We are seeking a Financial Manager who will Manage
the financial activities and performance for the Department of
Medicine, Division of Cardiology (which includes both Broadway and
Bayview campuses), involving clinical, affiliated institution
funds, general funds, federal and/or private grants and contracts,
and designated and discretionary accounts. Performs comprehensive
analysis and projections, relating to business or research trends
to improve Divisional operational and financial effectiveness.
Oversees the development and monitoring of clinical, affiliated
institution funds, general funds, and designated and discretionary
budgets for the Division. Manages with the Division Administrator
the overall fiscal budget submission to the Department of Medicine.
Assists in grant financial planning and cost analysis. Analyzes
complex financial data to ensure efficient use of resources.
Ensures compliance with university and/or agency regulations and
restrictions. This position may supervise several individuals
across both campuses and reports to the Division Administrator for
the Division of Cardiology with an indirect reporting line to the
Director of Finance for the Department of Medicine.
Specific Duties & Responsibilities
Financial- Plan and conduct complex studies to determine the cost of business for divisional clinical programs. Analyze results and recommend necessary budget adjustments, and cost effective measures to the Administrator and Division Director.
- Reports monthly on the financial performance of the Division to the Administrator, Division Director, and Department of Medicine Administration.
- Direct and supervise the activities of divisional staff members with financial reporting and analysis responsibilities. Includes periodic and annual review, goal setting, etc.
- Analyze complex financial data and extract and define relevant information using the various accounting systems and communicate necessary information to the Divisional Administrative Leadership Team.
- Interpret the data to determine prior fiscal year performances and project future financial trends for current fiscal year and beyond.
- Review costs and perform cost benefit analysis on all clinical areas within the Division and identify budget issues and provide fiscally responsible solutions to the Divisional Administrative Leadership Team.
- Perform complex statistical, cost, and financial analysis of data reported in the various accounting systems.
- Develop financial reports to aid in the development of fiscal year clinical, affiliated institution funds, general funds, and designated and discretionary funds budgets. Work with the Sponsored Team to add in all sponsored funding and unify sponsored, non-sponsored and clinical reports.
- Analyze and interpret fiscal budget patterns and project future
expenditures and revenue streams for all the clinical areas within
the Division of Cardiology. Prepares reports for year-end
estimates/reprojections of expenses and revenues.
- Interpret and analyze divisional All Funds and identify
negative variances and communicate information to Divisional
Administrative Leadership Team. Seeks and proposes resolutions of
negative variances and deficit balances.
- Develop complex financial reports for forecasting, and trending
to assist in developing business plans for new and existing
clinical and/or research programs and recruitment of new faculty
within the Division. Also, reconcile after each year to trend how
the program or faculty member performed compared to the original
business plan.
- Actively and proactively leads various financial processes for
the Division, including but not limited to, annual fiscal year
budget development, reprojections of current fiscal year budget,
quarterly preparation of contribution margin analysis, etc. These
financial assignments may include, but are not limited to,
developing complex and logical models, meeting with key
stakeholders to ensure timely submission, reconciling schedules to
ensure accurate submission and report preparation, responding to
requests for information, and report preparation.
- Monitor and approve departmental expenditures throughout the
fiscal year. On a monthly basis review and reconcile expenditure
statements for the department’s clinical, designated and
discretionary accounts.
- Prepare, process, and reconcile all affiliated institution
agreements for the Division’s clinical areas.
- Oversees the preparation and processing of invoices for
Divisional clinical contracts and agreements; including on-call
coverage, rent payments and moonlighting charges.
- Disseminates the control salary report semi-monthly to
divisional staff with an action plan to reduce any unfunded
salaries.
- Oversees effort reporting to ensure the Division remains
compliant with Departmental policies. Also, allocates the effort
funds semi-annually based upon Divisional guidelines.
- Leads and coordinates all processes and transactions for fiscal year end close and opening. Will distribute assignments as he/she sees fit.
- Uses various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports. Applies multi-application and integration techniques in computer systems to develop end user data sets and reports for financial decision making.
- Designs complex financial reports utilizing the School of Medicine’s accounting system data and assists in the dissemination of information in various formats to the Division, automated emailed reports and server based data repositories. Responsible to import various data and creates complex database and spreadsheet reports for financial analysis as requested by the Division and/or Department.
- Performs complex statistical, cost, and financial analysis of data reported in the various information systems. Creates integrated financial reports for the Administration and divisions within the DOM. Develops financial reports for forecasting, trending, and results analysis.
- Works in formal and informal forums with departmental personnel in issues related to Human Resources, Grant administration, and financial management.
- Applies a working knowledge of applicable laws and regulations; verifies documents for completeness and compliance with government and private agencies.
- Identifies weak or non-existent administrative processes and works with leadership to develop corrective action plans. Performs financial analysis and reviews procedures and systems to determine appropriate solutions.
Scope of Responsibility
- Knows the formal and informal departmental goals, standards, policies and procedures which may include some familiarity of other departments within the school/division.
- Is sensitive to the interrelationship of both people and functions within the department.

- On a regular and continuous basis, exercises administrative
judgement and assumes responsibility for decisions, consequences,
and results having an impact on people, costs, and/or quality of
service within the functional area.
Authority
- Supervises three Divisional staff and may direct the activities of staff or a function and/or represent the function at meetings.
Communication
- Exchanges non-routine information using tact and persuasion as appropriate requiring good oral and written communication skills.
- Works effectively as part of a team – communicates with authority and works closely with administration to ensure all financial reports are consistent and shared.
Minimum Qualifications
- Bachelor's Degree in Finance, Accounting, Business or related field.
- Five years related financial/accounting and financial management experience, e.g., planning, directing, monitoring, organizing, and controlling the monetary resources of a department, center, or unit.
- Additional education (master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
- Advanced knowledge in the use of financial software applications, databases, spreadsheets, and/or word processing required.

- Master’s Degree preferred.
