Arkansas Tech University-Ozark Campus is the regional provider for technical and career education, offering more than 25 programs with a variety of industry specific options, as well as certificates of proficiency, technical certificates, associate degrees and general education coursework. The Ozark Campus is located on I-40 between Fort Smith and Russellville, Arkansas, in the city of Ozark. The campus, which is more than 26 acres and includes a half-mile exercise path and disc golf course, is located along Arkansas Highway 23 North in Ozark, Arkansas. The city of Ozark, with a population of approximately 3,500, is located on the banks of the Arkansas River and surrounded to the north by the Ozark National Forest and to the south by the Ouachita National Forest. Located to the west of Ozark is the city of Fort Smith, a commercial and industrial center for western Arkansas. Russellville, home to Arkansas Tech University's main campus and an area of vigorous industrial development, is located to the southeast of Ozark on Interstate 40.

Position Summary:

The Chief Fiscal Officer oversees the financial operations on the Ozark Campus, including:

​Leading the Ozark Campus offices of Fiscal Affairs, Human Resources, Computer Services, Physical Plant and Auxiliary Services;

Managing construction activities;

​Practicing sound financial management to ensure good stewardship of the institution’s resources;

​Working collaboratively with all constituencies to help move the institution forward and achieve the mission, while providing a safe, welcoming environment for students;

​Working to inform and educate campus community about fiscal procedures and policies;

​Ensuring integrity in financial records through proper internal controls, compliance, and reporting.

Essential Duties and Responsibilities:

The Chief Fiscal Officer provides both operational and programmatic support and supervises the finance unit including the operations and physical maintenance of the Ozark Campus.  

Essential duties include managing operations for fiscal, administrative, support and auxiliary services.

Responsibilities include:

​Overseeing the general ledger and expenditure controls, account reconciliations, preparation of financial reports, budget management, banking and investment management, and compliance;

​Participating as a member of the executive team to help guide the direction of the campus according to the mission, vision and strategic plan for the university;

​Providing supervisory guidance to members of staff;

​Interacting with students, faculty and staff across all campuses of Arkansas Tech University;

​Collaborating with multiple staff in fiscal and other operations across the institution to ensure proper accounting procedures, compliance and controls;

​Acting as a campus liaison in the community and higher education to serve students, the institution and the community at large;

​Coordinating construction project management for successful project completion;

​Directing and supporting computer and infrastructure services to support technology needs and remaining on the leading edge of technology.

The Chief Fiscal Officer position reports to the Ozark Campus Chancellor and is under the directive function of the Vice President of Administration and Finance.  This position supports both Ozark Campus operations and the fiscal support operations of the university.

Knowledge, Skills, and Abilities:

Knowledge of generally Accepted Accounting Principles.

Ability to establish and maintain collaborative relationships with various constituencies both inside and outside of the organization to move the institution forward.

Deep understanding of, and ability to lead fiscal operations across the institution to ensure proper financial management and adherence to accounting principles and procedures.

Ability to lead others and work effectively as a part of a team.

Outstanding oral and written communications skills for a variety of audiences.

Strong computer application skills, including knowledge of MS Word, Excel, and Power Point.

Ability to plan effectively and successfully achieve goals.

Operational knowledge of construction management, computer and infrastructure management, and administrative support functions.

Minimum Requirements:

Bachelor's degree in Business or related field from an accredited college or university, plus three (3) years’ work experience in a business-related field. 

Experience in employee supervision.

Preferred Qualifications:

Master's degree from an accredited college or university, plus:

1.      Five (5) years’ work experience in a business-related field.

2.      Experience with financial operations in higher education.

3.      A minimum of five (5) years of experience in employee supervision.

4.      Experience in capital improvement projects.

5.      Progressive career in business leadership.

Work Location, Environment, and Physical Demands:

​This position will work and be housed in an office located in the Office of Fiscal Services with a work environment that is usually quiet. The employee is frequently required to sit, stand, and reach with hands and arms.  The employee is regularly required to use hands to handle and touch objects, and to talk and hear.  The employee is occasionally required to walk and sit.  The employee must occasionally lift and/or move up to 20 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
