Position Primary Purpose and General Responsibilities
The Administrator is responsible for managing and monitoring the fiscal, human resource, facilities and space, sponsored programs, ARMICS (Agency Risk Management & Inventory Control Standards), and administrative aspects of the Office of Health Equity. This position will also provide programmatic support through event logistics and communications.

The Department Administrator’s responsibilities include:
1. Demonstrates a commitment to risk assessment for accuracy of data and internal controls

2. Monitors and review department operating budget

3. Provides Human Resource Management support for Department

4. Assists with department’s Program planning and implementation

5. Supports the Medicaid Administrative Claiming process

6. Supports the submission and ongoing review/reporting for grants and contracts Minimum Hiring Standards
– Bachelor’s degree in Business or Health Administration (or equivalent work experience)

– Grant administration experience and accounting/fiscal experience

– Strong organizational, leadership, personnel management, and communication skills

– Proficient in the use of personal computers for word processing, data presentation, and communications and have the ability to learn specialized databases such as RAMS - SPOT

– Demonstrated ability to set priorities and work with minimal supervision on multiple projects

– Demonstrated ability to work collaboratively and cooperatively in a large and complex organization and in a diverse work environment

– Extensive knowledge of financial management, fundamental accounting principles and practices, and fund accounting

– Demonstrated ability to monitor the use of multiple fund sources and experience managing/reconciling financial transactions in a timely manner

– Experience in budget development, budget management, and position control

– Familiarity with Research Administration and knowledge of grant funding policies and procedures and applicable local, state, federal, and university regulations

– Ability to analyze budgetary line items for compliance with budget guidelines

– Experience in Personnel Administration management

– Ability to provide detailed year-end projections and to assist in monitoring all year-end revenue and expenditure activities

– Maintain testing requirements for Banner Finance, VCU Fiscal Administrator and Personnel Administrator, and Office of Research Certificate Program for VCU Sponsored Program Administration

– Demonstrated experience working in and fostering a diverse faculty, staff, and student environment, or commitment to do so as an employee at VCU Preferred Hiring Standards
– Master’s degree in business or health administration

– Knowledge of Financial Management and Human Resource Management skills

– Familiarity with the Banner Finance and Human Resource systems or other higher education enterprise resource package(s)

– Experience in a state agency or higher education institution
