The University of Maryland, Baltimore is now hiring a Manager of Policies and Procedures (Policy Analyst) in the Office of the Controller. This position is responsible for writing, updating, and communicating accounting related policies and procedures impacting the University and specific departments within Administration and Finance under the general direction of Administration and Finance management. The selected candidate will manage the process of vetting new and updated policies and procedures through the various levels of the University and work with appropriate personnel to disseminate information and train personnel.

- Serve as the leader for the creation and updating of polices related to the accounting functions of the university through to completion, including approval signoff, publishing, and dissemination within appropriate timeframes. Under the general direction of Administration and Finance management, identify opportunities where policies and procedures are needed; create and update written policies and procedures; and when applicable, make recommendations to increase efficiencies or ensure compliance with applicable rules and regulations. Conduct periodic reviews and analyses of policies and procedures to assess currency, alignment with goals and missions, and make recommendations for modifications. Translate information of medium to high complexity into accurate, clear, and concise documents appropriate for targeted audiences. Ensure that documents are created in a manner suitable to those who must adhere to the policy or procedure. Establish and maintain strong, collaborative relationships with UMB internal and external stakeholders in order to understand the operational needs and ensure timely exchange of information. Gather information using methods such as interviewing subject matter experts, reviewing existing documentation, observing working systems, and independently researching other relevant sources. Prepare, edit, and deliver documentation in accordance with standard editorial styles and document templates. Respond to, solve, and make decisions on standard/routine business and accounting policy and procedure interpretation and application requests. Partner with appropriate personnel to design, evaluate, and implement new processes, procedures, and special projects. Develop and coordinate accounting policy and procedure training. Perform cost benefit analysis of proposed recommendations, if needed. Performs other duties as assigned.
Other: Designated as an essential employee who may be required to work on non-business days or outside of normal business hours to ensure the continuity of operations for general accounting services.
Qualifications Education: Bachelor’s degree in related field (Masters with CPA strongly preferred).
Experience: Four (4) years related experience in policy and procedure review, analysis, and design.
Experience in managing accounting operations is preferred.
Knowledge, Skills, and Abilities:
- Highly effective written and verbal communication skills. Strong proofreading and copy-editing skills. Strong leadership and organizational skills with attention to detail and accuracy. Advanced knowledge of Generally Accepted Accounting Principles (GAAP) as well as relevant federal, state, and local rules, regulations, and programs/policies. Knowledge of accounting practices in higher education or research organizations a plus. Ability to determine "best practice" and recommend changes to improve compliance. Strategic and analytical thinking skills with an ability to solve problems and make decisions with limited supervision. Ability to network and interact, as well as support effective partnerships with key groups and individuals. Ability to provide leadership through collaboration and teamwork and communicate across all levels of the University. Ability to prioritize ongoing and new projects, as well as conduct research and gather information. Proficient at working on multiple concurrent projects while meeting deadlines. Advanced skills with Microsoft Word, Excel, Visio and PowerPoint. Knowledge of Oracle financial systems a plus.
Hiring Range: Up to $90,000; final salary is commensurate with related education and experience.
