Overview
The Office of Financial Planning is responsible for developing and maintaining all aspects of the University’s strategic financial business plan and budgeting process. This process supports all of the University’s annual financial decisions made in the context of a multi-year, long range planning process. The Senior Payroll and Data Management Analyst works closely with the Assistant Director, Budget Operations to run key budgeting processes like encumbrances and annual data roll-over, testing systems customizations, and managing front-end academic payroll setup to ensure accurate payments. The position also monitors departmental financial activity for overspend, identifies incorrect GL postings, and processes budget revisions.


Responsibilities
Maintain the Department Budget table in Cardinal Financials by creating and updating combination codes for streaming positions to payment sources, correcting fringe benefit tax rates, updating Budget Level Cap fields for position control, and rolling forward data into the new fiscal year. Assist in the front-end of the Academic Payroll process by approving position request forms (PRFs), reviewing and employee data forms (EDFs), Appointments to Graduate Assistantships, Instructional and Research Staff to ensure accuracy of salary, position number, title, and funding sources. Process Retro Distribution of earnings to correct erroneous funding streams. Maintain vacancy list.

Participate in the Encumbrance processes, including loading annual general expense encumbrances and releasing monthly portion, as well as load monthly payroll encumbrances so GL will balance. Assist with the verification and compilation of data necessary for periodic merit/cola increases and/or across-the-board bonuses. Perform reconciliations between the submitted salaries against detailed position control budgets. Provide analytical support and alternatives for resource allocation decisions. Perform cost benefit analyses to compare operating budgets, review financial requests and explore alternatives. Perform year-end reconciliations and run systems processes to post the carry forward balances for organizations within certain funds at the start of a new fiscal year. Identify GL errors (fund mismatch, incorrect deptid, etc.) and work with the appropriate departments to correct.

Works collaboratively with Budget Operations staff to provide ongoing support on planning and budgetary functions, including cross-training in above processes. Assists training department financial representatives on the appropriate use of the PeopleSoft financial system, fund accounting, chart field accounts, and reporting tools.


Qualifications
A Bachelor's Degree or an appropriate level of practical/hands-on work experience may be substituted in lieu of a completed degree. Minimum five years of professional experience with financial management functions, preferably in an academic setting, including exposure to human resources, payroll, procurement, and grants. General knowledge of accounting processes and best-practices is a plus.
