Position Title Manager, Network Operations The Opportunity

The Manager of Network Operations provides technical and professional leadership in data networking, communication, and related services to the Mines’ campus. These activities encompass all link, network, and transport layer functions for the campus including wired and wireless Ethernet, switch configuration, patch management, IPv4/6 routing, firewall, VPN, eVPN, VxLAN, BGP, DNS, DHCP, VOIP, 911 services and related technologies. As the lead in this area, the employee has responsibility for planning, deployment, and maintenance of the networking, communications, and cabling infrastructure, including the coordination, development, and implementation of the technical architecture for the Mines’ network. The infrastructure this employee is responsible for includes multiple routers, firewalls, servers, and several hundred switches impacting virtually all operations of the campus. There are over 10,000 network-attached devices, hundreds of wireless access points, and specialized network equipment at all layers of the ISO/IEC 7498-1 model. Leadership responsibilities for this employee include maintaining an awareness of and implementing industry best practices and procedures, ensuring maximum availability and security of the network, and ensuring the campus follows industry regulations, procedures, and standards.

Responsibilities

Strategic Management and Planning
  • Plan, budget, and implement long-term network, telecommunications, and cabling infrastructure.
  • Assess the network and telecommunications user experience for areas of improvement to provide easy and straightforward ways to connect and use these services.
  • Manage campus refresh and replacement strategies for networking and communication infrastructure.
  • Translate strategic initiatives into actionable plans for the networking and communication team.
  • Manage and track equipment maintenance, services contracts, and warranties.
Network administration
  • Perform specialized administration for the campus data network environment including firewall, data center fabric, router and switch configuration, maintenance and support for Domain Name Services (DNS), IP address space management, DHCP, wireless, and associated technologies.
  • Help ensure the 7x24 operation of the institution's IT infrastructure. This includes minimizing the impact of downtime required for maintenance by occasionally scheduling work for off-hours or weekends as well as responding to after-hours outages.
  • Create and maintain quality documentation so that others can follow those directions when performing maintenance on systems built or administered by the employee. The employee must also be able to interpret the documentation created by other members of the team.
  • Monitor network connectivity and performance. Diagnose and debug problems and resolve or initiate resolutions. This includes implementing and maintaining appropriate monitoring tools.
  • Participate and lead projects to upgrade or deploy systems or technologies. These projects will include both the implementation of vendor provided software as well as the development of customized software.
  • Understand and ensure compliance with university and industry standards for security, privacy, and supportability.
  • Stay informed of security vulnerabilities and provide quick remediation to security incidents.
Supervision
  • Supervise telecommunications staff to fulfill duties related to performance planning, goal setting, and evaluations.
  • Establish work schedules, review and approve worktime and absences using the automated system.
  • Identify training and developmental needs, and provide training to develop skills.
  • Provide feedback and coaching, write and review performance plans, and evaluate and sign employee performance evaluations.
  • Resolve employee performance problems and issues, disputes, and grievances and issue corrective actions and initiate discipline as needed.
  • Write and review position descriptions, recommend promotions or demotions, changes in pay, and sign personnel action forms.
  • Initiate the hiring process, provide subject matter expertise to HR during the comparative analysis process, interview applicants, and hiring.
  • Identify and enact practices that will help the team continue to grow in its vision, mission, and purpose of creating consistent and positive user experiences.
  • Align strategies, services, and projects to current department priorities.
Outreach and Communications
  • Engage with and train IT staff, particularly front-line user support staff, to provide support for users.
  • Provide escalated support with diagnosing and resolving client-side issues.
  • Create and deploy communication plans for network outages, maintenance, and other impacts. Notify all IT user support staff when networking issues might directly impact end-users.
  • Engage with community partners and maintain relationships with those that provide service to regional initiatives.
  • Attend university events and engage with the Mines community as a representative of the department.
Minimum Qualifications

Education and Experience:
  • Bachelor's degree in Computer Science, Computer Engineering, Information Technology, a related degree field, or equivalent advanced technical training and experience.
  • 8+ years of experience managing sophisticated computer networks which must include:
    • 4+ years of experience in network architecture and deployment.
  • Experience implementing and operating mission critical technology components with high availability, disaster recovery, and business continuity capabilities.
  • Experience working with information security policies, controls, and practices.
  • Demonstrated experience of successfully leading teams to accomplish goals and deliverables.
Knowledge, Skills, and Abilities:
  • Link Layer expertise
    • Wired protocols including IEEE 802.3 and 802.1q
    • CISCO/IOS, Arista EOS, as well as generic/off brand switch configuration
    • Wireless protocols 802.11[a/b/g/n/ac/ax]
  • Network and Transport Layer Protocols
    • Network layer protocols IPv4 and IPv6
    • Routing protocols, including dynamic and static routing
    • Dynamic and Static Host Configuration
    • VoIP protocols and technologies
  • Security expertise
    • Stateful firewall configuration
    • Intrusion Detection/Prevention technologies
    • ACL and port filtering
  • Proven experience and success with LAN, WAN, and WLAN design and implementation.
  • Proven experience with network capacity planning, network security principles, and general network management best practices.
  • Strong hands-on technical knowledge of network operating systems.
  • Excellent hardware troubleshooting experience.
  • Information Security and Privacy best practices and principles.
Preferred Qualifications

Education and Experience:

Master’s degree in Computer Science, Computer Engineering, Information Technology, or relevant field.
  • 5+ years of experience spanning at least two IT disciplines, including technical architecture, network management, application development, middleware, database management or operations.
  • 2+ years of experience with AWS, Azure, and VMWare vSphere enterprise implementations.
  • Cloud experience in a solution architecture or engineering role using service and hosting solutions, such as private/public cloud IaaS, PaaS, and SaaS platforms.
  • Experience working with vendors and augmented staffing to fulfill needs of projects.
  • Experience with designing networks utilizing Network Security best practices.
  • Experience working in a research or academic environment.
  • Experience with firewalls-as-a-service and other network-as-a-service frameworks.
  • Experience with claims-based identity/authentication (SAML/OAuth/CAS), MFA, and RBAC.

Pay Range

$107,000-$121,000

Mines takes into consideration a combination of candidate’s education, training and experience as well as the position’s scope and complexity, the discretion and latitude required in the role, work location, and external market and internal value when determining a salary level for potential new employees.
