Job Description

Position Summary:
Reporting to the Sr. Divisional Human Resources Director (Sr. HRDD) for the EVPCBO Enterprise, the Human Resources Manager will serve as a business partner for the Divisions of Finance, Human Resources, Policy and Governance, and Equity and Accessibility by providing support and guidance for human resources activities for the divisions in accordance with university policies and procedures. These responsibilities include, but are not limited to, performance management, compensation analysis, recruitment, employee relations, talent development and planning, coordination of training, and human resources analysis and reporting. The Human Resources Manager collaborates with the management across all units to develop and implement staffing, retention, recognition, performance, organizational design, and career development plans to address current and future needs of the departments. The HR Manager will also co-manage, with the Sr. DDHR, an HR Assistant.

Responsibilities:

Staffing & Recruitment
• Work with hiring managers to craft detailed, accurate position descriptions; ensure requested positions support organizational needs and are approved by leadership
• Develop search strategies and timelines to identify aptly skilled talent and minimize time to fill
• Oversee posting and offer processes in PageUp
• Identify opportunities to promote diversity in hiring practices
• Partner with search committees and hiring managers to ensure adherence to university policies
• Liaise with Talent Acquisition team as needed to further promote opportunities and expand reach of sourcing
• Facilitate completion of hiring paperwork and required approvals

Compensation
• Ensure all positions are appropriately classified (staff in correct SOC/role codes, non-academic positions correctly classified as AP Faculty or staff); articulate classification rationale to impacted personnel and their managers
• Develop salary recommendations utilizing available market data and internal benchmarks
• Leverage the central Compensation team to obtain salary survey data and other relevant points of comparison to confirm compensation decisions as needed
• Monitor compensation across areas to ensure pay equity, elevate concerns, and provide recommendations for resolution as needed
• Educate managers and others on the university compensation strategy, as necessary, to increase transparency and promote sense of equity in decision-making
• Assist with managing the rollout of the Job Architecture project within supported areas.

Employee Relations
• Develop relationships with personnel and managers across the units to proactively identify potential areas of concern and pre-emptively address
• Assist employees with HR needs and connect with resources on variety of concerns related to pay, benefits, professional development, etc.
• Coach managers through employee relation issues and escalate issues to Sr. HRDD and/or central employee relations as needed
• Invoke support of counsel’s office as necessary

Management Consultation
• Serve as an advisor to management; assess from an HR-perspective the impact on the organization/workforce of various initiatives
• Guide management through change management challenges, enlisting the support of central resources as needed
• Serve as a resource to management and area leadership in the resolution of HR issues/concerns
• Support various projects or initiatives where workforce data or analytics may be required
• Lead the refinement and/or development of HR procedures and protocols for the organization to ensure consistency of practice
• Support the implementation of any university-wide HR initiative, system, or program

Performance Management
• Support annual performance evaluation process; interface with central HR as needed to address concerns or questions
• Serve as resource for managers in addressing employee performance concerns

Talent Development
• Engage with managers to identify skill or talent gaps and identify means of addressing
• Work with managers and leadership to develop succession plans and identify programming necessary to grow internal talent
• Enlist the support of central Talent Development team to leverage existing programs and/or develop new methods to further develop skills and knowledge of employees

HR Transactional Activity
• Ensure pay actions and other HR transactions are processed in timely manner for all personnel--including student wage, non-student wage, emergency hires, and temporary/adjunct faculty,
• Oversee the completion of all paperwork and employee notification for pay actions in accordance with university policies and procedures
• Verify the successful on- and off-boarding of new and exiting employees

Required Qualifications

Required Qualifications:

• Bachelor’s Degree in Business Administration, Management, Human Resources, Organizational Development or related field required; Master's Degree in Business Administration, Management, Human Resources, Organizational Development or related field preferred
• HR experience as an HR Manager or HR Generalist providing guidance to management in a large/complex organization.
• Demonstrated experience in multiple functions such as staffing/recruitment, compensation, employee relations, rewards and recognition, performance management, and organizational development.
• Demonstrated proficiency with office software such as Microsoft Word, Excel, PowerPoint and Outlook.
• Additional qualifications include excellent interpersonal and communication skills.
• Ability to work independently as well as with diverse, collaborative teams.
• Ability to make independent decisions and solve problems.
• Ability to prioritize and manage workload.

Preferred Qualifications

Preferred Qualifications:

• Experience working with human resources in an operations environment.
• Experience managing or leading teams with successful results.
• Experience with online applicant tracking systems.
• Knowledge of process improvement strategies.
• Experience with Virginia Tech human resources policies and procedures.
• SHRM or other applicable HR designation preferred.
