'We are seeking a Financial Counselor who operates under general supervision of the GYN/OB Sr. Production Unit Manager and Senior Nursing Director of Women’s Services, the Senior Financial Specialist as well as the director for OB ultrasound and the Center for Fetal Therapy. The specialist serves as the primary point of contact for the Division of Maternal-Fetal Medicine and the Center for Fetal Therapy. The specific assignment is the determination of third-party coverage services and obtaining insurance authorization for patients cared for in the Prenatal Diagnosis and Treatment Center (including Obstetric Ultrasound, Fetal Assessment Center and Prenatal Genetics) and the Center for Fetal Therapy.

Critical to this position is the ability to obtain and verify financial and insurance information of patients presenting for care for the above noted departments, including benefits, authorizations and referrals.

Specific Duties & Responsibilities
  • The specialist is required to determine patient financial responsibilities prior to time of service and is the point of contact informing patients of their authorization status, and self-pay responsibilities for both JHU and JHH.
  • Critical to this position is the ability to effectively negotiate coverage and approvals with third party payers, requesting physician assistance for those cases denied coverage for medical appropriateness and disseminates authorization documents to appropriate department and hospital staff.
  • Act as a resource person for insurance guidelines for both clinic, billing and registration staff providing updates as appropriate. This also requires to keep current on all new policy changes for insurance, HMOs and to implement changes and monitor for compliance.
  • Handle special projects from billing managers.
  • Evaluate past due accounts and rejections from billing for appeal, write-off, collections agency and legal action.
  • Counsels patients regarding general insurance benefits and benefits specific to their care and billing issues.
  • Maintains informational financial folder for each obstetrical patient.
  • Obtains referrals and authorizations as needed for treatment.
  • Posts financial information in the system when appropriate.
  • Checks clinic patient schedules for referral and authorization needs.
  • Follow up on rejections and accounts receivable for the obstetrical patients.
  • Resolve issues related to registration, authorization, rejections and other billing problems.
  • This position requires excellent communication skills coupled with patience and fortitude.
  • Works as team member and positively accepts change throughout the Health System while establishing relationships at all facilities.
  • Required to be familiar with each institution’s computer environment and payer contracts as needed.


Minimum Qualifications
  • High School Diploma or GED
  • 2-3 years related medical office, hospital, medical call center or similar customer service environment.
  • Certification on host systems as appropriate. Certification to be obtained during 120-day introductory period.
  • Final applicant for this position may be required to complete skills assessments appropriate to position description.


Preferred Qualifications
  • Technical training or AA
  • 1 year of specific Obstetrical knowledge
  • Additional education beyond minimum experience qualifications may substitute for required experience to the extent permitted by the JHU equivalency formula.

Special Knowledge Skills & Abilities

  • Able to operate basic office equipment, e.g. photo copier, fax machine, scanner, PC, telephone, etc.

  • Able to sit in a normal seated position for extended periods of time.
  • Able to reach by extending hand(s) or arm(s) in any direction.
  • Finger dexterity required, able to manipulate objects with fingers rather than entire hand(s) or arm(s), e.g., use of computer keyboard.

  • Able to see within normal parameters and to hear within normal range.
  • Able to move about.
  • Able to lift minimum weight, 10 lbs.
