Associate Director Government Affairs

Government & Community Affairs is seeking an Assistant Director Government Affairs who, through research, contact with leadership and experts, and topic discovery, this position will develop programs and analyze proposed state legislation, regulation and policy as to their financial and/or policy impact on the Johns Hopkins institutions. The Assistant Director will also analyze Johns Hopkins and external data to develop effective and persuasive arguments for additional funding or necessary policies. Reports to Director of State Affairs.

Specific Duties & Responsibilities:

Advisory:

  • Represent leadership in key policy making debates, prioritizing the development of healthcare programs in which the support of state funds will be requested.
  • Strategic planning of Johns Hopkins legislative priorities with leadership and senior staff, identifying the set of issues to address and strive for during the legislative session and throughout the year.
  • Identify state funding opportunities for Johns Hopkins business entities, such as programs, centers, and services to the general public.
  • Inform Johns Hopkins leadership and senior staff on legislative issues and proposals, and develop course of action to implement Johns Hopkins position.
  • Assist in providing leadership and senior staff an assessment of the political arena and recommendation on Johns Hopkins position.

Legislative Analysis & Action:

  • Analyze a wide range of proposed state legislation, regulation, and policies and advise on the development of Johns Hopkins position or course of action. During the legislative session of the General Assembly, review and analyze legislation relative to its impact on Johns Hopkins. On an ongoing basis, review and monitor proposed regulations and state agency programs and policy. Provide timely information on proposed legislation and regulations to appropriate leadership, faculty and staff.
  • Evaluate and analyze how proposed positions or action will effect or interact with other Johns Hopkins policies and programs.
  • Throughout session, review the changes to the legislative bills, analyze the impact to Johns Hopkins, and take appropriate action to minimize negative impact or maximize positive impact on Johns Hopkins.
  • Assist in the development of Johns Hopkins legislative newsletter to provide an overview of legislative issues and the impact on Johns Hopkins and updates on bill status. Write articles, updates and alerts relating to legislative issues. Article/ updates provide analysis of state policies.

Liaison:

  • Serve as Johns Hopkins registered lobbyist with Maryland’s executive and legislative branches.
  • Build and maintain relationships and strengthen ties between the Johns Hopkins institutions and the state government officials and offices. Serve as a contact between university and health system officials to assist on policy briefs, testimony, and Maryland capital grant applications.
  • Meet with elected officials and state policy leaders to advance the legislative and regulatory priorities of Johns Hopkins. Communicate Johns Hopkins position to state policy makers on a wide range of issues, representing Johns Hopkins before legislative committees and regulators. Work to influence the development of legislation, regulation and programs. Maximize Johns Hopkins opportunities to obtain and maintain state capital and operating funds.
  • Enhance the visibility of Johns Hopkins by creating opportunities to expose, promote and showcase Johns Hopkins needs and achievement to state officials, such as arranging meetings with state officials and leadership, site visits to various campuses and programs, providing faculty/staff expert testimony before legislative hearing and briefings, presenting Johns Hopkins to trade seminars and retreats, and forwarding items of interest to officials and staff.
  • Serve as technical and policy resource to the Maryland General Assembly. Be responsible for monitoring and attending General Assembly hearing and sessions.
  • Serve on external policy committees and trade organization committees that assist in public policy development.

Materials Development & Production:

  • Write, research, develop, and enhance materials to promote, explain and advise on specific topics and issues effecting Johns Hopkins. Prepare decision documents, policy briefs, talking points on legislative issues for internal and external use. Write impact summaries of proposed legislation of interest to Johns Hopkins.
  • Research and write to develop and enhance materials necessary for action such as biographic information on elected officials, financial charts of historical data, presentation slides, etc.
  • With other staff, write and update legislative bill summaries in access database to track proposed state legislation in order to nominator the actions taken on each.

Minimum Qualifications (Mandatory):

  • Bachelor’s Degree, Advanced Degree in Law or related field preferred.
  • Five years related experience in government relations or public policy.

  • Ability to develop and implement strategies that advocate institutional positions on legislation, regulation or governmental trends.
  • Demonstrated ability to establish effective, collaborative relationships.
  • Capability to establish coalitions and realize objectives in a decentralized environment.
  • Knowledge of state-wide issues.
  • Knowledge of Maryland’s laws, regulation, reporting requirements, and political processes.
  • Knowledge of government affairs, especially at the state and local levels.
  • Knowledge of public policy issues affecting research universities, , non-profit organizations, urban institutions, the Johns Hopkins University, the Johns Hopkins Health System, and affiliated institutions, including labor and employment matters and economic and community development.
  • Ability to lead, to make decisions, and to act independently as part of a government relations team.
  • Ability to represent the University’s president and top leadership in various state and local venues and with key decision-makers’ ability to build consensus and coalitions.

Additional Information:

  • Alternate work location: This position is located full time from January through April in the Government and Community Affairs office in Annapolis, Maryland in alignment with the Maryland state legislative session schedule. Annapolis is the primary work location during this period and staff members do not receive commuting expense reimbursement.
