction of automation/innovation opportunities that reduce manual processing and introduces more secure options for data movement throughout the University.
  6. Serves to establish document management standards for the University. Works with key business units to evaluate document management needs; promotes Etrieve document, forms and workflow processing where applicable. Ensures documents are managed effectively and with the highest level of PII security possible.
  7. Prioritizes and coordinates reporting and analytics needs. Seeks effective and efficient use of reporting/analytics tools; minimizes, to the greatest extent possible, the number of options available to users in order to crystalize clear University standards and practices. Ensures appropriate users have access to training and support. Leverages reporting superusers across departments to raise the level of awareness and effectiveness among key business units.
  8. Encourages effective account management policies to ensure adequate access to needed services. Leads DBA team as it relates to an effective plan for creating, maintaining, and removing appropriate levels of access to needed University systems. Seeks campus-wide support regarding effective account life cycle management that balances data access and security.
  9. Schedules and facilitates patches and upgrades to Colleague and related systems. Coordinates the schedule of needed product upgrades, patches and security updates in such a way as to minimize downtime and impact to the campus community and maximize opportunities to provide enhancements and new security features.
  10. Coordinates development of data processing policies, procedures and practices. Introduces needed policies where needed; develops documentation and submission to cabinet for discussion and support. Ensures appropriate business units are involved and encouraged to serve proactively to ensure data security and processing efficiencies.
  11. Coordinates the development of end-user and technical documentation as needed. Ensures technical documents are available to appropriate business units. Coordinates the development of needed technical drawings.
  12. Ensures that the IT vision represents University best practices. Works with appropriate business units to ensure needed IT knowledge is transferred and that opportunities regarding best practices and benefits are understood. Serves as technology evangelist regarding university application and workflow standards.
  13. Serve on University committees, taskforces, workgroups, etc. as designated.
  14. Performs such similar, comparable, or related duties as may be required or assigned.

 

Qualifications:

  • Education: Bachelors degree in Information Technology/Systems, data science, or related field from an accredited college or university required. Associates degree or post-baccalaureate certificate in a related field and additional years of related experience may substitute for required education.
  • Experience: Minimum three (3) years experience developing database applications or end-user reports required, with at least one (1) year of experience managing/supervising other staff preferred. Experience in at least one structured relational database language such as Microsoft SQL, or similar experience preferred. Experience using data extract and management tools, Microsoft Excel and Teams required. Knowledge of the Application Lifecycle Management practices (ALM) required. Good understanding of staff management techniques, standardized reporting and analytics practices and procedures necessary. Candidate must have project management experience, good writing skills and can demonstrate an understanding of team management techniques. Experience in higher education setting is preferred.
  • Skills/Aptitude: Demonstrated attention to detail and good data management skills. Ability to self-motivate/direct and manage multiple competing projects and deadlines. Excellent time and project management, organizational, and documentation skills. Ability to work independently and collaborate with others of varying levels of technical experience, including the ability to build consensus when myriad technical options are suggested to support new business unit needs. Demonstrated management and supervisory skills, including utilization of independent judgment to make seasoned business judgments and offer sound guidance on priorities, issues and directions. Excellent interpersonal, oral, and written communication skills. Adept and enthusiastic about learning new technologies and skills in order to continually adapt in an evolving field. Ability to work in a university environment that experiences cyclical busy periods. Must be able and willing to see a project or problem-resolution through to a successful and/or logical conclusion.
  • Working Conditions: Normal office environment (walking, sitting, climbing stairs, reaching, etc.). Light physical demands such as bending, carrying, kneeling, lifting, and pushing may be required. Some occasional night/weekend work may be required
