Position Summary
SUNY Cortland seeks a dynamic and visionary Associate Vice President for Human Resources. Reporting to the Vice President for Finance and Management, the Associate Vice President for Human Resources ( AVP HR) is a member of campus administration responsible for the strategic and collaborative leadership and administration of all aspects of human resources including staffing, onboarding, classification and compensation, payroll, benefits, employee labor relations, policy implementation, staff training and development. The AVP HR also administers the Research Foundation of SUNY human resources functions.
The position includes responsibilities for the university’s affirmative action program and serves as the lead ethics officer. The AVP HR will partner with the chief diversity officer to provide leadership in fostering a climate of diversity, inclusiveness, and respect.

Major Responsibilities

Major Responsibilities
  • Lead the human resources and affirmative action functions for the university as a strategic partner to the administration for creating and maintaining a workplace of excellence to support the university’s strategic priorities
  • Implement sound human resource operating policies and procedures that provide a high level of service to the campus community while ensuring compliance with applicable federal and New York State laws and regulations, State University of New York system policies, and collective bargaining agreements
  • Collaborate with the Institutional Equity and Inclusion Office on the strategic plan initiatives associated with hiring and recruitment policies, practices, and procedures for faculty and staff positions
  • Maximize employee retention through a comprehensive onboarding and employee experience program that support inclusion and belonging to the university community
  • Supervise and lead a staff of 13 and their respective functional areas
  • Manage a consistent and timely annual staff performance program, including clear communications on expectations, deadlines, and procedures to the campus community
  • Evaluate departmental procedures to streamline and/or automate processes, improve customer service, reduce paper-flow, and improve human resources data management; plans and implements changes as required.
  • Leverage data to support informed decisions including, but not limited to, workforce planning, compensation, and classification
  • Serve as the President’s designee for labor relations
  • Serve as the lead ethics officer for the university

Functional and Supervisory Relationships

Reports to the Vice President for Finance and Management

Responsible for HR staff of 10 positions and a payroll staff of 3.

Works closely with the following:
  • President’s Cabinet
  • President’s Advisory Council
  • SUNY -System Administration Counsel’s Office, Employee Relations Office, and University-Wide Human Resources
  • Research Foundation of SUNY Central Offices
  • Other SUNY HR Leaders
  • Union leaders
Required Qualifications

Minimum Qualifications:
  • Bachelor’s degree
  • At least seven to ten years of progressively responsible HR and/or HR leadership experience
  • Thorough knowledge of federal and New York State employment-related laws and regulations
  • Experience developing and maintaining collaborative, consultative, and advisory relationships with all levels of the organization’s leadership
  • Demonstrated experiences supporting a strong commitment to diversity, equity, and inclusion
  • Highest standards of ethics, confidentiality, and integrity
  • Demonstrated commitment to a high level of customer service
Preferred Qualifications

Preferred Qualifications:
  • Bachelor’s degree in Human Resources or related field, or an advanced (Master’s or terminal) degree
  • Society for Human Resources Management ( SHRM ) certification and/or Human Resources Certification Institute ( HRCI ) certification
  • Experience creating equitable and inclusive recruitment strategies, succession planning, workforce development, and retention
  • Prior experience working in a unionized environment, a large complex organization, public sector, or higher education
