The Department of Emergency Medicine is seeking an Assistant Director of Finance this position oversees departmental financial systems and ensures accuracy and timeliness of consolidated financial statements and financial analyses. Supports all aspects of the Institution’s and Departments’ missions by providing administrative leadership in the development of efficient and effective financial processes, procedures and policies. Plans and conducts complex studies to improve the operational and financial effectiveness of the Department of Emergency Medicine’s operations in the Johns Hopkins University School of Medicine (JHU), The Johns Hopkins Hospital (JHH), the Johns Hopkins Bayview Medical Center (BMC), Howard County General Hospital (HCGH), Sibley Memorial Hospital (Sibley) and other campuses as necessary. Collaborates with clinical and administrative leadership to improve the financial effectiveness of the Department to achieve financial targets on budgets exceeding $92 million annually. Directly supervise a team of individuals in the areas of financial management and analysis. Reports to the Chief Administrative Officer for the Department of Emergency Medicine.

Specific Duties & Responsibilities
Financial Reporting, Analysis & Management
  • Oversees timely and accurate accounting of Departments’ financial transactions.
  • Provides explanations of variances to budget to Departmental, Hospital, and School of Medicine (School) leadership on a monthly and ad hoc basis.
  • Oversees Departments’ year-end financial transactions, reconciliations and reporting.
  • Works with Departmental leadership to submit the annual faculty bonus submission to the School of Medicine.
  • Develops and participates in the development of reporting systems for feedback to responsible parties. Oversees changes to existing reports, ensuring accuracy and relevance.
  • Performs financial analyses as required to maintain control and explore opportunities within the Departments.
  • Develops financial reports for forecasting, trending and results analysis for JHU, JHH, HCGH, and Sibley hospitals. Designs complex financial reports utilizing raw data.
  • Performs complex statistical, cost, and financial analysis of data reported in the various accounting systems.
  • Develops financial reports for forecasting, trending, and results analysis.
  • Analyzes complex financial data and defines relevant information; interprets data for the purpose of determining past financial performance and/or to project a financial probability.
  • Utilizes thorough knowledge of financial and accrual accounting concepts to maintain an accurate and complete financial understanding of the Departments’ activities.
  • Communicate favorable and adverse trends to appropriate leadership and initiate a problem definition and resolution process.
  • Records, classifies, and summarizes financial transactions and events in accordance with generally accepted accounting principles.

Budget Oversight & Development

  • Responsible for producing, loading, and reconciling the annual budgets and budget reprojections of the Departments according to the guidelines provided.
  • In cooperation with other departmental management, assist in the capital planning and management of the Departments’ University operations.
  • Maintain continuous involvement with leadership of the Departments to ensure that all factors are considered for the annual budgets.
  • Assist and support JHH and BMC and other affiliate managers with hospital budget preparation and projections.
  • Recommends budget adjustments, and other cost improvement measures.

Program Planning & Development
  • Assists with planning and development of new programs and recruitment of new faculty, including completion of business plans with cost analysis, resources and capital needs.
  • Formulate tactical business plans in conjunction with administrative leaders in the Departments, SOM, JHHS, and other affiliated institutions.
  • Supports business development activities of the Hopkins enterprise to develop mutually beneficial clinical and operational programs.
  • Performs programmatic analysis, including productivity and fiscal performance, the product of which is incorporated into short and long range financial and operational planning.
  • Reviews costs and performs cost benefit analysis related to projects and/or programs.
  • Interprets financial transactions and events for users who must make economic or business decisions.

Administrative & Operational Leadership

  • Acts as departmental liaison with various JHM administrative, financial and clinical departments to identify and resolve issues.
  • Supervises multiple positions (which may include Budget Analysts, Financial Analysts, Sr. Financial Analysts, Finance Managers, Sr. Finance Managers) in the areas of financial analysis, financial management and budget development.
  • Develop and periodically reassess financial administrative infrastructure, ensuring human resources are appropriately deployed and operating cohesively to achieve Departmental goals, as well as be responsive to Departmental, SOM and JHHS needs.
  • Directs SAP role mapping and security access for the Departments.
  • Ensures important information regarding SAP is disseminated to Departmental end users
  • Oversees financial training and orientation for the Departments.
  • Organizes or delegates organization of monthly departmental finance meeting.
  • Develop, implement and enforce Departmental financial policies and procedures to support robust financial management.
  • Applies a working knowledge of applicable laws and regulations; verifies documents for completeness and compliance with government and private agencies.

Internal & External Relationship Management
  • Builds and enhances positive relationships with institutional leadership.
  • Builds strong collaboration and teamwork with central administrative offices and department leadership on the East Baltimore and Bayview and other campuses.
  • Based on established credibility and trust, ability to represent Department leadership to faculty in regular meetings and daily interactions.
  • Proactively identify faculty concerns and issues, and seeks appropriate resolution.
  • Regularly meets with JHHS and SOM employees to improve communication and to build productive relationships. Continuously communicates to staff the importance of the patient experience, quality of care, and sound financial performance; and champions successes and priorities for improving performance in meeting and exceeding expectations.
  • Establishes communication channels with staff and faculty to ensure that they receive information on internal and external issues which effect the operations of their assigned areas, as well as provide advice, assistance, information and service that aids them in attaining related objectives.

Information Systems
  • Works with appropriate information technology staff (departmental and institutional) to integrate finance-related applications, troubleshoots software problems and provides basic instructional and technical support.
  • Collaborates with School of Medicine and/or Health System leadership in the development and/or implementation of solutions for SAP

Budget Authority
  • Annual budget oversight of $92M.
  • On a regular and continuous basis, exercises administrative judgment and assumes responsibility for decisions, consequences, and result having an impact on people, costs, and/or quality of service.


Supervisory Responsibility
  • Direct and supervise the activities of a core finance team, and direct other departmental administrative staff in response to departmental financial priorities.
  • Directly supervises two Sr. Financial Analyst positions.


Physical Requirements
  • Sitting in a normal seated position for extended periods of time.
  • Occasionally lifting, carrying objects weighing 10lbs or less.
  • Occasionally pushing, pulling objects weighing 30lbs or less.
  • Local travel required.
  • State, Regional, National and/or International travel may periodically be required.


Minimum Qualifications
  • Bachelor's Degree in Accounting, Finance, Business, healthcare management or related field required.
  • Seven years progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Master’s Degree preferred.
  • A keen understanding of and experience with integrated academic health care systems and in clinical practice management is preferred.
  • Knowledge of fund accounting and GAAP preferred.
