Context of the Job:

Under the general direction of the Associate Operations Director, the Senior Program Manager will lead and direct the day-to-day interdisciplinary research activities and manage a portfolio of grant awards and contracts from pre-proposal to closeout, as well as technical and workforce projects for the National Institute for Innovation in Manufacturing Biopharmaceuticals (NIIMBL). NIIMBL is a member of the Manufacturing USA network of institutes funded by the federal government to advance United States competitiveness in advanced manufacturing innovation. NIIMBL is established by a cooperative agreement with the National Institute of Standards and Technology (NIST) as a public/private consortium of a diverse set of member organizations, including industry, academia, non-profit organizations, state governments, and federal agencies.

The Senior Program Manager will oversee institute compliance as it relates to the execution of projects including but not limited to foreign activity, human subjects, vertebrate animals, export controls, and conflicts of interest. In this capacity, the Senior Program Manager must exercise sound judgment to ensure that consortium members are meeting the expectations set forth in their membership agreement, and Intellectual Property (IP) generated from projects is managed appropriately and in accordance with federal regulations and the IP management plan. The Senior Program Manager will interact with the NIIMBL Leadership Team, Scientific Project Managers and NIIMBL members on a frequent basis to interpret policy and provide data and analysis of Consortium Members and project statuses. A primary function of this position is to exercise independent judgment and discretion about matters of significance concerning NIIMBL finances, such as assisting in the completion of special financial management projects, including report generations, using a variety of data sources and techniques.

Major Responsibilities:

Financial Management and Research Administration
• Develop and prepare budgets and financial reports for NIIMBL funds, general appropriations, and other funds. Compile monthly financial projections. Coordinate routine budget activity for the Institute including transfers, procurement, reimbursements, and payment to vendors. Perform audits and reports on Institute budget expenditures.
• Provide support and guidance for institute proposal preparations and all levels of post-award contract and grant administration (including state, federal, foundation, etc.), including but not limited to expense allocations, financial oversight, and close-out processes.
• Prepare spending projections and perform financial analysis for review by the NIIMBL Leadership Team and Governing Committee
• Reconcile financial statements for compliance with sponsor and UD regulations.
• Prepare for and respond to audit requests from outside auditing organizations.
• Analyze and evaluate NIIMBL financial expenditures as related to grants and contracts, advising the NIIMBL Leadership Team of sponsor requirements.
• Prepare spending projections and perform financial analysis as related to grants and contracts for review by the NIIMBL Leadership Team and Governing Committee.
• Coordinate with NIIMBL Business Administrator to review equipment and fabrication expenses are tracked and that capitalization occurs.
• Review reconciled statements for compliance in areas of unallowable charges.
• Collect and analyze subawardee expenditure and cost share reports to ensure overall NIIMBL expenditures are compliant with federal regulations and cost share commitments are being documented and verified in accordance with the requirements and the timeline set forth in the cooperative agreement.
• Monitor third-party cost share commitments to ensure allowability with federal regulations.
• Independently monitor subaward budgets and cost share commitments for a portfolio of projects and a diverse set of subawardees.
• Review and approve monthly invoices and cost share reports from project teams to ensure consistency, compliance, and allowability of expenditures based on federal, sponsor and NIIMBL rules and regulations. This includes verification of Facilities and Administrative costs.
• Collect and analyze subawardee expenditure and cost share data to prepare monthly reports for NIIMBL Leadership Team and Governing Committee.
• Perform financial analysis of project expenditures for NIIMBL Leadership Team.
• Oversee subaward close-out process and ensure that all required documentation is collected, verified, and approved by Technical Project teams.

Membership Management
• Interface with the NIIMBL Leadership Team and NIIMBL members frequently to resolve issues or interpret policy.
• Manage the administrative requirements of IP generated from Projects, including license agreements, milestone payments, etc.
• Monitor contract milestones to ensure timely decisions on complex patenting matters to meet legal deadlines; resolves complex procedural problems and communicate with outside parties regarding missed deadlines.

Project Management
• Contribute to the administration and management of the Project Call process. Interface with members of the NIIMBL Leadership Team to prepare for and provide the administrative mechanics needed to launch Project Calls. Provide support to NIIMBL members during the Project Call process concerning NIIMBL requirements, Sponsor, and NIST regulations. Types of support include participation in webinars and the generation of FAQs.
• Upon selection of projects, independently prepare, negotiate, and execute subaward agreements, the majority of which will be large and complex.
• Analyze and negotiate budgets for projects, including direct funding and cost share commitments, to ensure they are prepared in accordance with NIIMBL and federal guidelines, and appropriate for the project being funded.
• Coordinate with NIIMBL General Counsel in the negotiation of IP management plans, which will be generated for each Technical Project.
• Formulate processes and procedures for negotiation of subaward agreements to meet the requirements of the sponsor agreement.
• Manage research administrative functions for assigned portfolio of projects, including researching appropriate federal, state, and local requirements to facilitate compliance by all parties.
• Independently review, approve and formalize re-budgeting and no-cost extension requests for subaward agreements.
• Provide expertise and act as a resource to members of the NIIMBL Leadership Team in the management of Projects and resolving procedural problems. This includes review of subaward reports to ensure deliverables and timelines are being met and renegotiating deliverables as needed.
• Provide follow-up information, resolve problems, and address issues for all parties on a frequent and continuous basis during the life of subawards.
• Perform miscellaneous job-related duties as assigned.

Qualifications:
• Bachelor's degree in related field and at least five years of related experience, or equivalent combination of education and experience.
• General knowledge and familiarity with 2 CFR 200 regulating federal allowable and allocable cost and administrative procedures strongly preferred.
• Certified Research Administrators credential preferred.
• Effective oral and written communication skills.
• Financial and budget planning experience.
• Prior experience in grant or contract management.
• Ability to analyze and interpret data, develop financial plans, and manage resources.
• Ability to analyze budgetary expenditures for compliance with approved policies and procedures. Ability to work independently and handle multiple tasks.
• Strong organization and attention to detail skills.
• Analytical, evaluative, objective critical thinking skills, information research skills, and database management skills.
• Skill in examining and re-engineering procedures and formulating policy, and in implementing new procedures.
• Skill in the formulation, negotiation, and establishment of contractual arrangements.
• Project management skills and the ability to resolve complex problems/issues and to make administrative/procedural decisions and judgments.
