Assistant Director of International Student and Scholar Services


Description

The Assistant Director manages responsibilities for International Student & Scholar Services (ISSS) at the Middlebury Institute in Monterey, CA. The Assistant Director reports to and provides leadership support to the Associate Dean and Director of International Student & Scholar Services, based in Middlebury, Vermont. The Assistant Director takes actions to ensure institutional and student/scholar compliance with federal immigration-related regulations, advises international students, and provides services and support programs to our international community. The Assistant Director actively supports Middlebury's internationalization efforts and initiatives that are part of our institution's strategic mission.


This position is located in Monterey California.
This is considered a full time benefits eligible, exempt position. The starting salary range for the position is $57,000- $71,300 per year.

Essential Functions:

Serves as a Designated School Official (DSO) and Alternate Responsible Officer (ARO) in the U.S. Government's Student and Exchange Visitor Information System (SEVIS) for both Middlebury Institute and Middlebury College. Assists Director with federal requirements and program management for SEVIS and our F-1 and J-1 Exchange Visitor programs to ensure compliance.

In collaboration with ISSS colleagues, the Assistant Director provides comprehensive immigration and visa-related services for our international community. Provides accurate, well-informed, and timely U.S. immigration and visa-related advising, programs, and services to the Middlebury Institute's international population, especially F-1 and J-1 students (including recent alumni who remain under our sponsorship) and may handle similar work for other Middlebury programs. Educates constituents about federal regulations and related procedures.

Ensures smooth day-to-day operations for ISSS in Monterey. Determines action items, troubleshoots issues that arise and handles responses independently, involving the Director and appropriate colleagues, as needed. Works closely with Director to develop policy and procedures, communications strategies, and support programs to help our international community achieve their goals and to further Middlebury's internationalization objectives.

Initiates and helps develop, establish, and institute immigration and visa-related policy and related workflow processes as well as procedures documentation with the Director and ISSS team members. Develops and presents recommendations to improve effectiveness and efficiency of ISSS.

Oversees, maintains, reviews, and improves the process and protocols of issuing visa-related documents for international students enrolled in our degree and non-degree programs.

Advises and assists students with F-1/J-1 procedures. Monitors SEVIS alerts and addresses issues directly or in conjunction with ISSS team members. (Note: ISSS currently uses SEVIS RTI—Real Time Interactive, and hopes to be moving to a case management system in the future.)

Creates and implements, improves, and maintains new and existing support programs for international students based on institutional or student needs. Designs and implements in-person and online training workshops on topics of interest to international students, or that fill institutional communication needs. Leads international student orientation sessions.

Offers in-person support, travel signatures, and assistance to our international community—faculty, staff, scholars, and dependents, as needed. Serves as an on-the-ground, in-person presence for Scholar check-ins.
Represents ISSS to internal administrators and departments and external audiences, and serves on institutional committees, as needed.

Establishes close working relationships with colleagues in all areas of the Institute and other Middlebury entities. Responsible for engaging with accreditation reviewers and government officials who authorize and support our activities.

Communicates with off-campus organizations, employers, and agencies within and beyond the Monterey area to help our international students pursue authorized off-campus opportunities. Educates international students and campus community about requirements for employment authorization.

Collaborates with the Center for Advising & Career Services colleagues to deliver appropriate support.

Provides timely information to prospective students and colleagues to facilitate the enrollment of international students. Handles important data management and analysis that is essential to the enrollment team, including internal tracking of admitted students and their visa application status to help manage enrollment expectations.
Supervises work handled by ISSS staff in Vermont and offers necessary training. Hires, trains, and manages a graduate intern or graduate assistant, when applicable. Assists Director with preparing ISSS team meeting content and ISSS planning/staff development sessions.

Monitors and helps manage ISSS's Institute-related budget allocations and expenditures; responsibly uses Procurement Card and completes statement reviews in a timely way.

Responsible for creating and maintaining content on the ISSS website.

Complies with all federal and state regulations and laws, Middlebury policies and procedures, with the highest standards of professional conduct as outlined in the NAFSA Code of Ethics.

Performs related responsibilities as required.


Requirements

Education:
Bachelor's degree required. Master's degree in higher education, international education, or a relevant field preferred.

Experience:
5 or more years of directly related experience in international education, higher education, or related field. At least 3 years as an international student or scholar advisor (or a position involving direct experience with visa and immigration regulations and advising).

Competency or familiarity with a foreign language and culture expected. Experience living, working, or studying abroad preferred.


Knowledge, Skills and Abilities:
Knowledge of the policies, practices, laws and regulations of the Department of Homeland Security, U.S. Department of State, U.S. Citizenship & Immigration Services (USCIS), and the Student & Exchange Visitor Information System (SEVIS) Program that impact international students.

Direct experience with SEVIS Real-Time Interactive (RTI), and experience with case management software highly valued. Working knowledge of F visa regulations and procedures. Expertise with J-visa regulations and procedures, particularly Short-Term Scholars and Professors, and knowledge of H-1B, TN and other visa categories is a plus.

Strong management, organizational, and leadership skills required. Proven record of successful project management as well as demonstrated evidence of taking initiative and responsibility.

Commitment to high quality and efficient customer service to internal and external audiences.

Ability to be diplomatic, composed, and proactive in various types of interactions.

Evidence of the ability to work independently, and as a constructive, collaborative member of team efforts.

Knowledge of and sensitivity to diversity issues, and ability to work well with people from a variety of cultural backgrounds/life experiences required.

Effective interpersonal and advising skills appropriate for a multilingual, international community.

Excellent written and oral communication and interpersonal skills, including demonstrated ability to communicate technical details in an effective way.

Rigorous attention to detail and keen problem-solving skills highly desired.

Effectively prioritize and manage multiple competing tasks in a fast-paced, high-volume, environment.

Willingness and ability to adapt to new technologies and systems. Computer literacy to include word processing, database management and use of integrated campus software systems. Demonstrated experience with SCT/BANNER as well as Perceptive/Content 7 (or later versions), PowerBI and Argos reports, and Oracle is a plus.

Must handle confidential information in a discreet manner. Interest in and commitment to professional development required. Active involvement with NAFSA and/or other appropriate professional associations is a plus.

Must be a U.S. Citizen or U.S. Legal Permanent Resident per federal regulations governing who can serve as a Designated School Official (DSO) or Alternate Responsible Officer (ARO).
