Scope of Job:
To manage the day-to-day operations and administrative functions of the Grounds Departments at all campus locations. Responsible for overseeing landscape and grounds maintenance, irrigation, disease identification and treatment in turf/plants/trees, storm water management, pest control, and new construction landscape design.

Description of Duties:
  • Plans, manages and leads the overall operation of the grounds departments to maintain safe and attractive landscapes and hardscapes.
  • Supervises employees, delegates work, and responsible for performance and disciplinary actions of assigned personnel; monitors and evaluates work duties and responsibilities; communicates and enforces policies and procedures; addresses all employee concerns and complaints; responds to grievances and resolves problems; maintains employee records and authorizes leave requests.
  • Assists in developing and implementing goals and objectives for grounds departments.
  • Evaluates the effectiveness of procedures and standards for landscapes and hardscapes.
  • Ensures compliance with applicable rules and regulations, policies and procedures related to hazardous materials handling and communication.
  • Plans, develops, implements, and manages environmental, ecological, and economically sustainable practices and projects to maintain and improve campus grounds utilizing best practices.
  • Coordinates and conducts site inspections to ensure proper care and maintenance of all plant material; recommends actions for improvement as appropriate.
  • Monitors, manages, and is accountable for the grounds operating budgets to assure the most efficient and effective use of university resources. Coordinates the requisitioning and purchasing of grounds supplies and equipment; oversees and authorizes expenditures in accordance with established policies and procedures.
  • Manages the procurement of goods and service contracts for campus grounds, lawn maintenance, tree maintenance, fertilization, pesticide, herbicide and fungicide care.
  • Ensures appropriate training of assigned personnel; assesses staff training needs; plans, develops and implements training activities.
  • Ensures proper documentation in computerized maintenance management systems such as chemical applications, landscape and irrigation documentation, and related grounds activities.
  • Develops bid specifications, scope of work, and contract requirements for outside services and assures vendor is accountable for services performed.
  • Promotes a productive working environment with high morale and a commitment to quality.
  • Collaborates with university departments and contractors to provide grounds maintenance support for campus events.
  • Performs related duties as assigned.


Supervision Received:
General supervision from assigned supervisor.

Supervision Given:
Direct supervision of assigned staff.

Required Education:
Bachelor’s degree in Landscape Technology, Landscape Architecture, Horticulture Science, Turf Management, or related field.

Licenses/Certifications:
Ability to obtain a Pest Control Applicators License within six (6) months of employment.As condition of employment, this position requires the applicant to be authorized to operate a University-Owned Vehicle for Official University Business. Per University of Texas System Policy 157, applicants will be subject to a motor vehicle record check for their most recent thirty-six (36) month history. Out of State Drivers are required to submit a 36-month history MVR from their prior State of residence(s).

Required Experience:
  • Three (3) years related experience in landscape maintenance and or pest control management and leading or supervising a crew of landscape technicians. Knowledge of grounds operations, equipment and plant materials. Education and/or experience may be substituted on a one-to-one basis or
  • Five (5) years of required experience with an Associate’s degree in a related field, or
  • Eight (8) years of related demonstrated experience with a High School Diploma/GED


Preferred Experience:
Experience obtained in a higher-education setting.

Equipment:
Use of standard office equipment. Use of mower, weed eater, blower and general grounds tools/equipment. Knowledge of all equipment related to grounds operations. Operate university pickup truck, utility vehicle or golf cart. May occasionally with applicable training operate a boom truck, lift equipment, backhoe and mini excavator.

Working Conditions:
Needs to be able to successfully perform all required duties. Office Environment: some travel and weekend work is required. Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Environment conditions involves possible exposure to physical risk or hazardous material. Additionally, work environment may involve exposure to unusual elements, such as extreme temperatures, wet and/or humid weather. Duties may if needed involve the lifting and moving of heavy objects, stooping, crawling, climbing, reaching, and other activities requiring physical excretion. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley.

Other:
Knowledge of landscape architecture, turf management, botany, pesticides, herbicides, fertilizers, and general grounds maintenance work environment and safety skills.
