Position Description:

The Hopkins Extreme Materials Institute (HEMI) is one of Johns Hopkins University’s premier research institutes on the Homewood Campus. Established in 2012, HEMI includes faculty members and professional staff from the Whiting School of Engineering, Krieger School of Arts and Sciences, and the Applied Physics Laboratory. The Institute includes collaborations with numerous associates from academia, government, and industry. HEMI’s team of globally recognized researchers embraces the challenge of solving extremely complex research problems. This enables the Institute to not only develop and provide the tools needed to address today’s problems, but also to lay the groundwork needed to build the basic science needed to address future threats and opportunities.

HEMI is the lead research organization for federally sponsored research consortiums which include over 40 university, industry, and government partners. The Executive Program Director is a senior management position responsible for providing leadership in executing the HEMI mission and is a voting member of the HEMI Executive Committee, which makes recommendations to the HEMI director. Note that this is not a research position; the emphasis is leadership and program management.

Specific duties & responsibilities:
  • Leadership. Assists the HEMI director and associate director in leading and managing the Institute. Works closely with the senior administrative manager to direct the Institute staff. Ensures internal center directors and principal leads have the resources they need to be successful. Represents the Institute at internal and external activities with JHU, government and industry. Ability to respond quickly to new opportunities and the flexibility to execute new initiatives.
  • Program Management. Applies effective program management skills to assist the internal centers within HEMI to successfully execute their sponsored research programs. Duties can include program planning, budgeting, contracting, subawarding, and reporting. Ensures the Institute is compliant with federal and university policies. Works closely with the federal funding agencies to ensure project objectives and deliverables are completed. Develops internal processes within the Institute to improve efficiency and daily operations.
  • Strategic Planning. Responsible for updating and implementing the Institute’s strategic plan. Assists the director in developing strategies and initiatives to best position the Institute to pursue future sponsored research activities. Focused on the long range planning and monitors the fiscal posture to ensure the long term success of the Institute.
  • Research. Identifies sponsored research opportunities, and partners with HEMI faculty in driving major directions for the institute.
  • Business Development. Builds and manages partnerships with government, corporations, and the broader JHU community. Pursues additional research, educational, and workforce development opportunities for the Institute. Serves as the liaison to the JHU Federal Affairs office for engagement with the State and Congressional offices. Utilizes technical background to identify sponsored research opportunities for HEMI faculty and HEMI partnered universities.
  • Major Event Planning. Responsible for the overall planning of select major Institute events. Works closely with the Institute staff to ensure these high visibility events are successfully executed.
  • Strategic Communications. Assists the HEMI director in promoting the Institute both internally and externally. Works closely with the HEMI communications staff to develop, refine, and distribute the Institute’s message to maximize the impact.
  • Service to the University. Serves as the program director for a variety of student research internships within the Institute. Writes proposals to external agencies for internship funding, evaluates applications, and matches students with faculty hosts. Also serves on selection committees to review internal proposals within the School of Engineering.
  • Mentoring. Serves as a mentor to develop the junior program managers and staff within the Institute. Develops opportunities for these managers and staff for their professional development and personal growth.
  • Other duties as assigned.
Experience with leadership and program management is expected. A Master’s Degree is required. A doctorate in a discipline related to mechanical engineering, civil engineering, materials science, computer/data science or physics, is preferred. Candidates with significant government laboratory or military experience, at a high rank, will also be considered (and the PhD requirement waived).

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
