About the Opportunity

West Virginia University's (WVU) Office of Health Affairs is seeking candidates for a full-time Director of Research and Evaluation. As senior research scientist, this position applies expert knowledge of evaluation and research methods, complex data analysis, and population health factors to direct all evaluation and research services led by the Office of Health Affairs. The Office of Health Affairs frequently engages in collaborative efforts with the WV Department of Health and Human Resources (WV DHHR) and other state and nonprofit partners that hold a mission to improve the health of West Virginians. This position will be responsible for developing and overseeing evaluation and research programs for the Office of Health Affairs. The Director of Research and Evaluation reports directly to the Assistant vice President for the Office of Health Affairs and should be familiar with current/modern data-gathering techniques and technology, and have experience leading the work of large, federally sponsored program evaluation and research initiatives, such as by the Centers for Disease Control and Prevention, Substance Abuse and Mental Health Services Administration, or Centers for Medicare and Medicaid Services.

The Office of Health Affairs serves as the coordinating office for WVU’s State-University partnership with the WV DHHR. Ideal candidates will have work experience that aligns with the Office of Health Affair’s purpose and the mission of DHHR’s Bureau for Medical Services, Bureau for Social Services, Bureau for Behavioral Health or Bureau for Public Health, and an interest in improving the health of underserved populations, particularly rural, Appalachian populations. What you’ll do:

Adminitrative:
  • Serves as a University representative and liaison to the West Virginia Department of Health and Human Resources for the planning and performance of programs involving program evaluation and research.
  • Works as part of the Office of Health Affairs leadership team to advance the partnership between the West Virginia University Health Sciences Center and the West Virginia Department of Health and Human Resources
  • Supports both West Virginia University faculty as well as leadership within the WV Department for Health and Human Resources in developing and implementing evaluation programs.
  • Ensure that evaluation or research activities are compliant with university-level policies for the responsible conduct of research and data stewardship as well as federal, and state policies.
  • Provides consultation to Office of Health Affairs leadership, WVU faculty and government partners regarding preparation of evaluation or research proposals, design and methodology, data analytics and interpretation of results.
  • Assists the Assistant Vice President for the Office of Health Affairs with evaluation or research program development and the implementation of common standards and tools.
  • Serves as the Office of Health Affairs representative for the State-University Partnership Learning Network supported by Academy Health.
  • Directly supervises research scientists and associates supporting any Office of Health Affair’s evaluation or research programs.
  • Oversees the research associate mentoring program.
  • Oversees the principal investigator functional team for the Office of Health Affairs, ensuring cross-program communication and collaboration.
  • Oversees the faculty affiliate program for the Office of Health Affairs, ensuring faculty collaboration and engagement across WVU schools to support Office of Health Affairs programs, at the direction of the Assistant Vice President.
  • Independently provides leadership on the operational function(s) of the Office of Health Affairs evaluation or research programs in collaboration with Health Affairs leadership.
  • Assists with strategic planning and communicates program evaluation and research needs to Office of Health Affairs leadership team.
  • Works with national partners to keep up to date on best practices for state policy evaluation.
  • Develops and maintains robust evaluation and research tools for the Office of Health Affairs utilizing innovative mixed methodologies.
  • Develop and maintain the strategic vision for the evaluation and research function for the Office of Health Affairs, aligning it to business goals and objectives.
  • Ensures the quality of the Office of Health Affairs evaluation and research programs.
  • Expands the organization’s evaluation and research portfolios via partnership development.
  • Overseas the Research Scientist and Associate functional teams, foster an innovation mindset, and support the continual improvement of the Research Scientist and Associate staff.
  • As a member of the senior leadership team, contribute to the planning, implementation and evaluation of the long-term strategic business plan.
  • Oversee the development and monitoring of all Office of Health Affair’s evaluation and research programs.
  • Directors special projects as assigned by the Assistant Vice President for the Office of Health Affairs
Research and Evaluation:
  • Lead as a principal investigator for complex evaluation programs comprised of multidisciplinary program team members.
  • Participate in professional conferences, serve on technical panels or boards of professional associations, and publish in relevant academic journals.
  • Facilitate communication and efficient collaboration between research and evaluation partners at the West Virginia University Health Sciences Center and the staff of the West Virginia Department of Health and Human Resources.
  • Design and develop primary data collection measures and program evaluation tools.
  • Monitor and evaluate quality improvement initiatives through data collection and analysis.
  • Conduct routine analysis on program process and outcome data.
  • Identify program improvement initiatives by working closely with program staff.
  • Provide relevant training to staff on different evaluation aspects.
  • Draft written reports and presentations to Office of Health Affairs leadership and DHHR leadership related to evaluation processes and findings.
  • Consult appropriate personnel as needed to facilitate ongoing process of program design, implementation, and revision.
  • Work as a consultant with clients to lead the development of comprehensive and evidence-based strategic evaluation plans that identifies and prioritizes evaluation activities including program logic models and both process and outcome measures.
  • Work with stakeholders to implement evaluation plans for prioritized program areas.
  • Develop data collection protocol and instrumentation necessary to conduct in-depth evaluation studies.
  • Conduct reviews of program-related documents, data files, published information and official reports.
  • Build internal evaluation capacity with all full-time program employees.
  • Manage data agreements and relationships for evaluation and research programs with all necessary stakeholders and partners. ​​​​​​​ ​​​​​​​
Qualifications :
  • Earned PhD in health-related field.
  • Ten (10) years or more of experience leading in programmatic improvement, with at least five (5) years’ experience in a director or higher position leading evaluation effort for client-based work.
  • Extensive knowledge of best practices in program evaluation.
  • Extensive knowledge of best practices in research.
  • Extensive experience in consulting, preferably with federal partners.
  • Ability to identify limitations of evaluation expertise and devise methods for acquiring additional evaluation knowledge when necessary.
  • Ability to educate program staff and partners about evaluation and research concepts and methods.
  • Ability to engage with, listen to, and learn from a broad range of evaluation stakeholders encouraging their meaningful participation.
  • Skilled in working with stakeholders to develop feasible recommendations based on data collected and interpreted.
  • Ability to prepare and present evaluation and research results in a manner that increases the likelihood that they will be used and accepted by a diverse group of stakeholders.
  • Ability to develop action plans and systems to facilitate and track implementation of evaluation and research findings and recommendations.
  • Skilled in developing and implementing a communications and dissemination plan as requested or required.
The ability to travel to WVUs regional campuses and/or within the multi-state area is required.
