General Summary: Designs, develops and implements the College's current operating fund budget and the student life budget.
Requirements: Bachelor's degree in accounting, finance or related field and a minimum of four years experience preferably in higher education. Must be detail oriented and have strong interpersonal/communication, analytical and organizational skills. Proficient in Microsoft Office, Word, Excel, Access and PowerPoint. Additional preferred software skills include Ellucian/Colleague, Questica budget software, Entrinsik Informer and Business Objects (Crystal Reports).
Duties:
1. Designs routine and custom reports to respond to management requests for information.
2. Prepares budget forms and instructions.
3. Calculates payroll taxes and fringe benefits projected rates.
4. Prepares departmental budgeted positions and salary schedules.
5. Defines revenue and expense projection criteria and assumptions.
6. Develops scenario based revenue and expense projections; analyzes revenue, expenditure and general ledger variances.
7. Provides budgetary and fiscal analytical support to campus business offices and other departments.
8. Reviews and approves personnel action and payroll authorization forms.
9. Coordinates activities with the Capital Budget Analyst.
10. Maintain payroll distribution and position status report databases.
11. Prepares reports and analyses such as monthly variable expense report, position status report, and payroll distribution report, and vacant position/turnover savings schedule.
12. Prepares projections and calculations to support the collective bargaining process.
13. Performs reconciliations of various college databases to ensure accuracy.
14. Maintain and design accounting reports in the Administrative Reports Center.
15. Develops new techniques for accessing, downloading and analyzing data more efficiently.
16. Serves on various committees as requested.
17. Performs other duties as required or as assigned.
Clearances: Current criminal record/child abuse clearances will be required if offered the position and in order to be employed at the College. The three clearances are Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal Records Check, and Federal Bureau of Investigations (FBI) Criminal Background Check. The College has provided instructions on how to obtain these clearances and are available here.
Vaccination: Effective November 1, 2021, as a condition of employment, all new employees of Community College of Allegheny County must be fully vaccinated against COVID-19 and provide proof of their vaccination or have received an approved exemption to be an employee. Prospective employees who are offered a position can request an exemption from this vaccine requirement for religious or documented medical reasons. Exemption requests will be reviewed for approval on a case-by-case basis by the Office of Human Resources.
