Job Summary:

The Assistant Controller resolves issues and significant matters on behalf of management by utilizing independent judgement, discretion, creativity, and analytical thinking. The Assistant Controller is a member of the Finance Team in the Office of the Controller. Reporting to the Controller, this position is responsible for managing fiscal operations to Include General Accounting, Fixed Asset Accounting, Grants Accounting and the Accounts Payable (AP) units while providing the guidance and resources necessary for team development. The Assistant Controller will thoroughly understand accounting operations and the fiscal cycle as relates to institutional, state, and federal policies, procedures and restrictions as associated with Public Higher Education. The Assistant Controller ensures compliance with generally accepted accounting principles In executing, analyzing, verifying, and reporting transactions of a fiscal nature. Additionally, the Assistant Controller may serve as a project leader on special projects and is a resource to the campus community on fiscal processes.

Essential Responsibilities:
  • Provide support to University Controller as well as oversight and supervision of accounting department staff including grants accounting and accounts payable staff.
  • Maintain the account structure for general ledger accounts which includes set up of new general ledger accounts, department Identification numbers, and restricted project identification numbers.
  • Manage, prepare, supervise, and review monthly reconciliation processes and procedures.
  • Ensure the accounting procedures are consistent with Generally Accepted Accounting Principles ( GMP ), University System of Maryland and University internal control policy.
  • Ensure the accuracy and consistency of data for accounts and funds in the general ledger and preparation and timely delivery of financial reports.
  • Serve as liaison for the financial accounting area and interacts with various campus departments and staff and relevant external agencies.
  • Assist Controller with developing and updating written accounting procedures and processes.
  • Lead and manage process for month-end, interim and year-end general ledger close.
  • Assist in preparation for monthly, interim, and year.
Required Qualifications

Education:
  • Bachelor’s degree with a major in accounting required.
  • Candidates with a CPA license a plus and highly preferred.
  • Master’s degree in business, finance, or accounting are highly preferred.
Experience:
  • Minimum of five (5) years of full-time professional experience in accounting or auditing with demonstrated technical competence in higher education accounting. Included working knowledge of a nori-profit; governmental fund accounting environment.
  • Minimum of three (3) years of supervisory or managerial experience with proven ability to plan and assign work according to the nature of the job to be performed, and the capabilities of the staff, with a team-oriented management style.
  • Experience using PeopleSoft Financials highly preferred.
  • Experience with Workday financials a plus.
  • Knowledge and experience with FMIS, the State financial systems.
Knowledge, Skills, and Abilities:
  • Ability to function effectively as a member of an administrative team.
  • Ability to function effectively with faculty, students, support staff, and administrators utilizing exceptional communication and written communication skills.
  • Capability to implement and manage change.
  • Ability to solve problems utilizing sound judgment so that decisions are made appropriately and timely.
  • Competency in leadership and strategic acumen along with the technical skills necessary to perform to expectations within the role.
  • Excellent organizational skills assuring that all project timelines and report deadlines are met.
  • Ability to interpret, analyze, summarize, and present financial information.
  • Demonstrate a high level of attention to detail and accuracy with financial transactions.
  • Experience with application of GAAP .
  • Must understand audit requirements placed on daily accounting functions.
  • Proficiency using Microsoft Office Suite and a variety of computer software packages.
  • Ability to lead, manage, train, coach and develop staff in efforts to promote and facilitate department growth and improvement.
