The IT Program Management Office (PMO) Director reports to the AVP, Strategic Planning and Portfolio Management as a member of the SJSU IT Leadership Team. The incumbent assists the AVP in strategic planning, annual planning and service planning, working in collaboration with leaders in IT to support the diversity and inclusion strategies.

The incumbent is responsible for the overall project management and governance function by providing leadership, coordination, and management of the PMO processes and functions; Directs and manages the day-to-day operations of the PMO, including planning, organizing and directing projects. Ensures projects’ schedule, budget and deliverables are properly executed and maintained according to the approved project plan; Provides general oversight and leadership to project teams comprised of SJSU IT staff, campus administrative staff, faculty and students, vendors, consultants and external agencies for the successful execution of program activities.

This position is also responsible for marketing SJSU IT strategies encompassing all available channels including traditional PR, digital communications and more, as well as oversees the technical writing function. A critical success factor for this role is to establish trusted business relationships across SJSU IT, ensuring there is alignment between the strategies, goals and direction of the university and of IT.

Key Responsibilities
  • Assist AVP in strategic planning, annual planning and service planning
  • Oversee SJSU IT marketing strategy and process
  • Lead the identification and implementation (or improvement) of project management processes, methods, tools, guidelines, and standards to establish a stable framework that supports all project teams and stakeholders to improve the probability of successful project delivery
  • Identify potential risks involved in a project and develop plans to mitigate risk where possible
  • Lead the identification, implementation, and facilitation of portfolio management processes and governance, including the intake mechanism, to ensure adherence to the enterprise strategy and drive business value
  • Develop and manage the enterprise roadmap aligned to enterprise strategic initiatives
  • Regularly review and evaluate opportunities to improve the project management best practices to achieve higher maturity in PPM
  • Foster collaboration, strategic alignment and integrated planning and execution across multiple functions within SJSU IT

  • Ability in credible stakeholder management, relationship building and ability to manage demanding and challenging stakeholders, without losing sight of the bigger business strategy picture
  • Skills in Information Technology strategic planning and budgeting
  • Ability to work in a position that requires a high degree of operations and service skills
  • Excellent written and oral communication skills
  • In depth knowledge in IT strategic planning, annual planning and service planning
  • Skilled in managing initiatives or programs to promote diversity and inclusion in a large organization
  • Strong knowledge of Program Management principles, practices, and procedures
  • Ability to lead and grow the competency levels of staff and to create professional development programs
  • Ability to develop collaborative relationships with faculty, staff, and students who are technical and non-technical
  • Skills in creating and managing complex project plans, timelines, budgets, and critical paths
  • Ability to learn, interpret, and apply CSU, SJSU, and IT policies and procedures relating to and impacting IT work, and/or administrative specialties
  • Knowledge and understanding of technology, social media and the impact developing technology is having on communications and collaboration
  • Broad knowledge in IT systems and emerging technology trends and issues
Required Qualifications
  • Bachelor’s Degree in Business Administration or related field
  • 7 years of progressive experience in IT management position
  • 5 years of relevant experience in IT PMO and strategic planning
Preferred Qualifications
  • Experienced in leading IT workforce development
  • Experienced in managing executive level communication


Compensation

Classification: Administrator III
Hiring Range: Commensurate with experience
