Director of Public Safety



SUMMARY :

The Director of Public Safety acts as the College’s liaison with and builds constructive relationships with all local, state, and federal law enforcement agencies. This position requires frequent interaction with the Carthage College students, faculty, staff and guest community.

ESSENTIAL FUNCTIONS :
  • Conduct comprehensive assessments and evaluations of the Public Safety and/or policing services for the College based on both established and projected needs, with a goal of providing a safe learning and working environment for all students, staff, faculty, and guests.
  • Establish and maintain standards for public safety operations and performance, as well as related community programming.
  • Planning and coordinating security for special events, including traffic and parking functions.
  • Developing and implementing basic and ongoing in-service training programs for the campus public safety personnel (i.e. crime prevention and intervention).
  • Establishes record keeping/logs and related documentation systems. Supervises employees.
  • Establishes and implements campus public safety policies and procedures. Assist with investigations.
  • Develops and implements fire and severe weather programs; communicate, educate, and provides training and drills for the campus community.
  • Ensuring compliance with all federal, state and local laws, regulations, and educational rights and privacy acts pertaining to public safety issue.
  • Providing leadership and coordinating training/education for the Carthage Emergency Response Team.
  • Serve as a member of the Risk Management Committee and participate in other committee assignments as required.
  • Assist with the central vehicle program; developing and implementing policies and procedures for the operation of the College parking lots in collaboration with facilities and the business office.
  • Managing the College Card Access and CCTV system.
  • Assisting with control center for computerized fire systems as part of the Public Safety Dispatch Center.
  • Serving as a chair of Emergency Operations Center and Emergency response Team.
MINIMUM QUALIFICATIONS :
  • Bachelor’s degree in law enforcement, management, public policy, or a related field.
  • A minimum of five years’ experience as a public safety professional on a college campus or similar environment required, with a demonstrated ability to communicate with students.
  • A minimum of eight years of experience required in the management of law enforcement or public safety, with appropriate training and experience gained in civilian and/or military law enforcement.
  • Valid driver’s license with good driving history required.
  • Ability to be available 24/7 in the case of emergency and periodic supervisory presence on all shifts.
  • Experience working with culturally diverse populations is highly desirable.
  • Excellent verbal, written, and interpersonal communication skills.
  • Trained in the National Incident Management System (NIMS) Incident Command System (ICS).
