The Office of Human Subjects Research is seeking a Budget Analyst who will have primary responsibility for maintenance of the OHSR budget, including management of day-to-day operational expenses. The Budget Analyst is responsible for preparing the annual OHSR budget, entering and managing the budget in EPSI (the organization’s budget management system) and generating regular reports for the Associate Dean for Human Research Protections to assist with budget tracking and forecasting.

The Budget Analyst is also responsible for management of all billing processes associated with the Institutional Review Board (IRB) review processes including billing for commercially-funded human subject research activities and billing for protocols using a single IRB (sIRB) review process. As a critical member of the OHSR team, the Budget Analyst regularly represents the office in discussions with the central School of Medicine finance office and works closely with budget administrators in departments/divisions across the School.

Reports to the Associate Dean for Human Research Protections.

Specific Duties & Responsibilities:

    Responsible for preparing and maintaining the annual OHSR budget in conjunction with the Associate Dean for Human Research Protections and the Director of Operations Responsible for updating the OHSR budget in EPSI and working with SOM Central Finance to address questions/concerns regarding the OHSR budget Responsible for analyzing budget patterns, projecting expenditures and generating budget reports to track expenses and assist with budget forecasting Assist with evaluating any budget impact of planned office growth including new staff hires, adding new office functions, etc. Responsible for organizing and implementing resource requests and distribution that have a significant budget impact [computers, phones, and core services e.g. shredding, in-person space availability, etc. Develop policies and procedures for core functions of the budget analyst role In conjunction with the Associate Dean for Human Research Protections and Director of Operations, develop policies and procedures for the OHSR related to office expenses [e.g. travel reimbursement, work off site expenses, etc. Responsible for management of all billing processes for commercially-funded human subjects research activities and billing for protocols using a sIRB review process. Specific duties include: Identify appropriate IRB review fees for commercially funded studies and sIRB studies Assist with developing and implementing billing adjustments to increase billing revenue Work directly with department-level budget administrators to reconcile discrepancies in billing information and ensure accurate billing Communicate professionally and effectively with staff, faculty, administrators, and outside sponsors to obtain pertinent billing information Implement process enhancements to enhance billing efficiency Serve as the primary liaison to Research Environmental Systems (RES) to create and implement eIRB enhancements to the billing process; Designs and tests these solutions Train IRB staff on billing procedures to ensure IRB review processes and compliance monitoring processes align with billing commitments Run regular reports of billing yield in comparison to projected goals to review possible deficits and analyze budget impact Utilize decision-making skills to process incoming electronic notifications regarding appropriate billing
Manage day-to-day activities related to the OHSR budget including: Daily and monthly financial analysis including monthly reconciliations of budget expenditures Development and generation of SAP/Analysis financial reports and files Completion of all travel and non-travel related business expenses in SAP Use of University financial systems such as SAP to generate, record and track invoices Verification of budget expenditures to ensure compliance with internal and external regulations and restrictions Initiate and process transactions with SAP modules (e.g, AP, Supply Chain, Finance, Sponsored and BW), including accounting documents/transactions (non-payroll transfers, shopping carts vendor invoices and check requests Use of various software applications to prepare spreadsheets for internal tracking and reporting to the Associate Dean in monthly budget reconciliation Work with department administrators to establish IRB member compensation including salary support for faculty and payments for non-affiliated IRB members; Track IRB member attendance to generate appropriate payment on monthly basis Complete all requests in SAP for new staff hires and staff annual increases and equity adjustments Create, prepare and track routine office correspondence to include professional organization membership renewals and registration for educational programs and training Assist with special budget and billing projects as designated by the Associate Dean for Human Research Protections Assist with additional office projects including those designed to improve operational efficiency Serve as a back-up for IRB support staff when needed

Minimum Qualifications (Mandatory):

    Bachelor’s Degree in Finance, Accounting, Business or another related field Minimum of 1 year of related progressively responsible experience

    Possess demonstrated proficiency in word processing skills to navigate simultaneously through systems such as Microsoft Excel and Outlook, SAP including shopping carts and document parking, and an IRB electronic submission system Must have strong organizational and interpersonal skills Must have the ability and inclination to work as a team member and work well under pressure Must possess excellent written and verbal communication skills with attention to detail Must have the ability to exercise mature judgment, sensitivity, and diplomacy when dealing with confidential material and relating to all internal/external clients Must demonstrate dependability and the ability to analyze and carryout projects in a skillful and timely manner in a very deadline oriented work environment
