Scope of Job:
Manage the daily operations of accounts receivable systems administration and reporting, customer service, and outsourcing areas of revenue cycle operations.

Description of Duties:
  • Responsible for managing the daily operations of the revenue cycle staff responsible for the practices’ financial systems administration and cash applications, customer service, outsourcing functions, and patient credit balances.
  • Serves as the main contact for resolution of issues involving Revenue Cycle systems and/or software. Maintains knowledge of all financial systems impacting Revenue Cycle, including Practice Management (PM) system, lab billing systems, auditing application, and any other financial systems/applications used by revenue cycle staff.
  • Ensures billing and collection inquiries are addressed properly and timely by Customer Service Representatives. Reviews patient complaints ensuring UT Health RGV and department policies and procedures are followed.
  • Reviews and monitors financial dashboards impacted by cash applications. Checks any questionable data impacting cash and/or unapplied cash and takes appropriate action.
  • Prepares reports as required and ensures reports generated by assigned staff are done timely and reflect accurate data.
  • Proactively initiates and leads efforts to resolve cash application problems from accounts receivable systems, including unpostables and non-athena remittances from practice management system.
  • Analyzes, investigates, reports variances from expected levels and provides suggestions to resolve identified issues.
  • Develops and maintains monitoring and reporting systems to ensure accounts receivable and outsourcing activities are meeting established productivity, quality, and reimbursement goals.
  • Responsible for overseeing validation of patient credits and patient refund process.
  • Responsible for the management and proper placement of outstanding accounts to third party vendors for further collection activities.
  • Provides training to Customer Service Representatives and reporting/system staff, including new hires.
  • Ensures there is a reconciliation process between outsourced accounts, payments received by UT Health RGV, and payments to third party vendor(s).
  • Ensures practice management invoices from UT Health RGV to partners, UTRGV departments (LOA) or other payers are accurate (reconciled) and paid timely. Works with Finance to ensure internal payment transfers are done correctly/timely.
  • Responsible for assuring vendor performance and their interaction with patients are consistent with UT Health RGV customer service goals.
  • Ensures patient correspondence regarding billing, coding or collection inquiries are appropriately and timely researched and responded.
  • Reviews systems and procedures are in place to maximize reimbursement and achieve Revenue Cycle financial goals and KPIs.
  • Ensures staff is meeting established productivity and quality goals.
  • Collaborates with the clinic office managers, clinic staff, providers, staff from partner sites, and other UT Health RGV staff to resolve any issues impacting Revenue Cycle.
  • Maintains knowledge and adheres to internal controls of applicable rules, regulations, policies, state/federal laws, and guidelines that impact Revenue Cycle.
  • Assists in developing and updating policies and procedures for Revenue Cycle to ensure efficiency and compliance.
  • Performs other duties as assigned.

General supervision from assigned supervisor.

Direct supervision of assigned staff.

Required Education:
Bachelor’s degree in Business, Healthcare Administration or related field from an accredited university.

Licenses/Certifications:
None.

Required Experience:
Four (4) years of experience working in different areas of Revenue Cycle operations in a healthcare related environment, including supervisory experience in revenue cycle operations. Strong knowledge of registration, coding, claims billing, collections, reimbursement processes, Medicare and Medicaid regulations, policies and procedures. Experience in lieu of education may be substituted on a 2-for-1 basis.

Preferred Experience:
Experience obtained in a hospital/clinic/private practice or ambulatory setting.

Equipment:
Use of standard office equipment. Proficient use of computers and a working knowledge of Microsoft Office.



Working Conditions:
Needs to be able to successfully perform all required duties. Office environment; some travel and weekend work is required. Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley.

Other:
Exceptional planning and organizational skills. Excellent communications, interpersonal, and organization skills. Knowledge of state and federal regulation for provider based and free-standing practices or clinics. Knowledge of governmental and managed care insurance rules and regulations, including regulatory compliance requirements applicable to physician group that has both provider-based and physician office site of service components. Must demonstrate a positive demeanor, strong analytical and problem-solving skills, and be professional in both appearance and approach.
