Brief Summary of Work for this Position

The Special Assistant to the Director of Sponsored Programs and Research Compliance is responsible for:
  • Providing management of incoming awards from government, industry, and non-profit sponsors and nonmonetary agreements with government, industry, and non-profit partners, including other universities. In performing these executive functions, this person applies critical thinking, sound judgment and experienced discretion to independently recognize and accept or reject particular contract elements or clauses in light of policy, regulatory and legal framework that underpins each contract. The goal is to facilitate sponsored research at UNC Wilmington while mitigating risk.
  • Overseeing the drafting, negotiating, and execution of sub-awards
  • Coordinating with Research Integrity and Compliance staff to screen agreements for compliance requirements such as information security, information technology security, export controls, and/or use of humans, animals or regulated substances
  • Ensuring subrecipient risk assessment and sub-award monitoring procedures are compliant with federal regulations, including but not limited to the OMB’s Uniform Guidance and Federal Acquisition Regulations, and consistent with sound business practices
  • Providing guidance in interpreting applicable regulations, including but not limited to OMB Uniform Guidance and Federal Acquisition Regulations
Minimum Education and Experience Requirements

Minimum qualifications include:
  • Possession of a master’s degree and at least a three-year track record of successful, progressively responsible experience in academic sponsored programs administration, including expert knowledge of federal circulars, Uniform Guidance and regulations relevant to sponsored programs and research administration compliance.
  • Detailed knowledge and comprehension of both pre- and post-award grant and contract administration
  • Demonstrated knowledge and comprehension of electronic research administration systems and procedures
  • Demonstrated knowledge and comprehension of contract terms applicable to all types of federal funding agencies with knowledge and comprehension of industry-supported research contracts, non-profit funded agreements, as well as unfunded agreements, such as, material transfer agreements and non-disclosure/confidentiality agreements
  • Excellent written and oral communication skills to engage in effective negotiations between parties with differing objectives and compliance requirements
  • Proven experience with Microsoft Office® suite of software applications, especially Word and Excel, Adobe Acrobat, Internet Browsers and relational databases
Preferred Education, Knowledge, Skills & Experience
  • At least five years of experience in processing, negotiating and/or administration of grants, contracts or agreements supporting sponsored programs in an educational institution. At least two years of hands-on experience in contract negotiation.
  • Proven experience working with: (1) University sponsored program agreements with Federal, state and local governments, industry, and non-profit foundations in the US and other countries; (2) The Federal Acquisition Regulation ( FAR ), agency supplements to the FAR, the Code of Federal Regulations ( CFR ), and the Office of Management and Budget ( OMB ) Circulars applicable to universities.
  • Demonstrated knowledge and comprehension of OMB’s Uniform Guidance requirements for subrecipient risk assessment and monitoring
  • Management experience in an academic setting necessary to oversee pre- and post-award grant management as well as agreement review and negotiation and sub award drafting and management
  • Policy and process development and implementation in the university setting that balances academic, operational needs and compliance with sponsor requirements/risk mitigation
  • Experience with software implementation
  • Ability to create content and present training/workshops relevant to sponsored research
