Job Description

Montgomery College, has an immediate need for a full-time Senior Compliance Specialist/Investigator in the Office of Compliance, Risk and Ethics. The typical work schedule is Monday-Friday, 8:30am - 5:00pm. This is an exempt, non-bargaining, grade 33 position. After successful completion of initial employment probationary period, this position is eligible for partial telework. Some on-site work will still be required.

The Senior Compliance Specialist/Investigator serves as a lead investigator for compliance and ethics concerns at the College.

Duties include but are not limited to:
  • Conducts neutral, independent, and unbiased investigations into alleged violations of College policies and procedures, including Code of Ethics matters, conflicts of interest, and fraud, waste, or abuse.
  • Develops investigative strategy; interviews witnesses; synthesizes testimony and evidence gathered.
  • Writes thorough but concise investigative reports, detailing findings of fact, conclusions, and recommendations. Communicates findings to management.
  • Investigates student complaints of discrimination on the basis of age, color, citizenship status, covered veteran status, disability, gender, gender identity or expression, genetic information, national origin, marital status, race, or religion.
  • Provides guidance to administrators, faculty, staff, students of procedures available for filing complaints, grievances, and appeals.
  • With minimal direction from the Chief Compliance, Risk, and Ethics Officer, provides oversight of the College’s regulatory compliance and leads compliance monitoring efforts.
  • Develops and implements training for diverse College audiences to increase awareness of College policy and procedures, compliance requirements, and ethical standards.
  • Serves as the Title IX Hearing Officer/Decision Maker. Presides over live hearings (or alternative format for decision making) in the Title IX grievance process. Conducts credibility assessments and makes relevance determinations regarding proffered evidence, consistent with Title IX regulations. Issues findings of fact based on the evidence presented during the hearing. Applying the preponderance of the evidence standard, renders a final written determination and clearly articulates the rationale for the determination. Where a violation of policy or procedure is found, recommends disciplinary measures.
  • Represents the Compliance Office on the College’s Conflicts of Interest Review Panel. Succinctly applies the Maryland Public Ethics Law and the state Ethics Commission’s guidance in evaluating employee conflict of interest disclosures. Issues conflict of interest risk mitigation plans.
Required Qualifications:
  • Bachelor’s degree in business administration, public administration, law or a related field.
  • Three (3) years of progressively responsible professional experience conducting civil rights or workplace investigations and independently writing investigation reports.
  • Experience applying policies and regulations of the U.S. Department of Education and/or other agencies adjudicating civil rights matters.
  • Demonstrated ability to conduct thorough and efficient investigations (interviewing witnesses, collecting and analyzing evidence, reaching logical conclusions, and preparing clear investigative reports).
  • Demonstrated ability to manage highly sensitive and confidential information with appropriate discretion.
  • Strong skills in conflict resolution, problem solving, interviewing, and analysis.
  • Superb written and oral communication skills, including skill in writing concise, logical reports to convey complex issues.
  • Ability to produce high quality work products with attention to detail and within specified timeframes.
  • Excellent interpersonal skills, including the ability to listen well and demonstrate sensitivity to and respect for individual needs.
  • Ability to maintain neutrality and work under stress.
  • Ability to work collaboratively and professionally across multiple constituencies to resolve complaints in an impartial and fair manner, adhering to all legal requirements and principles of due process.
  • Eligible applicants must currently be authorized to work in the United States and not require employer visa sponsorship.
Preferred Qualifications:
  • Juris Doctorate preferred. A Juris Doctor and two years of related experience may be substituted for the five years of experience.
  • Certification as a Title IX investigator, SHRM Workplace Investigation Specialty Credential, or other comparable certification preferred.
Hiring Range: $83,374 to $114,639 annually. Initial salary placement is based on candidate experience and internal equity.
