COGR, an association of over two hundred leading research institutions in the United States, seeks a dynamic and visionary leader as its next president.  COGR is an interface between membership institutions and the federal research funding and regulatory agencies and is a leader in professional analysis and interpretation of federally mandated regulations. COGR fosters a government-university partnership seeking to minimize the administrative burden of compliance to focus the nation's critical resources on maximizing the public benefit of scholarly and scientific progress.

The ideal candidate will have an advanced degree and administrative record with strong experience with the federal regulations pertaining to sponsored research. Applicants must have demonstrated success leading independently working staff in highly specialized areas and exceptional communication skills.

POSITION DESCRIPTION FOR THE PRESIDENT OF COGR

COGR, an association of two hundred leading research universities and affiliated medical centers and independent research institutes in the United States, seeks a dynamic and visionary leader as its next president.

COGR acts as an interface between membership institutions and the federal research funding and regulatory agencies. COGR is a leader in professional analysis and interpretation of federally mandated regulations for its members that perform cutting edge research. It also fosters a government-university partnership seeking to minimize the administrative burden of compliance. COGR seeks to focus the nation's critical resources on maximizing the public benefit of scholarly and scientific progress.

COGR is governed by a board of directors, with professional expertise in key administrative and policy setting areas of research administration including finance and accounting of university research; the administration of sponsored programs; the transfer of technology; the development of research and compliance management policies; and the examination of regulatory burden and advocacy for reform. The board members determine and direct the advocacy initiatives of COGR, which supports a small staff in the Washington office, headed by the president. The president reports to the chair of the board.

Position of the President

A key requirement for the COGR president is a demonstrated balance between expertise in highly technical areas and innovative leadership in policy matters to guide the activities and focus of the association in a climate of changing societal and political developments. As the leader of a staff of mature, independently working individuals, the president must be a leader as well as a colleague.

The president understands, respects, and fosters collaboration with other associations of higher education while sharply defining the positions taken by COGR and advancing the membership's interests. It is expected that these qualifications and skills are supported by a proven record.

The president actively and regularly reaches out to the membership to assure that COGR is addressing critical issues and concerns, maintaining such contact by a variety of means. The president assures that the membership remains active and involved in COGR activities.

Responsibilities

  • Establish, expand, and maintain effective relationships with membership institutions, federal funding agencies, executive offices, and other higher education associations.
  • Clearly communicate viewpoints of the university research community to agency representatives.
  • Lead and manage a highly skilled and professional staff in their work with COGR committees and the membership. This includes providing direction and guidance, ensuring professional development, and in general, ensuring a productive working environment.
  • Maintain communication channels for information dissemination and dialogue with the membership and for collegial and effective collaboration with Washington-based sister associations.
  • Provide the board of directors with early insights into emerging issues.
  • Consult with federal relations colleagues to develop strategic approaches to issues of concern.
  • Plan board meetings and oversee the planning of membership meetings.
  • Manage association finances and operations, including hiring, training, and evaluation of staff, facilities management, and ensuring a sound financial resource base for the organization's growth.
  • Ensure sound stewardship of the financial (e.g., dues, registration fees) and human resources (board, committee, and volunteer participation) provided by COGR members.

Qualifications

Leadership qualities should be evident and focused on the needs of the mission of COGR and the COGR staff. While the president operates under the leadership of the board, personal initiative is both highly valued and expected.

  • An advanced degree in a business, legal or scientific area and an accomplished and relevant administrative record at one or more nonprofit research-intensive universities or institutions is preferred. A bachelor’s degree coupled with commensurate experience may be considered.
  • A background of federal employment-related closely to university-sponsored programs may be considered, provided such experience reflects an understanding of and experience with current federal rules and regulations important to the conduct and administration of federally sponsored research.
  • Extensive experience complying with federal research laws, regulation, and policy.
  • Knowledge of industry – university collaboration and the integration of such activities into the overall university research portfolio and resulting compliance mandates.
