Job Description

One of the provisions in the Workforce Innovation and Opportunity Act of 2014, requires Vocational Rehabilitation (VR) in collaboration with the Local Educational Agency (LEA), to provide, or arrange for the provision of, pre-employment transition services for students ages 14-21 with disabilities working in/or potentially working in sub-minimum wage settings.

This position will provide functional support of Pre-Employment Transition Services Specialists (PRE-ETS) in the specified region to help meet staff capacity by providing highly qualified personnel who will work in collaboration with local education agencies and Vocational Rehabilitation, in the provision of counseling around competitive and integrated employment options, the selection of resources to support competitive and integrated employment, and self-advocacy including peer mentoring.

Provide and monitor activities of Specialists assigned to the Pre-Employment Transition Services (PRE-ETS) Program in job exploration counseling that may include but not be limited to the following: •Collaborate with the LEA in working with students to develop a Missouri Connections account and student profile. •Utilize career interest inventories, and other career tests such as Career Scope to identify skills and career interest areas. •Collaborate with the LEA to ensure students complete up to three self assessments in Missouri Connections and upload the reports to their Personal Plan of Study. •Counsel students to identify and explore careers in their local community and/or geographical region within a career pathway of interest. • Collaborate with the special education teacher, the school counselor, and the student to ensure the student's IEP or 504 Plan (if applicable), is coordinated with their Personal Plan of Study.

Provide and monitor activities of Specialists assigned to the Pre-Employment Transition Services (PRE-ETS) in self-advocacy training which may include peer mentoring and other activities as follows: •Counsel students and their families by linking transition, health, and healthy lifestyles to promote success in adult life by empowerment through self-determination and self-advocacy. •Work with students to identify self-advocacy and why it is important. •Utilize existing resources and materials to help students learn how to practice speaking up, leading their IEP/504 or other personal planning meetings. •Pair the student with a peer mentor, and work with the school to identify other students who would serve as a mentor. •Work with the students to practice self-advocacy and skill building through real life activities, such as ordering a meal in a restaurant, etc.

Provide and monitor activities of Specialists assigned to the Pre-Employment Transition Services (PRE-ETS) Program in students workplace readiness & social skills support - readiness training to develop social skills and independent living to include but not limited to: •Partner with the local career center to identify work readiness skills that are identified by employers as priority areas and review those skills with students. •Connect students and their families to the local Center for Independent Living to discuss services they have to offer and how to access those services. •Work with students to identify and measure work readiness skills by developing or utilizing a work readiness inventory that will address the following areas through a volunteer or work experience opportunity on or off campus: Attendance, Punctuality, Workplace appearance, Taking initiative, Teamwork, Quality of work, Communication skills, Response to supervision, Problem-solving/critical thinking, Workplace culture, policy, and safety. •Review and discuss transportation options available for students in getting to and from work. •Review and discuss asset development and benefits planning with students and families by connecting them with appropriate resources and following up to discuss questions/concerns. •Work with the LEA to identify ways to ensure the student's family is an active and positive partner in the transition planning process. •Support the student's social connectedness and overall health by counseling the student on the importance of participating in school-based activities, after-school clubs, or community service projects to help connect the student socially.

Provide and monitor activities of Specialists assigned to the Pre-Employment Transition Services (PRE-ETS) Program in coordination of work-based learning experiences, which may include in-school or after school opportunities, or experience outside the traditional school setting (including internships), that is provided in an integrated environment to the maximum extent possible, to include, but not limited to the following: •Collaborate with the LEA to develop a job-shadowing day for students to job-shadow local businesses that offer jobs in their career field of interest. •Collaborate with the LEA to direct a field day to take students career center to learn how to register for employment services/youth programs, fill out on-line job applications, etc. •Counsel students to identify and explore job fields that require apprenticeship training, and then visit apprenticeship programs with students in the local community. •Collaborate with the LEA to identify and connect students to career tech, school flex, Pathways to Prosperity, and/or other work -based learning programs that are available to all students in the district. •Coordinate mock job interviews for students with business. •Consult with the LEA staff, and VR counselor/business specialist to identify work experience opportunities for students in the local community.

Provide and monitor activities of Specialists assigned to the Pre-Employment Transition Services (PRE-ETS) Program to counsel students on opportunities for enrollment in comprehensive transition or post-secondary educational programs at institutions of higher education to include but not limited to: •Educate and inform students of short and long term post-secondary training opportunities and assist students in gaining an understanding of how different training options may meet their individual needs. •Coordinate with the LEA visits to local disability support services offices at local colleges.

Applicants applying for this position will live and serve in the Pre-Employment Transition Services assigned area and others as assigned. This position is not located in the immediate Columbia MO area.

Applicants applying for this position must be willing to work from a home office.

The applicants applying for this position should be aware that they will be traveling up to 75% of their time to assigned school districts providing pre-employment transition services for students with disabilities in need of such services who are eligible or potentially eligible for these services.

Salary

Salary commensurate with education and experience.

Salary Range: As per funding, up to $50,000 annually

Grade: GGS-9E

University Title: EDUCATIONAL PROGRAM COORDINATOR III

Monday - Friday

8:00 am to 5:00 pm

40 hours per week, full-time, benefit eligible position

Minimum Qualifications

Bachelor's degree or equivalent combination of education and experience and at least 2 years of experience from which comparable knowledge and skills can be acquired is necessary.

Preferred Qualifications

All applicants will be screened based on the preferred qualifications below:

Required years of experience: Three to four years minimum; two to three years experience providing pre-employment transition services to students for students with disabilities in need of such services who are eligible or potentially eligible for these services; two years of teaching experience or guidance and counseling - would have frequent contact with state agencies, school districts, school personnel, and students enrolled in MO secondary schools.

Bachelor's degree is acceptable but a Master's degree from an accredited college/university in Education or a related field is preferred. A MO Teachers Certificate or the ability to obtain a Substitute Teacher Certification is required. Teaching certification in Special Education for Mild/Moderate-Severe/Profound is preferred.

Experience working directly with transition age youth/families and school personnel is preferred.
