UC Berkeley is seeking a cross-functional & collaborative leader to build, develop, and grow workforce and organizational capabilities for the Information Services & Technology (IST) division and broader One IT community on our campus through a culture of inclusivity, opportunity, and growth. The Director of People, Performance, and Culture will oversee a small unit that will be a critical driver in carrying out campus-wide IT workforce strategy that focuses on the needs of our One IT community, comprising approximately 850 IT staff across over 60 campus departments.

Department & Position Overview

The Office of the Chief Information Officer (OCIO) includes seven departments and functions that directly report to the Associate Vice Chancellor for Information Technology and Chief Information Officer (CIO). These reporting units include more than 350 staff. The CIO directly manages an operating budget of approximately $85 million which includes about $35 million of recharge revenue. The OCIO believes in and fosters a workplace environment where people can bring their diverse skills, perspectives and experiences toward achieving our goals through a process of critical inquiry, discovery, innovation, while simultaneously committing to making positive contributions towards the betterment of our world.

The Director of People, Performance, and Culture will manage a three person unit that supports a range of internal Human Resources needs for the IST division as well as learning & development (L&D) and diversity, equity, inclusion, and belonging (DEIB) programs that impact the One IT community. This role includes goals and responsibilities in workforce strategy, professional development, and assessment, recruitment and retention, and advancing DEIB goals for the Berkeley IT community in support of the principles and values of Berkeley. Reporting to the CIO, this position is a key member of the Information Services & Technology (IST) Executive Leadership Team (ExLT) that functions as the senior strategic body for OCIO/IST and works with colleagues on the ExLT to develop strategic plans and policies and make key budgeting and resource allocation decisions in alignment with the campus' goals and strategic plan. In addition to People, Performance and Culture, the other areas that make up the ExLT are: Strategy & Partnerships; Campus IT Experience; Information Security Office, Campus IT Infrastructure, Campus Applications & Data, and Business Operations.

The Director will lead and manage:

1)IT workforce assessment and future-state planning, based on projected developments from the campus IT Strategic Plan, departmental priorities, and market trends

2)Retention and growth strategy development to adapt to and evolve with the IT workforce needs through a variety of avenues, including professional development opportunities

3)Partner with other campus units to support and advance initiatives on diversity, equity, inclusion and belonging for IST

4)General internal people & culture needs within OCIO/IST, such as performance management and employee and labor relations

The Director's role will create a structure that is inclusive and embraces the diversity and equity that enables our IT professionals to succeed, providing opportunities for our IT organization to grow our staff and leaders from within, and preparing for and adapting to a rapidly changing work environment. This position represents a unique opportunity for impact in helping to guide and shape the IT workforce of Berkeley going into the future.

Candidate Profile

Successful candidates should possess extensive and in-depth knowledge of the people & culture field and program/organization management best practices, principles, policies, and theories to support the IT workforce strategy, with a clear understanding of how to address the needs and concerns of IT professionals through strategic planning, policy making, and program management. The successful candidate should have a sound judgment with an ability to think strategically and creatively, anticipating changes and trends in the IT workforce space, and be able to translate that thinking into plans for improving the IT workforce experience, improve retention and career pathing. To grow with the evolving workplace environment, this person should possess strong analytical ability to lead this unit in planning for strategic needs of the campus and IT workforce and developing and delivering effective solutions to meet those needs. The Director must thoroughly understand, demonstrate, and value the principles of diversity and the importance of inclusion to the Berkeley community, to apply and incorporate the differences, complexities, and opportunities that diversity brings to an organization and translate that understanding into action to effectively engage and support our diverse IT community.

The incumbent should have a demonstrated ability in working collaboratively across a distributed, matrixed organization to establish cooperative working relationships with peers and develop strong partnerships across the institution to improve, enhance, or launch new programs and initiatives, without formal reporting authority. This person should possess experience leading change management activities and managing their impacts across multiple organizations, divisions, and other institutional boundaries. As a manager and people leader, this role should have thorough knowledge of supervisory and leadership techniques to guide their staff and staff in the wider organization to succeed and support their growth and professional development. The Director must possess excellent interpersonal, oral, and written communication skills to effectively synthesize information, present, and communicate with a range of IT professionals and stakeholders across the Berkeley campus.
